Here is an overview of the World Class services offered by the BSNL: Basic Telephone Services The Plain old, Countrywide telephone Service through 32,000 electronic exchanges. Digitalized Public Switched Telephone Network (PSTN) with a host of Phone Plus value Additions. Data one Broad BSNL launched Data One broadband service in January 2005 which shall be extended to 198 cities very shortly. The service is being provided on existing copper infrastructure on ADSL2 technology. The minimum speed offered to the customer is 256 Kbps at Rs. 250/- per month only. Subsequently, other services such as VPN, Multicasting, Video Conferencing, Video-on-Demand, Broadcast application etc will be added. Internet Keeping the global network of Networks networked, the countrywide Internet Services of BSNL under the brand name http://www.sancharnet.in/ http://www.sancharnet.in/ includes Internet dial up/ Leased line access, CLI based access (no account is required) and DIAS service, for web browsing and E-mail applications. You can use your dialup sancharnet account from any place in India using the same access no 172233, the facility which no other ISP has. BSNL has customer base of more than 1.7 million for sancharnet service. BSNL also offers Web hosting and co-location services at very cheap rates. ISDN Integrated Service Digital Network Service of BSNL utilizes a unique digital network providing high speed and high quality voice, data and image transfer over the same line. It can also facilitate both desktop video and high quality video conferencing. Page: 2

Intelligent Network IN Services offered Free Phone Service (FPH) India Telephone Card (Prepaid card) Account Card Calling (ACC) Virtual Private Network (VPN) Tele-voting Premium Rae Service (PRM) Universal Access Number (UAN) and more I-Net India s x.25 based packet Switched Public Data Network is operational in 104 cities of the country. It offers x.25 x.28 leased, x.28 Dial up (PSTN) Connection) and frame relay services. Leased Lines & Datacom BSNL provides leased lines for voice and data communication for various applications on point to point basis. It offers a choice of high, medium and low speed leased data circuits as well as dial-up lines. Bandwidth is available on demand in most cities. Managed Leased Line Network (MLLN) offers flexibility of providing circuits with speeds of nx64 kbps up to 2mbps, useful for Internet leased lines and International Principle Leased Circuits (IPLCs). Cellular Mobile Service BSNL s GSM cellular mobile service Cell one has a customer base of over 5.2 million. Cell One provides all the services like MMS, GPRS, Voice Mail, E-mail, Short Message Service (SMS) both national and international, unified messaging service (send and receive e-mails) etc. You can use Cell One in over 160 countries worldwide and in 270 cellular networks and over 1000 cities/towns across India. It has got coverage in all National and State Highways and train routes. Cell one offer all India Roaming facility to both pre-paid and post-paid customers (including Mumbai & Delhi). Wireless in Local Loop This is a communication system that connects customers to the Public Switched Telephone Network (PSTN) using radio frequency signals as a substitute for conventional wires for all or part of the connection between the subscribers and the telephone exchange. Countrywide WLL is being offered in areas that are non-feasible for the normal network. Page: 3

Helping relieve congestion of connections in the normal cable/wire based network in urban areas. Connecting the remote and scattered rural areas. Limited mobility without any air-time charge Basic phone services BSNL is the largest telecom operator in India and is known to everybody for Basic Telephony Services for over 100 years. Presently the Plain old, countrywide telephone service is being provided through 32,000 electronic exchanges, 326 Digital Trunk Automatic Exchanges (TAX), Digitalized Public Switched Telephone Network (PSTN) all interlinked by over 2.4 lakh km of Optical Fiber Cable. New Telephone Connections BSNL offers telephone connections in the following main categories to its subscribers: Permanent Connections: Temporary Connections: Temporary Connections are provided for short period for emergency requirements of purely temporary nature. Casual Connections: Casual connections are provided to applicants for social/religious functions, marriages, exhibitions etc Procedure For registration The standard application form prescribed for new telephone connection can be obtained free of cost from any of the designated offices of the BSNL or the Customer Service Centers located anywhere in the country. Photocopies of these forms as well as downloaded copies from the Internet are also accepted. Permanent Connections: Permanent connections are available in the following categories to suit different subscribers, 1. Tatkal Scheme 2. Own Your Telephone (OYT) General Scheme 3. OYT Special Scheme 4. Non-OYT General 5. Non-OYT Special 6. Non-OYT Swatantrata Senani Scheme (SWS) 7. Non-OYT S S 8. Non-OYT-G-SE-DOT 9. BSNL Sulabh Applications can be registered in any one of the following categories: Page: 4

