PART 8 - Miscellaneous Services 1st Revised Sheet 1 CALL CONTROL (CC) /1/ 1. Call Control (CC) is an optional service that provides customers the capability to screen outgoing calls placed from their network access line, then block or allow calls initiated to be completed to the dialed telephone numbers. CC allows the subscriber to activate or deactivate the feature. It also allows the subscriber to modify (control) the screening parameters through the use of a Touch-tone telephone. In addition, CC allows the subscriber to dial a personal identification number during an interactive announcement to override any call restriction. 2. Screening of outgoing calls can be divided into two subsets: Dialed number to be allowed - the exception list; and Dialed numbers to be restricted - the blocking list. In each of the subsets, the subscriber can change the numbers that are screened. 3. Upon the network s determination that a call is to be rejected, the calling party will receive an interactive announcement. The subscriber (or authorized user) can override this rejection through the use of a personal identification number which is customer changeable through a Touch-tone telephone. 4. The screening list can be set up to restrict all outgoing calls except to certain specified numbers, area codes or local exchange prefixes, or it can be set up to allow all outgoing calls except to certain specified numbers, area codes or local exchange prefixes. Entries on the screening list can reflect any single number or combination of numbers representing long distance (including international) and local calls (single entries only, not ranges). 5. The standard menu blocking choices include: Block all long distance calls; Block all Operator Assisted calls; Block specific telephone numbers, prefix and/or area code - maximum of 10 individualized entries; Block all outgoing calls; Allow the following exceptions to blocked calls - maximum of 10 individualized entries 6. Calls to the Emergency Service code 9-1-1 will not be restricted. 7. The subscriber may access CC from the telephone line equipped with CC, or remotely, through the use of a Touch-tone telephone. /1/ Effective June 1, 2017, Call Control is no longer available to residence customers. CC is offered only where the customer s location is served by a digital switch equipped with Advanced Intelligent Network (AIN) and Common Channel Signaling/Signaling System 7 (CCS/SS7) architecture and software. 2. CC is not available with PBX Trunks, Semi-Public Telephone Service, Centrex Service, Customer Owned Coin Operated Telephone (COCOT) Service, Wide Area Telecommunication Service (WATS) lines, Off Premise Extensions, Business Direct lines, or Automatic Call Distribution systems equipped with DID Trunks. 3. CC does not relieve the customer of responsibility for calls charged to their telephone number(s). 4. CC will not be offered in areas where 9-1-1 is not available. 5. The Company shall not be liable to the customer or any other person or entity for damages of any nature or kind arising out of, resulting from, or in connection with the provision of the service, including without limitation, the inability to access the operator or any non toll free number for any purpose. /1/ Effective June1, 2017, Call Control is no longer available to residence customers. Regardless of the subscriber s local calling area, calls placed from an CC equipped network access line, via a predetermined access code, to the CC Control Point (located in Elgin, Illinois) to modify the service functionality, will be assessed the appropriate local usage charges as specified elsewhere in this guidebook. Access to the CC Control Point to modify service functionality placed from a network access line not equipped with CC will be provided via a toll free number. 2. Service Charges as specified in Part 3, Section 1 are also applicable when adding Call Control to an existing access line. 3. The following rates and charges are for CC only and are in addition to rates and charges for other service(s) required to furnish a communications system. (D) Description Monthly Rate Business Call Control per Network Access Line Equipped /1/ $13.52 /1/ Where available, CC may be provided on a Business Network Access lines equipped with ISDN. Restricted calls are directed to a central office announcement. 1. Toll Restriction will be offered to Residence customers only. 2. Toll Restriction will be provided, where facilities permit, subject to the following: - Toll Restriction will not allow intermsa 1+, 0+, 0-; 10-xxx; 976, 900, or 700 calls to be completed. /1,2/ In addition, Toll Restriction will not allow Band C Usage or Message Toll calls. - Toll billing exception, which prevents collect calls and calls billed to a third party, is a customer option. /2/ - Toll Restriction does not restrict local (Band A or B) calls, calls to intramsa Directory Assistance, Telephone Repair Service, Emergency Services such as 9-1-1, or calls to 800 or 950 numbers. - Toll Restriction will not be offered in areas where 9-1-1 is not available. 3. Toll Restriction does not relieve customers of responsibility for calls charged to their telephone number(s). 4. Toll Restriction Service is provided free of charge to all Lifeline customers. /2/ Effective March 19, 2016, Collect, Person-to-Person, Bill to Third Number calls and Busy Line Verification/Interruption services are discontinued. PART 8 - Miscellaneous Services Original Sheet 5 900 SPECIAL ACCESS CODE BLOCKING SERVICE 900 Special Access Code (SAC) Blocking Service provides residence and business customers with the ability to block access from a particular network access line to all telephone numbers for which the SAC 900 must be dialed. The service is classified as a local exchange telecommunications service. 1. The Company's obligation to furnish network facilities for 900 SAC Blocking Service is dependent upon the availability of suitable facilities. Because of central office and other facility limitations, it may not be possible for the Company to provide all of the services that may be requested. 2. 900 SAC Blocking Service is available only for blocking access to a11 900 SAC telephone numbers from a particular network access line, and not for blocking access to a specific 900 SAC telephone number. 3. Blocking of telephone numbers with the 900 SAC is available to Centrex services and Integrated Information Network (IIN) customers according to the regulations and charges contained in Part 5 and in Part 20, Section 5. 900 SAC Blocking Service for residence and business network access line customers is provided upon request without charge. PART 8 - Miscellaneous Services Original Sheet 6 976 PREFIX BLOCKING SERVICE 976 Prefix Blocking Service provides residence and business customers in Area Codes 312 and 708 with the ability to block access from a particular network access line to telephone numbers within their Area Code for which the prefix 976 must be dialed. Access from Company coin telephones, within MSA 1, to the 976 prefix will be blocked, except for calls made on a 0+ basis. The service is classified as a local exchange telecommunications service. 1. The Company's obligation to furnish network facilities for 976 Prefix Blocking Service is dependent upon the availability of suitable facilities. Because of central office and other facility limitations, it may not be possible for the Company to provide all of the services that may be requested. 2. 976 Prefix Blocking Service is available only for blocking access to all telephone numbers with a 976 prefix from a particular network access line, and not for blocking access to a specific 976 prefix telephone number. 3. TRUNK OPTIONAL FEATURES All terms and conditions set forth in paragraph A.1. of this Section, including but not limited to those applicable to P.B.X. trunk(s) and trunk shall also be fully applicable to the P.B.X. Ground Start port. A. Feature Descriptions 1. Call Diverting Call diverting is the restricting of calling on P.B.X. trunks by screening of outgoing calls, preventing preselected types of calls from being completed, then rerouting these calls to a tone or prerecorded message (at the option of the Company). The following rates and charges are in addition to the applicable rates and charges for the P.B.X. trunks and all other guidebook services. All diverting arrangements listed below are provided only where equipment and facilities permit. a. Standard Fixed Calling Area Arrangements (Provided by Central Office Equipment) 1. Following are the standard fixed calling areas beyond which calls are diverted for each of the service areas. - MSAs 1, 2, 3, 6, 7, 9 and 15 a. Business Usage Service Area Bands A, B or C b. Home Numbering Plan Area /1/ - MSAs 4, 5, 10, 12, 13 and 16 a. Flat rate calling area for Local Area Service b. Local area plus Company locally determined additional nearby exchanges completely within the home numbering plan area c. At customer request, however, the Local Numbering Plan Area may be limited to the area code (312 or 708) in which the customer is located.
