Training of Assessors (TOA) Process Note SCOPE: Training of Assessors- RASCI Certified Assessors/ Experienced Assessors/ Fresh Assessors Objectives: To ensure that each assessor is certified on National Skill Qualification Framework (NSQF)-aligned Qualifications Pack/National Occupations Standards (QP/NOS) prior to assessing batches across skilling verticals. To ensure quality assessment aligned with the QP/NOS. To ensure that the assessor carry out timely assessment To create a cadre of competent NSQF-certified assessors in the Retail Industry TOA Overview: Defined entry level requirements Assessors shall be permitted to undergo the TOA programme on establishing their eligibility. Eligibility criteria for assessors based on a combination of educational qualification and relevant industry experience has been defined on job role basis by RASCI. Training of assessors have been classified into two training models based on defined prescreening criteria: An existing assessor (Recognition of Prior Learning [RPL] Mode) An existing trainer/assessor is the one who meets the requisite education qualification, relevant industry experience, and possess a minimum of 1 year of training/assessment experience. A new assessor (Normal Mode) A new assessor is the one who meets the pre-requisite criteria defined by RASCI. A new assessor would have to undergo Normal mode of TOA i.e. a 6-day long programme, wherein applicant would be oriented and certified on domain skills as well as assessment skills. Standardized structure of TOA models and recommended fee for training and assessment Availability of pre-read materials Assessor qualification has been linked to the NSQF, getting a recognized certificate would lead to better trainer s professional recognition, higher esteem, and demonstration of competence to employers. Certification of TOA is a two-layered process Layer 1 is Domain certification and layer 2 is on Assessment skills. Table III: Training of Assessors Synopsis Model 1: ToA FOR AN EXISTING ASSESSOR Model 2: ToA FOR A NEW ASSESSOR FEE TRAINING OF ASSESSORS (Exclusive of applicable taxes) An Existing Assessor must possess assessment experience of minimum 5 batches or at least 100 students along with other eligibility criteria set by respective SSC. ToA model for an existing assessor covers assessment and certification on: 1. Domain skill 2. Assessment skill This model does not cover orientation on domain and assessment skills. Fee applicable for ToA for an existing Assessor is provided in Annexure 10 A new assessor is the one who is a new assessor or has less than 5 batches/ 100 students assessment experience. The new assessor must also meet eligibility criteria set by the respective SSC. ToA model for a new assessor covers orientation and assessment on: 1. Domain skill 2. Annexure I TOA RPL Mode Process Flow Profile Approval by RASCI RASCI approves eligible profiles for TOA RPL mode Fee Payment to RASCI Account After receiving approval from RASCI, AP makes the required payment (INR 1800 per Trainer for domain and platform skills assessment) Payment confirmation by RASCI and Enrolment of Assessors for TOA RASCI approves the payment, provides pre-read materials (Annexure III), and schedules for domain skills assessment. Domain Skills Assessment Result Declaration Domain assessment results will be shared with the AP/Assessor by RASCI within 3 working days from the date of assessment Assessment Skills Evaluation For assessors who score 70% and above in the domain assessment, assessment skills evaluation will be conducted on Assessor QP (MEP/Q0104) within 7 days from the domain skills assessment result declaration date Final Result Declaration (Domain & Assessment Skills) Final results will be declared by RASCI within 7 days of assessment skills evaluation Certificate Generation RASCI will issue interim letters to qualified candidates within 7 days of result declaration Score < 70% FAIL Score between 70-79% Provisional pass Provisional letter with six-month validity will be issued by RASCI within 7 days of final result declaration Score = or >80% Certified Assessor Interim letter with 1- Year validity will be issued by RASCI within 7 days of result declaration Notes: Assessments are done in digital mode with comprehensively auditable trails Certificates will be issued once the TOA process is integrated into SDMS. 5

TOA Normal Mode (5 days) Process Flow Profile Approval by RASCI RASCI approves eligible profiles for TOA Normal mode (batch size should be = or > 10 trainers) Fee Payment to RASCI Account After receiving approval from RASCI, VTP makes the required payment Sharing of TOA Calendar and Enrolment of Candidates RASCI conducts TOA at TOA centre. The training and assessment are conducted as per the above structure (Table V).
