AMINUDDIN HASSIM PENGARAH INTAN Terlebih dahulu saya mengucapkan ribuan terima kasih dan sekalung tahniah kepada warga kerja yang terlibat secara langsung dan tidak langsung bagi memastikan Pelan Strategik Latihan ICT Sektor Awam (PSLISA) atau Public Sector ICT Training Strategic Plan (PSITSP) 2011-2015 terhasil. Pelan Strategik ini merupakan blueprint yang bakal memandu semua pihak khususnya kementerian dan agensi kerajaan ke arah membangun, menyelaras latihan dan pembudayaan ICT di kalangan penjawat awam bagi menyokong pembangunan dan pelaksanaan ICT sektor awam. Pelan ini juga bakal menyediakan strategi yang tidak terbatas kepada latihan ICT di INTAN sahaja tetapi juga kepada kementerian dan agensi yang bertanggungjawab merancang pembangunan sumber manusia di tempat masing-masing. Jawatankuasa Latihan ICT (JLICT) Sektor Awam adalah merupakan tadbir urus latihan ICT peringkat nasional yang berperanan sebagai perancang strategik latihan ICT sektor awam. Skop tadbir urusnya mencakupi kumpulan sasar yang begitu besar iaitu seramai 1.4 juta keseluruhan personel perkhidmatan awam. Ia juga melibatkan seramai 10,135 personel ICT sektor awam. Ini menunjukkan fokus latihan bukan sahaja kepada personel ICT, tetapi juga diberikan kepada semua skim perkhidmatan kerajaan. Oleh itu dokumen PSITSP ini digubal bagi menyediakan arah tuju untuk melengkapkan anggota perkhidmatan awam yang mengamalkan budaya kerja berasaskan ICT secara strategik, inovatif dan beretika serta melahirkan personel ICT yang berpengetahuan, kompeten dan berkeperibadian tinggi. Saya berharap agar segala matlamat dan teras strategik yang terkandung di dalam blueprint ini dapat dilaksanakan dan memberi impak yang signifikan kepada anggota perkhidmatan awam dalam menjayakan agenda Transformasi Negara. Diharap juga pelaksanaan dokumen ini akan memberi manfaat dalam menghadapi persekitaran global yang semakin mencabar. Penyediaan PSITSP ini melibatkan ramai individu penting yang telah banyak menyumbang kepada idea-idea yang bernas. JAWATANKUASA LATIHAN ICT SEKTOR AWAM (JLICT)
LATAR BELAKANG Di dalam Rancangan Malaysia ke-10 (2011-2015) usaha untuk mewujudkan persekitaran bagi menjayakan pertumbuhan ekonomi di dalam Bidang Ekonomi Utama Negara (National Key Economic Area (NKEA)) menjadi agenda utama. Teknologi Maklumat dan Komunikasi (ICT) pula merupakan salah satu daripada sasaran khusus NKEA dan tindakan yang kukuh hendaklah dilaksanakan untuk memacu pertumbuhan ekonomi negara. Penggunaan ICT yang lebih meluas tidak hanya akan menyokong pertumbuhan sektor ini malah akan meningkatkan produktiviti dan daya saing negara secara keseluruhan. Salah satu strategi utama yang akan diguna pakai untuk menggerak industri ICT adalah memberi keutamaan kepada pendidikan dan latihan bagi memenuhi keperluan modal insan sektor ini. Ini akan dilaksanakan melalui penumpuan terhadap kerjasama antara industri-akademia-kerajaan, terutamanya dalam pembangunan kurikulum dan latihan industri. 2 2 Dokumen Rancangan Malaysia ke-10, Bab 3; mukasurat 132 6
PERANAN DAN TERMA RUJUKAN JLICT Selaras dengan itu, sebagaimana yang telah digariskan di dalam Pekeliling Am Bilangan 2 Tahun 2006, Pengukuhan Tadbir Urus Jawatankuasa IT dan Internet Kerajaan; Jawatankuasa Latihan ICT Sektor Awam (JLICT) telah ditubuhkan berperanan untuk membangun dan mengesyor dasar latihan ICT, menyelaras latihan dan pembudayaan ICT di kalangan penjawat awam bagi menyokong pembangunan dan pelaksanaan ICT di sektor awam. Bidang tugas JLICT yang telah ditetapkan ialah: 7

