RST Standards Committee Chairman s presentation Presented by Hugh O Neill 17 November 2016
1. Key issues from the last six months 1. Sanders Standard GMRT2461 issue 2 was published Jun 2016: 3 months early at the request of RST SC. 2. Guidance Note GMGN2615 issue 2 on the LOC&PAS TSI 2014 approved for publication on 29 th September 2016. 3. RIS on Door Control and Automatic Selective Door Operation RIS-2747- RST approved for publication in RMDB 28 th October 2016. 4. RST SC did not support the creation of a MFSC to review/revise the technical content of GERT8270 on compatibility of trains & infrastructure. 5. Analysis of NTRs and NSRs for which RST SC is the lead committee is almost complete see next slide. 6. Two new starters in RST team. 2

3. Standards Strategy and TSI Implementation 1. Implementation of Standards Strategy is well advanced: All 32 NTRs have been analysed and the recommendation regarding the future status of each has been approved by RST SC Of 9 NSRs, 6 have been analysed and the recommendation approved by RST SC 2. A drafting group has been set up to consider the content of GERT8270 on compatibility it will also look at GERT8273 on Gauging Compatibility. 3. For complex standards, we would like to make the RIS a complete standard and use the RGS to mandate the NTRs required - a thin RGS, thick RIS approach see next slide. 4. Work on ENs and TSIs continuously monitored via regular reports and RAE/1 mirror groups. 5. RST SC supports GB NSA in the LOC & PAS Working Group, drafting amendments to close out some specific cases & open points. 5
References 4. Mandatory and Voluntary standards TSI LOC & PAS TSI WAG National Technical Rule required for: Open Point Specific case Permitted alternative Compatibility GM/RT RGSs potentially made up of isolated measures to close gaps in TSI regime or to accommodate GB infrastructure Mandatory Voluntary EN References References RIS-27..-RST Complete sets of measures for the given scope of the standards TSIs may directly mandate specific parts of an EN or may make the use of an EN a presumption of conformity BS ISO RIS-27..- RST 6
5. Deviations 1. In last 6 months, 15 deviation applications received for RST as lead SC (March to October 2016 inclusive): 8 approved 0 not approved / rejected 1 withdrawn by applicant 1 deferred 5 in progress (to be seen at future RST SC meetings). 2. Issues Quality of applications still varies hugely as does the timing in project lifecycle Clarification concerning the different expectations from other SCs re the level of consultation required 7
