THE PROJECT The objective of the project is to propose the next generation of Electronic Monitoring (EM) and associated services. The focus is on high quality localisation and mapping information required by those services. The project will integrate services relying on civilian location-based technologies (EGNOS and Galileo services) and using enhanced cartography derived from Earth Observation imagery (ESA). PARTICIPATION IN THE PROJECT The success and quality of this interdisciplinary project requires the active participation of all stakeholders (probation offices, local authorities, police) in order to better understand current and future needs of EM. 1 The participation is on a voluntary basis and will allow to: - define user needs, legal requirements and real-life use cases - participate in the evaluation of the final proof of concept PRODUCTS & SERVICES DEFINE USER NEEDS MODIFICATION AND TUNING OF PRODUCTS AND SERVICES PILOT TESTS AND IMPLEMENTATION Legal requirements Real-life use cases Participate in the evaluation of the final proof of concept
ADDED VALUE Incorporating EGNOS / Galileo and high-quality cartography into the EM service adds considerable value from the user perspective. Fewer false alarms Improved localisation availability and accuracy (EGNOS / Galileo) means fewer false alarms caused by incorrect or missing location information. Currently, false alarms are a significant issue in EM. Not only they waste resources form the officers in charge of monitoring the probation terms. Better monitoring coverage Improved localisation availability (EGNOS / Galileo) allows defining and using geo-fencing zones in areas with poor GPS coverage (urban canyons, etc.) 2 Monitoring usability and efficiency Maps with higher resolution and satellite images (high- quality cartography) allow the monitoring officer to better check and confirm the offender s current location, as well as define geo- fencing zones more effectively. If additional meta- data is available, special geo- fencing zones can be defined extremely efficiently, e.g., excluding all school areas for sexual offenders. Improved ability to intercept Should an offender be intercepted, the improved precision and availability of localisation (EGNOS / Galileo) as well up-to-date high-resolution maps makes interception faster, more efficient, and increases the success rate. Security The improved EGNOS / Galileo integrity / security features decrease the chances of an offender spoofing the EM service while on probation. Flexibility In addition to a basic / nominal service, probation institutions can choose between a number of premium features at some additional cost depending on their specific requirements. These include fetching high-quality on-demand maps, or switching to the Galileo Commercial service for improved localisation features.
THE GEOSATIS PRODUCT Geosatis provides a comprehensive service to assist the probation agencies in the setup of an Electronic Monitoring system. Our products were developed from the ground up with the quality and security challenges of current localisation services in mind and in partnership with probation & prisons officers in order to match their needs. Current: GPS Next: Galileo GPS Fast locking / unlocking (no tools required) Tampering detection: Ultrasonic sensor Lightweight: 6.34 oz / 180 g 3 Our products include an Electronic Monitoring bracelet, a mobile charger, a home station and the monitoring software (including a mobile app for ios and Android). A victim device can also be provided separately. Alcohol monitoring will be available by the end of 2014. The results of this project will help us to further refine our products and embrace the European Satellite Technology with a better understanding of customer requirements. Unbreakable bracelet The bracelet cannot be easily broken. It requires more than 120kg of force to start deforming the bracelet when locked. This action is detected by the included ultrasonic sensors and can trigger alarms long before the bracelet is broken or entirely cut. Rapid & repeatable locking / unlocking We designed a mechanism that mimics locking system of handcuffs. It is very simple to use and allows unlimited locking and unlocking sequences without additional tools. To lock the device, the two parts of the bracelet are assembled and gently pushed together. This action requires neither specific tools nor access to electrical power. The unlocking is performed electronically. The monitoring centre remotely sends the device unlocking command (through GPRS or the home station). The bracelet receives the command and allows the wearer to open the device. The unlocking order can also be sent from the mobile application, for example in case of an emergency. Only approved personnel with the correct privileges can unlock the bracelet.
Mobile charger The mobile charger is easy to (un)plug on the Electronic Monitoring bracelet. The mobile charger has batteries that charge the bracelet without requiring a cable connection to a power socket. Wireless power Fast charging: 30 min Autonomy: 2 days 4 This allows the offender to continue his daily activities while charging the device. The mobile charger batteries are recharged when it is placed on the home station or through a micro USB connector with any standard cell phone charger. The mobile charger will charge the device to full battery power in only 30 minutes. The bracelet will then operate for 1-2 days depending the configuration parameters. Interactive home station Home station: allows indoor localisation Interactive: color touch screen Motion sensors Charging station for the mobile charger Software Our software platform manages the administration and monitoring of the offenders. When entering the court order in the system, it is possible to define the following: Inclusion / exclusion zones with schedules Zones inside zones: we can define inclusion zones inside of exclusion zones, or vice versa Buffer zones: in order to avoid getting false-positive alarms at the zone border, a buffer zone can be defined where the offender will only receive a warning through a vibration of the bracelet Grace time: the alarm is only triggered if the offender stays for longer than a configurable grace time inside an exclusion zone Schedules for all these zones: offender activity is tracked using a multitude of sensors placed on the bracelet.
Mobile application A mobile application is available allowing police officers to get a secure access to the offender information and his current position in case of an alarm, such as a zone violation or bracelet tampering attempt. 5 ABOUT GEOSATIS Geosatis is a company based in the watch-making valley of Switzerland.
