Now that the audit report has been released and our work papers are publicly available, I wanted to share the electronic document you requested back in September for on time performance. Please don t hesitate to contact me if you have any questions about the contents. Our thanks to you and the PSI team for your responsiveness throughout the audit. Take good care, From: Choephel, Tenzin Sent: Wednesday, November 26, 2014 12:49 PM To: Levine, Kathryn Cc: Jones, Greg; Leon, Christine; Kahn, Drummond Subject: FW: [Approved Sender] RE: [Approved Sender] RE: [Approved Sender] RE: [Approved Sender] RE: Portland Streetcar Audit: Follow up Kathryn, If you may recall, Dan asked us for a copy of the on time performance analysis we performed for the audit (i.e. Figure 6 in the final IAC). I talked to Drummond at the time of Dan s request and we don t share audit work papers with non auditees prior to the published report s release. However, I thought I d share it with you and PBOT colleagues in case this helps with your on time performance analysis for the North South line prior to the Central Loop opening. This attached document has gone through our internal quality control. I ll email Dan with the document after the published report is released in December. 1

Please let me know if you have any questions about the document. Obviously it s up to you how you choose to present the data but in my opinion running the graph at a scale starting with 60% rather than 0% over emphasizes the difference between reported performance and actual. It s far enough apart that it doesn t need to be further distorted by scale. Also, since PSI pro actively changed the performance measure prior to the audit beginning I think it s fair to show PSI s reported figures from May, June, July and August as such (or through June if that is your time period). We reported both for several months so the board could discuss and understand the differences. Alternatively, I would hope the narrative explicitly point that PSI that took the lead in developing the new, more accurate performance measure and recommended to you that it be the one used. I looked at the last two fiscal years of NextBus data using the report parameters currently used by PSI. I created some graphs for my meeting with Christine and Kathryn today. To: Choephel, Tenzin Cc: Levine, Kathryn; Leon, Christine; Jones, Greg Subject: [Approved Sender] RE: [Approved Sender] RE: [Approved Sender] RE: Portland Streetcar Audit: Follow up I ran it with those parameters beginning in July 14 and have not back cast anything beyond that so I have two months. Sent: Thursday, September 4, 2014 4:08 PM To: Cc: Levine, Kathryn; Leon, Christine; Jones, Greg Subject: RE: [Approved Sender] RE: [Approved Sender] RE: Portland Streetcar Audit: Follow up Dan, can you please give us data (FY13 and FY14 for both lines) using the same parameters (1.5 min before/5.5 min after) you use for the PSI Board packet? If you haven t already run this data then please give me what you have. Kevin gave me access to NextBus and I can pull any missing months myself rather than create work for PSI/PBOT. Thanks for your patience! From: [mailto:dan.bower@portlandstreetcar.org] Sent: Thursday, August 28, 2014 10:30 AM To: Choephel, Tenzin Cc: Levine, Kathryn; Leon, Christine; Jones, Greg Subject: [Approved Sender] RE: [Approved Sender] RE: Portland Streetcar Audit: Follow up Well we can definitely get it; I would just flag that having monkeyed around with the data a bit we re realizing that with the 90 second GPS delay on communications the data can swing wildly in or out of our favor depending on how you set the parameters. For example, if I run a report that says everything within 5 minutes late it will give me a decent number of trains arriving between 3.5 and 6.5 minutes late depending on when the GPS communicated with NextBus. I have no way of telling how many within the sample were say, 6.5 minutes late, or 5. I can tell you that if I run the report at like 5.5 minutes the on time performance improves dramatically. Let me know the parameters you want us to run and we can provide the data. For our board packet, I m running it at 1.5 min early and 5.5 min late to capture some of that slop. Cc: Levine, Kathryn; Leon, Christine; Jones, Greg Subject: FW: [Approved Sender] RE: Portland Streetcar Audit: Follow up Dan, I m looking at possible figures to include in the audit report. I d like to show FY14 on time performance data using NextBus (attached in email thread below) and compare it to the Diary (using PSI Benchmarks report). However, is it possible to get the NextBus information using the same parameters that have been used historically for the Diary (i.e. on time as no minutes early and within five minutes). I believe the information you and Aaron have provided me are using different parameters ( on time as up to 1 minute early and within five minutes) which are up to PSI and PBOT going forward, but I d like to use the historical parameters as reported in PBOT Budget. If it will be too difficult then I ll go ahead and use what I have. Thanks! I have not seen it reported on a monthly basis. What report are you pulling the data from? For reliability; following a discussion at the July PSI meeting I will begin using NextBus reports instead of the data that Carol is creating to report reliability. A sample of that is here in chart form; I can provide any number of runs at the data depending on what you re after. We are also creating a map that shows on time performance by time point for the system though I need to work on the formatting for that. I guess let me know what you re after and we can create the report. The benchmark we are using for on time is up to 1 minute early and no more than 5 minutes late. I d be happy to discuss how we re using the data when we meet. Portland Streetcar Inc Sent: Tuesday, July 22, 2014 1:08 PM To: Levine, Kathryn; (Dan.Bower@PortlandStreetcar.org) Cc: Leon, Christine; Jones, Greg; Cooper, Carol Subject: RE: Portland Streetcar Audit: Follow up Hi Dan and Kathryn, 4

