The Why of Electronic Certification

May 24, 2016 NVWA 4

Figures Agri-Food Import (from the certificates we receive) Annual turn over 2,5 billion 250.000 import certificates ± 100 countries May 24, 2016 NVWA 5

Figures Agri-Food Export (from the certificates we issue) Annual supported turnover 14 billion ( 74 billion incl. EU common market ) 600.000 certificates ± 180 countries May 24, 2016 NVWA 6

Benefits Private Sector Government Faster border clearance Reduction of transaction costs Less administrative burdens One-stop shop Re-use of data More efficient certification process Contributes to Risk based enforcement Contributes to Food Security Reduced fraud (CODEX) Transparancy May 24, 2016 NVWA 7

How we work (paradigms) Use (defacto) standards Use solutions created by other countries Improve and integrate proven solutions Open systems (support for multiple standards, we have to work with everybody) May 24, 2016 NVWA 8

e-cert.nl Electronic support system for import and export certification Application of certificates Decision support to the certifying inspector Automated generation of certificates Electronic messages Signing and Verification Module (Non-repudiation) On line Verification module (verification number) May 24, 2016 NVWA 9

Challenges to Developing Countries Funding & Technical Infrastructure Technical Capacity Cost Recovery (Sustain the solution) Ownership Private Public Partnerships Business Process Re-Engineering High level commitment May 24, 2016 NVWA 12

e-certification (Bilateral) Operational China (v) USA (f) Australia Chile Kenya South Korea USA Under construction Colombia Hong Kong Indonesia Malaysia ( 16) Peru Philippines Russia South Africa Thailand Turkey May 24, 2016 NVWA 13

Key success factors Common interest / benefits Importance For the Netherlands In the region Technical Capacity on E-cert Available resources (at both sides) Communication at technical level High level commitment May 24, 2016 NVWA 14

NL Approach to pilot projects 15

Project Staging Initiation, planning & decision making (feasibility) Design of the Import and Export Certification Modules Simulation & Testing Pilot (parallel run) Evaluation & End Seminar Go / No-go 16

Observations E-Certification has more impact on (and benefits for) the importing than on the exporting country (Legal reform etc.) Most of our bilateral cooperation's focus on fraud prevention other than the other benefits (cost reduction & efficiency). Parallel run stage takes much more time than initially planned. Getting paperless is still a challenge. Everybody loves paper. Lots of experiences, recommendations and best practices are to be shared bilaterally and formalized by the standardization bodies. May 24, 2016 NVWA 17

The Future Promote paperless certification Make a better use of electronic certification data (Virtual Inspector) Design & Promote Standards (OIE, CODEX, UN/CEFACT) May 24, 2016 NVWA 18

Joint United Nations Regional Commissions Trade Facilitation and Paperless Trade Implementation Survey 2015 The Netherlands stands out as the best overall performer http://unnext.unescap.org/untfsurvey2015.asp May 24, 2016 NVWA 19