PELAN STRATEGIK LATIHAN ICT SEKTOR AWAM 2011-2015 Pelan Strategik ini telah dihasilkan berdasarkan maklumat yang diperolehi daripada perbincangan ahli JLICT di dalam bengkel yang telah diadakan pada 13 hingga 14 Jun 2011. Pelan Strategik ini turut mengambil kira maklumat daripada sumber-sumber berikut: i. Pelan Strategi Pelaksanaan Latihan ICT Sektor Awam 2007 2010. ii. Pelan Strategik ICT Sektor Awam (2011-2015) yang telah dilancarkan oleh MAMPU pada 7 Julai 2011. iii. Pelan Strategik Pengurusan Sumber Manusia Perkhidmatan Teknologi Maklumat Tahun 2012-2020 yang disediakan oleh Jabatan Perkhidmatan Awam(JPA). iv. Pelan Pelaksanaan Kursus Pensijilan bagi Meningkatkan Bilangan Pakar ICT Sektor Awam yang dicadangkan oleh INTAN. v. Program Transformasi Kerajaan (GTP). vi. Rancangan Malaysia Kesepuluh (2011-2015). vii. Model Rujukan Antarabangsa bagi Rangka Kerja Kemahiran ICT iaitu Skill Framework for Information Age (SFIA, sumber: www.sfia.org.uk) yang digunakan oleh kerajaan United Kingdom untuk Pembangunan Kompetensi ICT. SKOP STRATEGI Kumpulan sasar bagi strategi yang akan dicadangkan ini ialah personel perkhidmatan awam seramai 1.4 juta, dan juga kepada personel ICT sektor awam (mewakili Pegawai Teknologi Maklumat, Penolong Pegawai Teknologi Maklumat dan Juruteknik Komputer Perkhidmatan Gunasama Persekutuan sahaja) yang berjumlah 10,135 orang 2. Skop yang telah digariskan di dalam Pelan Strategi Pelaksanaan Latihan ICT Sektor Awam 2007-2010 sebelum ini merangkumi kepada skim perkhidmatan teknologi maklumat khususnya dan skim-skim perkhidmatan lain secara amnya. Di dalam pelan strategik ini, fokus yang sama akan diberikan kepada semua skim yang terlibat disamping menambahbaik strategi dan pelan tindakan yang berkaitan agar impaknya adalah lebih menyeluruh. 2 Data daripada Bahagian Perkhidmatan, JPA bertarikh 4 Dis 2011 12
MATLAMAT STRATEGI Strategi yang telah dihasilkan ini bertujuan untuk mencapai 2 matlamat: a. Personel ICT yang berpengetahuan, kompeten dan berkeperibadian tinggi dalam bidang- bidang teras ICT. b. Penjawat awam yang mengamalkan budaya kerja berasaskan ICT secara strategik, inovatif dan beretika. 13
4 STRATEGI LATIHAN ICT SEKTOR AWAM 2011-2015 JLICT telah mengenalpasti dan mencadangkan empat (4) strategi seperti berikut: Strategi 1 Pembangunan program latihan yang komprehensif, relevan dan dinamik sejajar dengan agenda transformasi nasional Pembangunan personel ICT sektor awam yang berpengetahuan,kompeten dan berkeperibadian tinggi Strategi 2 Strategi 3 Penggalakkan pelbagai program Latihan ICT melalui kerjasama strategik Peningkatan pembudayaan dan penggunaan ICT secara inovatif dan beretika Strategi 4 14
PELAN TINDAKAN Strategi 1 Pelaksanaan program latihan ICT yang komprehensif. Pemantapan pelaksanaan E-Pembelajaran Sektor Awam (EPSA ). Perluasan program kolaborasi Institut Latihan Awam (ILA) Pengiktirafan INTAN sebagai pusat akreditasi persijilan ICT mengikut standard antarabangsa. Strategi 2 Pembangunan kompetensi personel ICT berdasarkan trek kerjaya Skim Teknologi Maklumat. Peningkatan bilangan PTM bertaraf mahir dan pakar bagi sektor awam melalui pengiktirafan oleh Jawatankuasa Pengiktirafan Kepakaran ICT Sektor Awam (JPKICT). Pelaksanaan program pensijilan profesional bagi personel Skim Teknologi Maklumat. Strategi 3 Penggalakkan penempatan personel ICT di agensi-agensi luar sektor awam seperti Program Cross Fertilization (PCF). Pengukuhan mekanisma Joint Application Development (JAD) bersama pembekal sistem. Penggalakkan program sangkutan dalam projek-projek ICT. Pewujudan program kolaborasi dengan pihak industri, IPTA dan IPTS. Strategi 4 Penggalakkan program pembudayaan dan pengunaan ICT secara berinovatif dan beretika. Pelaksanaan amalan kerja harian berasaskan ICT. Pengiktirafan tahap kemahiran asas ICT personel Sektor Awam melalui persijilan ISAC. Penggalakkan pembelajaran berterusan melalui EPSA. Pelaksanaan strategi ini memerlukan penglibatan dan kerjasama beberapa agensi pusat sektor awam. Sebahagian besar daripada pelan tindakan telah pun dilaksanakan manakala ada beberapa strategi lain memerlukan persetujuan daripada pelbagai pihak. 15

ISU DAN CABARAN Dalam merangka strategi dan pelan tindakan ini, bukan sahaja keperluan latihan tetapi beberapa isu lain juga perlu turut diambil kira. JLICT telah mengenalpasti isu-isu seperti berikut: Kekangan sumber-sumber seperti jurulatih/pakar, courseware yang relevan dan mengikuti piawaian, kewangan serta prasarana Budaya, sikap dan komitmen penjawat awam terhadap fungsi ICT sebagai pemudahcara di agensi masing-masing Perlunya insentif untuk meningkatkan kemahiran/persijilan Kemajuan kerjaya dan perpindahan personel (isu yang berkaitan seperti hilang kepakaran setelah berpindah organisasi serta ketiadaan succession plan) Mekanisma untuk menilai peningkatan kompetensi (contohnya kunci petunjuk prestasi dan analisa impak selepas latihan) Perubahan teknologi yang terlalu pantas tidak selaras dengan peningkatan kemahiran Perlunya mekanisma bagi perkongsian sistem aplikasi yang dihasilkan atau lain-lain produk pembangunan dan penyelidikan (R&D). 22