Time limit to provide phone connection: According to DOT guidelines an OYT connection is to be provided within six months of Registration and Non-OYT connection to be provided within two years from the month following the month of registration fees. Waiting Charge: Registration Fee paid will carry an interest for the period commencing from the date of payment and ending on the day immediately preceding the date of installation of the phone connection at the rate of interest payable by the SBI on fixed deposits made with SBI for a period of one year. The waiting charge is calculated for the completed number of months at the rate in force on the date of payment of the registration fee. In case of delay in providing connection beyond the DOT guidelines (mentioned above) the registration fee will carry an additional waiting charge @ 3% over and above the normal rate, for the period of completed months of delay beyond the DOT guidelines. Cancellation of Phone Registration: Registration for a new phone connection may be cancelled at any time before the release of phone connection, by writing to the concerned Commercial Officer. Phone plus services: With the aid of state-of-the-art digital exchanges, BSNL offers you a host of phone plus services. Call Waiting This facility lets you receive incoming calls even when your telephone is busy. Procedure for activation/deactivation: Dial 118 and get the acceptance tone Dial 119 and get the acceptance tone Abbreviated Dialing A maximum of 20 numbers can be programmed for abbreviated dialing. Procedure: Step1 Step 2 Select your short code Choose a short code for the number you dial frequently e.g. '15' for the number xxxxxx. (if it's std no. std code+xxxxxx) Register short codeon your telephone dial 110 then the short code followed by the for a telephone no. subscriber's number i.e. dial 110 15 xxxxxx. You will shortly here an acceptance tone indicating that your code is registered. Electronic Locking For STD/ISD This facility enables to restrict or totally lock the outgoing calls as per the option chosen Register Secret Code Suppose you want to make 5555 your secret code. Follow this procedure to register this: Dial 123 5555 5555 then wait for the acceptance tone then disconnect. Your code is registered. Change secret code Suppose you want to change current code 5555 to 4444 then Dial 123 5555 4444 then wait for the acceptance tone then disconnect. Your new code (4444) is registered. Bar/Open Facilities using Secret Code(example 5555) Bar STD/ISD calls Dial 124 5555 1 then wait for the acceptance tone then disconnect. Now STD/ISD calls will be barred. Open STD/ISD calls Dial 124 5555 0 then wait for the acceptance tone then disconnect. Now STD/ISD calls can be made. Open STD calls only Dial 124 5555 3 then wait for the acceptance tone then disconnect. Now STD calls can be made. Bar STD/ISD/manual trunk calls Bar local calls Dial 124 5555 2 then wait for the acceptance tone then disconnect. Now STD/ISD/manual trunk calls will be barred. (It will also bar calls to 95 levels). Dial 124 5555 4 then wait for the acceptance tone then disconnect. Now local calls will be barred. (Applicable only if STD Facility is available). Open local calls only Dial 124 5555 1 or 2 then wait for the acceptance tone then disconnect. Now Local calls can be made. Hotline The number of your choice can be programmed by the exchange staff at your request. After doing so if you lift the telephone and do not dial within 5 seconds, you will be automatically connected to the programmed number. However if you start dialing within 5 seconds, you can make an outgoing call as usual. Call Transfer (Call Forward) Useful for persons who may not want to miss incoming calls made to him. Using this facility Calls can be forwarded to another telephone number designated by you. Procedure for activation/deactivation: Page: 6

