GENERAL INSTRUCTIONS This Book of Postal Service Rates includes the rates of services provided by SJSC Latvijas Pasts. Rates of letter correspondence items and parcels are set depending on the type of service, weight of the postal item, term of delivery and destination. Postal item service rates are approved by decision No. 381 of 24.10.2008, decision No. 282 of 16.06.2010 and decision No. 525 of 29.11.2010 of the Council of Public Utilities Commission. Letters weighing over 2 kg and parcels weighing over 10 kg are subject to value-added tax (VAT). The VAT rate for these items depends on the item s destination. Latvijas Pasts, depending on the type of service, accepts the following items for postage: Ordinary postal item an unregistered postal item, for which a receipt is issued and which is delivered to the addressee s, placing the item in the mailbox and not receiving a signature as the acknowledgement of receipt. Registered postal item a registered postal item, for which the sender is issued a receipt confirming that the postal item has been delivered to a place of providing postal services, and which is delivered to the addressee against a signature. Insured postal item a registered postal item, for which the sender is issued a receipt confirming that the postal item has been delivered to a place of providing postal services, and which is delivered to the addressee against a signature; contents of an insured item are insured for a declared value against loss, theft or damage. Postal items can be mailed with different terms of delivery: A high-priority postal items delivered on the next business day to addressees in Latvia, to addressees abroad with the fastest possible means of transport, usually by air mail. There has to be a sticker or notice HIGH-PRIORITY on domestic postal items of A, for international postal items PAR AVION or PRIORITAIRE. B economy-class postal items that are delivered within 3 business days (parcels within 4 business days) to the addressees in Latvia, while to the addressees abroad by air mail if possible, as 2nd class mail. B international parcels are accepted for delivery only to the countries specified in the postal service rates. Other items letters, printed papers, registered printed papers, small packets and parcels are accepted without a number limitation. Payment for Postal Items Postage of domestic and international ordinary and registered postcards, letters and printed papers can be paid for, using postage stamps valid in the Republic of Latvia. Postage of other postal items can be paid for in cash or via a non-cash transaction. If an insured letter is placed in an envelope with a postage stamp, the value of the stamp is not included in the postage fee. Premium rate is applied for partially paid postal items (see Section 3 Additional Postal Services). Indemnification for Lost or Damaged Postal Item or Missing Content If a damaged postal item is received and it has already been delivered, and the damaged or missing contents have been identified upon the delivery, the recipient may submit an application for indemnification. In case of a lost domestic postal item or damaged/missing contents of such an item, Latvijas Pasts provides indemnification subject to the procedure laid down in Cabinet Regulations No. 227 of 09.03.2010. In case of a lost international postal item or damaged/missing contents of such an item, Latvijas Pasts provides indemnification subject to the international treaties signed by the Republic of Latvia. Delivery of Postal Items Delivery of postal items to addressees in Latvia is ensured at least once a day every weekday. According to the sender s selected type of service, the item can be delivered to the addressee s mailbox, at the specified address against a signature, at a post office or at the premises of partners of Latvijas Pasts. If the recipient s mailbox is damaged, it is impossible to place the item in the box or the addressee can not be reached upon delivery, Invitation is placed in the mailbox regarding the option to receive the item at the post office. Upon the receipt of a postal item, individuals must present an identity document. Postal items addressed to persons younger than 15 years of age shall be issued if the recipient presents an identity document or other document (for example, a school photo ID, student card) with a photograph and the personal signature (if provided) of the holder and the issuing authority / expiration date specified. Postal items can also be issued to legal representatives of minor addressees, if they present an identity document and a document certifying their legal relations to the minor addressee (for example, addressee s birth certificate, addressee s record in the parent s passport, copy of the decision on the appointment of the person as the addressee s guardian). Authorized persons must also provide an authorization letter to receive postal items. For economic operators an identity document and an authorization letter issued by the company or a certificate of the right of representation issued by the Enterprise Register of the Republic of Latvia.!!! When receiving postal items from outside the European Union, customs duty payments may be calculated for the postal item. Dimensions of the item: min. 9x14 cm, max. the sum of length and the largest perimeter up to 200 cm, neither dimension may exceed 105 cm*. Maximum insurance amount: EUR 700. 1.6. CASH-ON-DELIVERY ITEMS Insured domestic postal items (insured letters, small packets and parcels) can be mailed as cash-on-delivery (COD) items. COD amount is established by the sender, and it must not exceed the insurance amount of the postal item. The addressee receives the COD item only after paying the COD amount in full. The COD amount collected is transferred to the sender according to the selected type of money transfer to a postal settlement system (PSS) account, to an account in a credit institution or by a postal transfer. Type of service Transfer of the COD amount: - to a PSS account - to an account in a credit institution - by a postal transfer Rate (EUR)* free of charge 1% of the COD amount, min. 1.50 2.50% of the amount, min. 0.50 * This fee is charged in addition to the fee for mailing a postal item of the relevant category. In cases where the addressee of an item can not be reached, is unwilling or unable to pay the COD amount, the shipment is considered to be undeliverable and is returned to the sender without returning the fee. 1.7. PREPAID PARCEL A special prepaid packaging developed by Latvijas Pasts (A4-size paper envelope stuffed with bubble lining), the price of which includes not only the cost of packaging, but also for mailing the item in such packaging to an addressee in Latvia. Prepaid parcels can be purchased at the post offices of Latvijas Pasts and postal centres and may be used for mailing printed documents, non-fragile items and other items weighing up to 7 kg. The service is subject to the value-added tax (21%), which is included in the specified rate. It is also possible to insure international parcels. The maximum insurance amount shall not exceed the maximum insurance amount established in each country. 2.6.1.
