ITU-T CREATION o During the last WTSA in Johannesburg (21-30 October 2008) Election as Vice-chair of SG5 for the study period of 2008 2012 o SG5 meeting (24 28 November 2008) Submission of a contribution from COTE D IVOIRE as a TD 47 proposal for the creation of a regional group. o SG5 meeting (25 29 may 2009) This proposal was adopted by African delegates during the SG5 meeting and approved by SG 5 in plenary Chairman: Guy Michel KOUAKOU (COTE D IVOIRE) Former Vice chair: Peter ULUNGA (TANZANIA) New Vice Chair: Caroline MURIANKI (KENYA) 3

OBJECTIVES ITU-T o Encourage national authorities, operators and consumers from developing countries to work together and better contribute to ITU-T activities on the achievement of EMC in telecommunication installations as well as on EMF and human health o Enhance the collaboration on all activities related to Climate change in conformity with SG5 extended mandate 4

ITU-T TERMS OF REFERENCE (1/2) o To encourage active participation of African administrations, regulators and operators to the work of SG5 and to report to them SG5 outcomes and deliverables o To boost discussions on EMC and EMF effects on health challenges facing administrations, operators and regulators in the continent o To encourage participation of African countries to workshops and other ITU-T Study Group 5 events o To reflect the relevant priorities of the continent as per SG5 mandate o To encourage African countries to contribute to the development of new/revised ITU-T Recommendations on EMF effects and report on their respective Climate change activities 5

ITU-T TERMS OF REFERENCE (2/2) o To disseminate relevant information provided by ITU- T on EMF standards, compliance and measurement methods applicable to telecommunication networks, to the safety of telecommunication personnel and users against current and voltages, and telecommunication personnel and the general public from electromagnetic fields generated by telecommunication installation o To provide a better follow up from and to the focal points identified on Climate change activities launched by ITU o To collaborate with African Telecommunication Union (ATU) o Act as a liaison body between administrations, operators, regulators and ITU-T in matters relating to Environment and Climate Change. 6

ACTION PLAN ITU-T o Firstable, focus on EMF issue to attract experts from African countries Tutorial or workshop on relevant SG5 recommendations (K.52, K.61, K.70) and Standards Contribution to Q3/5 of SG5 o And then, extend our work to other relevant topics of SG5 EMC Protection of telecom equipment from lightning and interference Climate change 7
