Motivation Let s go back in time to Portugal in 2006 3
Research and Education Network FCCN is a private non-profitable organization founded in January 1987 that runs and manages: Top Level Domain.pt and Portuguese PIX; The Portuguese NREN: > 100 Universities and Research institutions > 1000km Optical fiber One time 2.5Gbps to London One time 10Gbps to Madrid and now manages and supports VoIP@RCTS network! 4
Global overview What we had: + 240 Multi- brand Legacy PBXs scattered along the country's 32 universities and related agencies. RCTS Network with more than 1000Km of optical fiber interconnecting Universities, Research Labs, and Institutes. 5
Set the goal Political statement (2006) Gradual adoption of voice over IP communications [ ], from 2007, for all Public Higher Education Institutions In A Commitment with Science for the Future of Portugal In 2007 FCCN applied for funding to achieve this goal
Main goals Establish a VoIP network to interconnect all the legacy systems from Portuguese Universities, using Open Standards like SIP. New users at Universities should be VoIP users, no more investment in proprietary legacy systems. Implement ENUM tree 1.5.3.nrenum.net as PoC in partnership with the National Authority Regulator for Telecoms (ANACOM). Migrate TDM circuits from those legacy systems to SIP trunks, interconnecting safely and in a resilient way, with major carriers in Portugal through RCTS network. 7
Calendar Jan. 2007-Nov.2007: Call for interest and information gathering Dec.2007-Apr.2008: Public tender for acquisition of VoIP equipment. Jun.2008 Nov.2008: Public tender to acquire Carrier s VoIP services. Jun.2008: Acquisition of VoIP phones to promote the early adoption of VoIP technology in the Universities. Jun.2008: ARARA Unified Communications Federated Platform (AAI) SIP/XMPP Softphone Mar.2009 Jun.2009: Ported out the first 109 MGWs to Carriers SIP Trunks ~ 20000DIDs. Aug.2009: Monitoring platform using OpenSource software Zenoss, on going since. 8

VoIP services acquired Tariffs based on dialed pattern number, to avoid unexpected costs when dialing to a ported out number. Tariffs based on cost per second from the very first second, to avoid 1st minute charge in shorter calls. Resilient SIP trunks with one of the carriers, implementing crankback mechanisms through TDM backup circuits: one per mediagateway. 14

Final Setup Progressively MGW by MGW since March 2009 16
Routing Scheme Both MGWs and ipbxs query 3 enum trees with the following order: e164.arpa, nrenum.net, e164.org. If a proper resolution is found, call procceeds being sent an Invite to outside world through the SBC; otherwise the call routed to right carrier through SIP. As a fallback route there s to establish the call via TDM backup circuits, installed on every MGW. 17
Crankback mechanism University s SBC is down: basically if something goes wrong in IP world both infra-structures, carrier and university, automatically route the calls via TDM circuits. 18
Crankback mechanism University s MGW is unreachable for the SBC: University s SBC rejects call with 503 Service Unavailable and the carrier cranks back to TDM circuit. 19
