Alternative Funding Model for [the improvement of] OA Publishing [in Croatia] Jadranka Stojanovski, NOAD University of Zadar / Ruđer Bošković Institute, Croatia jadranka.stojanovski@irb.hr

http://hrcak.srce.hr Journals: 429 Issues: 12.666 Articles with full text: 155.602

Croatian journals >450 scholarly, professional and popular journals 175 subsidized in 2016 by the Ministry of science and education (7800 average funding per year) 138 indexed by Scopus (active) 74 indexed by WoS CC (including ESCI) >50% from SSH one APC based publisher (excluded from this survey)

Importance Protect excellence in locally relevant research (Leiden Manifesto); Development of terminology in Croatian language; the content can be spread to a wider local community no language barriers; Close editorial guidance of young researchers; Development of editorial and publishing skills in digital environment; Bridging the gap between science and application inside community; social sciences 28% technical sciences 11% Development of the research and academic culture ethical issues and scientific integrity; Building the reputation of the locally scientific community; No cost of publishing (for authors) compared with high Article Processing Charges (APC) journals; Easy access to the research results for the community. biomedici ne 11% biotech nical 7% humanitie s 33% sciences 10%

Planned activities 1) XML versions of the articles 2) Collect, store and publish author's ORCIDs 3) Funder/project information (beyond EC projects) 4) Delivery of article-level information to the DOAJ via DOAJ XML and DOAJ API 5) Support data citation in the metadata using JATS 6) Advanced search features (faceted search)

XML versions of the articles 1 mapping of JATS XML 2 167 XML articles 3 schema to Hrčak published 4 journals selected 11 in preparation Workshops: two workshops organized, two in preparation

ORCID in Hrčak 6.989 unique ORCID related with 16.253 papers 13.983 papers have at least one author with ORCID 4.584 e-mail addresses collected For the first time authors are involved in the creation of Hrčak content

Funder/project information to assign the project ID to the bibliographic record was common in Croatia (Croatian Scientific Bibliography CROSBI) but it was introduced in Hrčak in 2015 OpenAIRE project authority database was used (API) Improve collecting and mining funder/project information when the funder/project is not on the authoritative list of projects provided by the OpenAIRE at RBI project database (PBD) was created inclusion of the projects by different local and international funders manual entry will be provided too

Delivery of article-level information to the DOAJ DOAJ XML and DOAJ API Number of papers added to DOAJ via DOAJ API: 1645

Advanced search 715.602 searches from 19 January 2017

What do we expect from the future? more support for the small scientific communities/countries avoiding to equalize gold OA journals and APC based journals starting to ask right questions how we can make publications more re-usable? shift from paper-centric publishing investments in OA publishing must be justified charging APC & no subsription only two conditions for the price of 14 APCs we manage to improve OA publishing in Croatia openning door to different levels of interoperability and usage of research results