Dial 114 followed by the telephone number for which the call is to be transferred. He will get the acceptance tone. Dial 115 and wait for acceptance tone. Automatic Wake-Up/Reminder Call Service When you want reminder to be given at a specific time, all you have to do is to call the exchange and leave the time you want to be reminded. The facility allows you to initiate a call automatically by the exchange at a fixed time specified by the user of the telephone. Dial 116 (the registration code) followed by the time you wish to be reminded or woken-up at 06.15am (06.15hrs), you will dial 1160615. Dial 117 (the cancellation code) followed by the time you booked the call. CLIP The subscriber has to buy separately the CLIP display device from market. Using this facility you can see the number of the calling party before lifting your telephone. Very useful to trace malicious caller. However, the CLIP instrument shall be procured and installed by the users themselves. Shifting of Telephones Shifts are of the following types: Within the same exchange area From one exchange area to another exchange area in Multi-Exchange areas All India Shift Shifts within Same Telephone System : Shifts on all India basis Shifting Charges Nil FLPP (Fixed Line Pre-Paid Telephone) FLPP (Fixed Line Pre-Paid) Service enables a subscriber to make calls from a prepaid account linked to his telephone number. Unlike the prepaid card 'ITC' service, where the authentication is done every time through a 16-digit PIN the authentication of FLPP is linked to his telephone line & the user is not required to dial the Account number/ PIN for authentication making it simpler to use. Fixed Line Prepaid service offers: Conversion of fixed line to Pre Paid and get rid of telephone bills. Easy de-linking from telephone line when prepaid is not required on any number No need to dial Account number/ PIN every time you make a call. STD/ISD Facility On Line balance enquiry Follow on feature' on no reply, busy and called party release to dial another number Page: 7

Easy recharge and no problem of bills Free Level 1 service like 100, 101, 102 etc. available. Free Level 1 IN services which are free to end-customers like Free Phone etc. are available. There can be four types of FLPP accounts namely PCO FLPP Account, PCO Local FLPP Account, General FLPP Prepaid Account and General FLPP Prepaid + Post paid Account CENTREX What is CENTREX? It is central office based communication service which integrates all your multi located Telephone lines (Existing and New) into a single highly functional communication group with more distinctive features without any additional equipment (like EXABX) at your premises. Various value added services- be it Voice based or SMS based, are available to the Mobile subscribers of BSNL. Many SMS based Value added services are available to the Mobile subscribers of BSNL through the SIM card and through the short codes. The VALUE Added services forming part of the Menu are listed as SERVICES in the Menu on the SIM. How can you access SIM based services: The procedure to avail the SIM based services is as follows: (a) Browse the Menu on your CELLONE to see the SERVICES menu. (b) Browse the Menu further down to select the service as per above details to select the option as per the service you want to avail and press "SEND" or "YES" depending upon your handset to avail that service. Tariff applicable to SIM based services: Each SMS request will cost the subscribers at Rs. 0.80 in case of postpaid and Re.1/- in case of prepaid, whereas the Ringtone download will cost Rs. 5 plus the cost of SMS. How can you access short code based services: The procedure for availing short code based VAS is as follows: a) Browse the menu in your cell phone. b) In the menu, select MESSAGE & then go to WRITE/SEND NEW (Menu may vary with the handset). c) Enter the keyword applicable to the service you want to avail (keyword may vary with content provider), as the Message e.g. "NEWS" will be the keyword for getting news headlines d) Proceed further by pressing "YES" (or any other key as per your handset) and enter the applicable short code as the NUMBER. E.g. if you want to get the NEWS from AAJTAK then the short code will be "2424". e) After entering the short code, use "SEND"/ "YES", as applicable to your handset, for sending the SMS to the SMSC. After a short time, you will get the response SMS in your INBOX. A host of other value added services are also available at very economical charges: Voice Mail Service Short Message Service (SMS) Call Forwarding(within same Service Area) Call Conferencing Call Waiting and Call holding facility Calling line identification services Closed User Group (CUG) Unified Messaging Services: Integrate your Mobile phone with the Internet and access your e-mails, faxes, voice mail etc on your mobile phone. To avail this service you can got to www.bsnlums.com. GPRS/MMS Mobile Newspaper GSM PCO Terms and Conditions i) Uniform Grace period of 15 days is allowed for all value of cards. No additional grace period is allowed. No outgoing call is allowed