I spoke with Carol today about the ridership information. While we were on the phone, I asked her about the measures that Kathryn noted were or may be from PSI (see #1, #3 and #6 below) since Carol seems to be the lead on most of the PSI items. Carol confirmed she generates the on time performance (% within five minutes) in the PSI benchmark report (see attached), if that is what the City uses for #1. She was not familiar with the PBOT Asset report that includes information on #3: Kathryn, could you please research where this PBOT information comes from? Carol said Rick developed the cost per vehicle operating hour (#6): Dan, could you please research how this is developed? Thanks, From: Choephel, Tenzin Sent: Monday, July 21, 2014 10:52 AM To: Levine, Kathryn Cc: (Dan.Bower@PortlandStreetcar.org); DeLuisa, Lenore; Cooper, Gary; Cowell, Aaron; Leon, Christine; Jones, Greg Subject: RE: Portland Streetcar Audit: Follow up Thanks for this information, Kathryn. I ll use these contacts for our work going forward. Regarding #3 below, the measure is referenced in the PBOT Asset Status and Condition report (https://www.portlandoregon.gov/transportation/article/477955, p. 61) as % of time streetcar system is operational during scheduled hours with a target and baseline of 98%. Below is a list for the six items that you requested. Please let me know if you need any additional information. Thank you, 1. On time performance: Does PBOT report the information provided by PSI?[Levine, Kathryn] Yes, we use PSI data. 2. Frequency of service: I have information from TriMet scheduling. Is that the correct source?[levine, Kathryn] While I believe that TriMet has been creating our schedules, the point of contact should be Aaron Cowell, City Operations Supervisor. 3. Operational during scheduled hours: Gary Cooper?[Levine, Kathryn] Is this question specifically, how many cars are operational during scheduled hours? This data is provided through the PSI monthly report to the Board. There is also Nextbus info available to the Agency (not the public page). 5

4. Train failure MDBF, and service related failures: Gary Cooper?[Levine, Kathryn] The Contract Specifications with United Streetcar/Oregon Iron Works require Development of a Reliability Demonstration Plan (Section 2.10.2 of Tech Specs) for the five production vehicles. Brandon Johnson of United Streetcar (OIW subsidiary) is the Project Manager and he is responsible for development of the plan and its implementation. He can be reached at 503 653 6300 Reliability information for these vehicles is also tracked by Aaron Cowell at Portland Streetcar. 5. Operating spare ratio: Gary Cooper?[Levine, Kathryn] Yes. 6. Cost per vehicle operating hour competitive with TriMet:???[Levine, Kathryn] This has been calculated by PSI in the past.