PENUTUP Adalah diharapkan dengan adanya Pelan Strategi Latihan ICT Sektor Awam ini, fungsi ICT sebagai pemudahcara untuk kerajaan dan rakyat dapat dipertingkatkan lagi. Setiap agensi dan penjawat awam akan beroleh manfaat melalui pelan latihan yang digubal secara holistik ini. 23

FOREWORD YBHG. DR. AMINUDDIN HASSIM DIRECTOR OF INTAN For the first time, a group of IT managers in public sectors has sat down and discussed about charting a way forward in IT training, and other relevant action plans, in making sure the Malaysian public service personnel will be well-trained in IT, as much as making sure that the packages provided are relevant, up-to-date and interesting. This PSITSP is the result of the inputs and valuable ideas of many individuals. Thus, I would like to extend my gratitude and compliments to the working committee involved in the production of the Public Sector ICT Training Strategic Plan (PSITSP) 2011-2015. This Strategic Plan is the blue print which will steer all relevant parties in particular government departments and agencies towards the development, training, co-ordination, and ICT enculturation amongst public personnel in supporting the development and implementation of a public sector ICT. This plan also seeks to provide unlimited strategies for ICT training at INTAN as well as establish a benchmark for departments and agencies alike responsible for human resource development planning. The Public Sector ICT Training Committee (JLICT) serves as a national level ICT training governance team functioning as the strategic planner of public sector ICT training. Its scope encompasses a wide target group comprising the overall public service personnel of 1.4 million including 10,135 public sector ICT personnel. This clearly proves that the training focus is not merely tailored for ICT personnel but targets the entire Government service. But the heart of our mission, our integrated mandate, means that we will act across all the areas in IT Training, for which we are responsible, promoting professionalism that benefits all the public service personnel in Malaysia. BACKGROUND The primary agenda of the Tenth Malaysia Plan (2011-2015) is the creation of an environment for the successful economic growth in National Key Economic Areas (NKEA). Information and Communication Technology (ICT) is among the specific targets in the NKEA and a concrete action to be implemented to drive economic growth. Extensive use of ICT will not only support the growth of the sector but also improve productivity and competitiveness as a whole. A key strategy that will be adopted to accelerate the ICT industry is to give priority to education and training to meet the needs of human capital in this sector. JLICT ROLES AND TERMS OF REFERENCE In line with the General Circular No. 2/2006 on Strengthening Governance Government IT and Internet Committee established the Public Sector ICT Training Committee (JLICT) to develop and recommend policies for ICT training, coordinate training and acculturation of ICT among public servants to support the development and implementation of ICT in the public sector. PUBLIC SECTOR ICT TRAINING STRATEGIC PLAN 2011-2015 This Strategic Plan was developed from the inputs and feedback received from the JLICT workshop held on 13 and 14 June, 2011. This Strategic Plan is based on the following sources: i. Public Sector ICT Training Strategic Plan from 2007 to 2010. ii. The Malaysian Public Sector ICT Strategic Plan (2011-2015) launched by MAMPU on 7 July, 2011. iii. Human Resource Management Strategic Plan for Information Technology Services (2012-2020) provided by the Public Service Department (PSD). iv. Certification Course Implementation Plan