during the grace period. The unutilized balance amount in the previous card can be carried forward in case of renewal within the grace period, otherwise it shall lapse. ii) The GSM PCO holder has to arrange for the Fixed Cellular Terminal (FCT) inclusive of bill printing mechanism or GSM Terminal at his own cost. iii) SIM and Recharge vouchers will be sold from the BSNL Customer Care Centre and authorized dealer i.e. Franchisee/BA/DSA. iv) The GSM PCOs can be allowed to any person as per the existing terms and conditions for Landline PCOs. v) No security deposit in the form of cash/bank guarantee etc. is required to be taken in the case of Prepaid GSM PCOs. vi) No service charge is allowed for intra circle calls. However for inter circle calls, considering stiff competition, the charging of service charge is not mandatory. Page: 10

vii) The GSM based PCO holder will be allowed to move anywhere within the Licensed Service area. However, roaming facility should be barred. viii) It may be made mandatory for such PCO holder to ensure BSNL branding prominently at the site. In case, such PCOs are installed in mobile Vans, the Van must have BSNL branding on both sides and top of the Van GSM FWP FWT GSM FWP instrument as VPT (New Connection) will be provided free of cost only in those areas where front loaded subsidy is available. In case of conversion of existing landline/ WLL VPTs into GSM VPTs, the sale price of GSM FWP will be charged from the VPT operator from the beneficiary. Terms and Conditions i) Uniform Grace period of 15 days is allowed for all value of cards. No additional grace period is allowed. No outgoing call is allowed during the grace period. The unutilized balance amount in the previous card can be carried forward in case of renewal within the grace period, otherwise it shall lapse. ii) The lifetime validity is upto the current license period of Feb-2020 or upto renewed license period. iii) The GSM FWP VPT can be allowed to any person as per the existing terms and conditions for Landline VPT. iv) No security deposit in the form of cash/bank guarantee etc. is required to be taken in the case of Prepaid GSM FWP VPT. v) No service charge is allowed for intra circle calls. Moreover, for inter circle calls, considering stiff competition, the charging of service charge is not mandatory VOICE MAIL SERVICE Though you may miss a call, you will never miss what the caller has to say with Cell One Voicemail. It s truly mobile voice mail. Cell One Voice Mail Service ensures that the customers never miss their calls even when their phone is busy, switched off, out of coverage, or the customer is simply too busy to take the call. In such cases, CellOne VMS greets the caller and records a message from the caller, which the customer can retrieve later at his convenience from anywhere in the world. This is available to all our post-paid customers. It's like having your very own,mobile personal secretary and answering machine who listens to your incoming calls, greets the caller and stores the messages left by the caller so that you can listen and call them back later. GETTING STARTED In the beginning, when you want to start using your Voice Mail Service, you have to first activate your personal Voice Mail box by defining the conditions for diverting the calls. First go from MENU to the CALL DIVERT feature. You need to refer to your Page: 11

handset manual as the process differs from the handset to handset. Your handset will show you the four different conditions under which you can divert your calls. You can choose any one of them. PHONE BUSY (whenever you receive a call on your mobile phone while attending another call, it will get diverted to your VMS) NO REPLY (if you can't or don't want to answer a call, it is automatically forwarded to your VMS after few seconds) NOT REACHABLE (if you are not in the BSNL coverage area or if your handset is switched off, your call is diverted to your VMS.) UNCONDITIONAL (in case you don't wish to be disturbed, you can direct all your calls to your VMS) After selecting your option, you will be asked to enter a number. Press 91 94xxxabcde (where 94xxxabcde is your 10 digit mobile number.). Once your chosen option is set, the calls will be diverted to your mailbox. How to record your greetings? Dial 17000 The system will ask you to enter your password. Press 9-1 - 1-1 - 1-2 and you will be asked to record your greeting. End recording by pressing # key. Press 2 and speak out the new greeting. How to set your secret password? For complete confidentiality, you can set a secret password to ensure that no one else can access or listen to your messages. Dial 1700, Press 9-1 - 3 and enter your password. How to access your