Service Description Megalink is a central office-based service that digitally transmits data between SaskTel s serving wire centre and ISDN-compatible terminal equipment located at the customer s premises. The service is based on the ISDN Primary Rate Interface (PRI) Standard developed by the International Telegraph and Telephone onsultative ommittee (ITT). Megalink consists of: a minimum of 23 data or voice carrying channels that operate at 64 Kbps (called B channels), and one data channel that operates at a rate of 64 Kbps (called a D channel) for controlling the B channels. omponent Access Description Megalink PRI Access is a digital local loop from the customer s premises to the serving wire centre. Megalink PRI Access is available at a DS-1 bit rate in the Regina, Saskatoon, and Prince Albert exchanges ONLY. Each DS-1 will be one of the following types of access: Initial access - provided as DS-l access configured as 23 B channels, plus one D channel. Additional DS-l access - configured as 24 B channels or 23 B channels plus one D channel, depending on whether the customer equipment requires single D channel control or multi D channel control. The maximum number of B channels controlled by a single D channel is 431 or 18 DS-1 channels. The initial and additional DS-l accesses make up a Megalink System Group. Back-up D channels are available. Definition: Megalink System Group is a group of B channels served by the same switch operating together as one large system terminating at the same address and billed to a single telephone number. Service Description ontinued Table ontinued omponent PSTN Termination and ISDN Signaling PSTN onnectivity Service Extension Description Provides the ISDN-compatible connection between the DS-l access facility and the Public Switched Telephone Network (PSTN) as well as the required D channel call processing for each of the maximum 431 B channels in the Megalink System Group. A mandatory component, it is provided per Megalink PRI Access DS-l access. Provides for the central office equipment required to connect each B channel with local exchange or interexchange services. The number of PSTN onnectivity charges is the lesser of either: the total number of B channels within the Megalink System group, or the sum of the size of the Route Traffic Managers (RTM) which handle non-800 numbers and outward PSTN traffic. Extends Megalink service via dedicated DS-1 facilities to a customer s premises in another exchange. If the primary D hannel's circuit is interrupted, the Back-up D hannel will continue operating for all or a portion of the B channels and will maintain the link to the ISDN equipped serving wire centre. Displays the telephone number of incoming calls from outside the customer group. Available only on electronic business sets with display. Displays the name of incoming callers from outside the customer group. ustomers who subscribe to alling Name Identification must also subscribe to alling Line Identification. Available only on electronic business sets with display. Assigns a customer defined call type and service identifier to each call terminating on any set of dialable terminating numbers. Digit manipulation can also be performed on the called number. Two IRL's are provided at no charge. There are two Manager (RTM) types of Route Traffic Managers: Inward - limits the number of calls within the DMS switch by choking certain categories of calls before they reach the Megalink System group. Outward - limits the number of calls to either a PSTN connection or certain toll plans. Overflow / Reroute Redirects calls from an IRL or RTM to another destination as defined by the customer. Overflow redirects calls within the same serving DMS, while Reroute requires a DMS network management scan point to activate network reroute features used to divert traffic. Note: The DMS network management scan point may be provided at cost. Links to other services Applies to each toll service or entrex B channel within a RTM, or in the case of toll free service it applies per number within a RTM. Note: Links to entrex enable some entrex features, as defined by SaskTel, within a entrex customer group to interwork with Megalink. Type A Links provide the software, translations and other switched resources needed to route calls in both directions between a Megalink access and one or more DS-0 channels associated with the dedicated network service to which the channels are connected. The DS-0 channels must be equipped with ommon hannel Signaling #7. Release Line Trunking (RLT) In the course of multiple call transfer and forward activity to destinations separate from the Megalink service, Release Line Trunking (RLT) allows the B-channel used in making the connection to be dropped and made available for future calls. The following services may be connected to Megalink: (a) entrex, (b) ertain toll and toll free services. 2. Multi-point and multi-drop configurations are not available. 3. One DS-0 channel is used for each Back-up D channel subscribed to. 4. ustomers who subscribe to alling Name Identification must also subscribe to alling Line Identification. 5. The service charge for each installation of an initial or additional access system includes two consecutive days (8:00 a.m.-5:00 p.m. Monday to riday, excluding holidays observed by SaskTel) of testing, rearrangements and required translations (assistance time). This condition also applies when the installation of additional access systems is requested subsequent to the installation of the initial access system. Thereafter, a rate of $89.00 per person per hour (minimum ½ hour), billed in ¼ hour increments will apply. Note 1: A translations charge will apply for changes such as adding Route Traffic Manager, IRL or Overflow/Reroute functions, activating alling Line or Name Identification, or changing the number of PSTN connectivities. It will also apply when adding links to other services. Note 2: The translations charge does not apply to translations performed during initial or additional access system installation. 6. SaskTel will determine the exchanges (i.e., rate centre and/or wire centre, as appropriate) where it will provide service. 7. Service is provided at SaskTel s discretion within such exchanges depending on the availability of suitable facilities and equipment. 8. When it is necessary for SaskTel to install special equipment or to incur an unusual expense to establish service, the ustomer shall pay an additional charge based on the equipment installed and the unusual expense incurred. The customer is solely responsible for the installation, operation and maintenance of customer provided terminal equipment. 10. or the provision of Megalink PRI Access - DS-1, wire centres in SaskTel territory are categorized according to bands depicting serving area. The exchanges of Regina and Saskatoon shall be classified as Band 2 serving areas. All other locations in Saskatchewan, where the service is available, shall be classified as Band 3 serving areas. 11. ustomer terminal equipment attached to SaskTel s network must be certified or connected through a certified network protection device in accordance with SaskTel s Terminal Attachment Standards. 12. If the customer is located outside the base rate boundary or island base rate boundary of an exchange area, an extra construction charge will apply in addition to the service charges listed in this item. Refer to the item on Extended Data Access harge. 13. The calculation of Megalink PRI Access - DS-1 access quantity discounts is subject to the following conditions. All Megalink PRI Access - DS-1 accesses must: (a) be billed on the same account (Billing Telephone Number (BTN)), (b) be part of the same Minimum ontract Period (MP) commitment (i.e., same agreement and same term, and (c) terminate at the same customer premises. 14. If the customer terminates a contract or a portion of a contract for Megalink PRI Access - DS-1 Service prior to the expiry date of the contract term, termination charges equal to one half of the remaining charges for such Megalink PRI Access - DS-1 Service for the unexpired part of the contract will be payable in a single payment at the termination of the contract. iling Date: 2016 07 06 Effective Date: 2016 09 09 Approved in Telecom Order RT 2016-368, 2016 09 09

Termination charges for Megalink PRI Access - DS-1 service will be reduced or waived if the customer re-contracts for another access service within SaskTel s operating territory. (a) If the committed revenues under the new contract(s) are equal to or greater than those remaining under the original contract(s), the termination charges for the original contract(s) will be waived. (b) If the committed revenues under the new contract(s) are less than those remaining under the original contract(s), the termination charges for the original contract(s) will be reduced by half the committed revenues under the new contract(s). 3. Rates The ustomer shall pay to SaskTel the following rates and charges for Megalink Service. Such rates and charges are in addition to any other rates and charges that may be applicable.