for Increasing Number of Public Sector ICT Specialist by INTAN. v. Government Transformation Programme (GTP). vi. Tenth Malaysia Plan (2011-2015). vii. International Reference Model for ICT Skills Framework for the Information Age Skill (SFIA, source: www.sfia.org.uk) used by the United Kingdom government for ICT Competency Development. THE SCOPE OF THE STRATEGY The target groups proposed for the strategy are the 1.4 million public service personnel including the 10,135 ICT personnel representing IT officers, programmers and IT technicians 4. STRATEGY GOALS This strategy has two objectives: a. To develop ICT personnel who are knowledgeable, competent, and of high standing in the core areas of ICT. b. To develop civil servants who practice an ICT-based work culture that is strategic, innovative and ethical. 37
4 PUBLIC SECTOR ICT TRAINING STRATEGY 2011-2015 JLICT has identified and recommended four (4) strategies as follows: Strategy 1 Development of a comprehensive training program that is relevant and dynamic in line with the national transformation agenda Development of public sector ICT personnel who are knowledgeable, competent and of high standing Strategy 2 Strategy 3 Promotion of ICT training programs through strategic partnerships Increased acculturation and use of ICT in an innovative and ethical manner Strategy 4 38
ACTION PLAN Strategy 1 Implementation of a comprehensive ICT training program. Strengthening the implementation of the Public Sector E-Learning (EPSA ). Extension of the Public Training Institute (ILA) collaboration. Establishing INTAN as a centre for ICT certification accreditation based on international standards. Strategy 2 ICT personnel competency development scheme based on a career track in Information Technology. The increase in the number of PTM-class experts in the public sector through recognition by JPKICT. Implementation of a professional certification program for personnel in Information Technology Scheme. Strategy 3 Promotion of ICT personnel placement agencies outside the public sector through Cross Fertilization Program (PCF). Strengthening mechanisms, Joint Application Development (JAD) with the system supplier/ developer. Attachment Promotion Program in ICT projects. Creation of collaboration program with industry, public and private universities. Strategy 4 Promotion of acculturation and the use of ICT programs in an innovative and ethically sound manner. Implementation of ICT-based daily work practices. Recognition of basic ICT skills through IT Skill and Assessment Certification (ISAC) for Public Sector personnel. Promotion of continuous learning through the EPSA. Implementation strategies that have been submitted require the involvement and collaboration of several public sector central agencies. Much of the action plan has been implemented, while others and several other strategies require the consent of various parties. 39

ISSUES AND CHALLENGES In formulating these training strategies and action plans, several issues must also be taken into account. JLICT has identified them as follows: Resource constraints such as trainers/experts, relevant courseware and complying with standards, finance, and infrastructure requirements Culture, attitude and commitment of civil servants to function as ICT facilitators in their respective agencies Specific incentive schemes in upgrading skills/certifications Career advancement and transfer of personnel (loss of expertise related to moving the organization and the lack of succession plan) Mechanisms to assess increased competency (e.g., key performance indicators and analysis of the impact of the training) Rapid technological change not consistent with the enhancement of skills A proper mechanism for sharing the resulting application systems or research and development (R & D) in other products. 46
CONCLUSION It is hoped that with this Public Sector ICT Training Strategic Plan, the role of ICT as a facilitator for the government and people can be enhanced, and that all agencies and public servants will benefit from this formulated training plan in a holistic manner. 47