voice mail? As soon as you receive a voice mail, you will be alerted by an SMS on your cell phone. To access your Voice Mail from your own BSNL Cellular phone, dial 17000. The system will ask you to enter your password (the default password is 1234 but it is recommended that you set your own secret password). Follow the prompts and start listening. To access your voice mail from a land line phone, dial 9415017000. SMS Mobile to Mobile Messaging is a revolutionary new means of communication that allows Cell One mobile subscribers to send a short text message instantaneously to any other mobile subscriber. Select the 'Message' option from your phone menu. Scroll to access the 'Service Centre Number'. Enter the 'Service Centre Number' + xxxxxxxxxx. This must be done to activate the service. You are now ready to use global text messaging. Most handsets support global text messaging. To know whether your handset supports global text messaging, check the handset user guide. HOW TO SEND A TEXT MESSAGE? First go to 'Message' menu on your cellular phone. Select the option 'write message. Compose your message. The receiver will receive your message almost immediately, if his/her mobile phone is active. How to receive a text message? As soon as you receive SMS, you will be alerted by a beep or symbol on your screen, which means you have a new message. To read it you have to go through the menu and select the 'Read Message' option. The message will then appear on your screen. If the information can't fit into a single message, you will receive more than one message. How to store a text message? Your Cell One SIM card can store up to 15 text messages of 160 characters each. So make sure you regularly delete the stored messages to make space for new ones. Voice-Mail Using this feature, the voice mail can be send/received to/by other subscribers having this facility. The message can be retrieved by following the voice menus thereafter. The voice mailbox can be accessed on landline also as per below mentioned procedure: In order to retrieve messages from your voice-mailbox by using landline phone, dial 9417017000 (which is the common access no.) followed by '#', then your own mobile no. and '#'. The system will prompt you for your password. The default password is 1234. Enter your password and follow the voice menus thereafter. 2. FAX-Message This feature will enable the subscriber to send/receive fax message. The fax can be sent/ received to/by the subscriber either through BSNL UMN account or using fax machine. The below mentioned procedure is to be adopted while sending or receiving the fax message on fax machine: 1. In order to deposit a FAX message, dial 9417017000 from a FAX machine followed by #' and the mobile no. of the person who is the intended recipient of the FAX. A part of the voice menu says " to add a FAX, press 3".Press 3 on your FAX machine and after the system prompts you to, press "START" on your FAX machine. Page: 14

2. In order to retrieve a FAX message from your voice-mailbox, dial 9417017000 from a FAX machine. Then press '#' followed by your own mobile no. and '#'. The system prompts you for your password. Enter your password. The system tells you that you have so many new messages out of which so many are Voice/FAX/E-Mail messages. When you play a FAX message, first, system will announce the senders phone number and the time when the sender had deposited that Fax Message. Then the system will announce many option like to backup, to keep or to delete etc, You simply bypass these request by pressing '#', then the system prompts you to press " START " on your FAX machine. 3. E-Mail/SMS/FAX/Voice Message This feature will enable the subscriber to send/receive E-mail/SMS/Fax/Voice messages. The subscriber has to get BSNL UMN account for this feature. The below mentioned procedure is to be adopted for sending/receiving the email. 1. Dial 1403 from WAP MS to connect to internet-login to the site www.bsnlumn.com (based on your location go to appropriate website i.e. in north www.bsnlumn.com, south www.bsnlums.com, east www.bsnlume.com and in west www.bsnlumw.com ) 2. Voice messages To Listen/Deposit to your voice messages, the machine must have the multimedia capability. The different kinds of messages e.g. voice messages, FAX messages etc will be listed under the subject heading as soon as you logon to your E-mail account. Click on the voice message and the system will play it directly (if your machine supports the 'sbc' format). If your machine doesn t support the 'sbc' format, first convert the message into the 'wav' format using the icon provided on the right hand side. FAX Messages The FAX message comes as an attachment in the TIFF format.
