The State of Nevada, Legislative Counsel Bureau (LCB) is requesting proposals for the professional design and development of new web pages for the current Legislative Counsel Bureau (LCB) website http://www.leg.state.nv.us/. Purpose The LCB currently has Legislator Information pages that are somewhat outdated in appearance, structure and in the presentation of content. An opportunity exists to update the pages and incorporate the latest web technology. Upon completion of the development, the LCB will assume full responsibility for web site content maintenance and administration. All content, coding and graphics will become the sole property of the LCB of the State of Nevada. Description Create a flexible, informative web site that presents Legislator information to the public. In addition to designing a user-friendly site with an intuitive interface, the awardee must also develop a web-based, SQL database-driven administration tool that allows key management personnel to easily update content without directly accessing source code. The LCB will maintain ultimate editorial control of content. Administration of web content will be based on roles to control access and work flow (e.g. author, reviewer/editor, and publisher). To be effective, the pages must be: Easy and intuitive Visually pleasing Standardized formatting, similar to the existing theme throughout the Nevada Legislative website Informative Safe and secure Quick to load and operate The deadline for completion of web development and testing is November 1, 2012. A tentative schedule of the project must be included in the proposal. This would include a statement of work, estimated hours required to complete the project, the delivery date and a basic wireframe design of the project. Milestones to be included in the estimate with dates are as follows: Initial Design and Structure Initial Design and Structure Revisions Project timeline and dates for development of the home page, content pages, content administration, reporting, quality assurance and completion. Within one week of being awarded the contract, the contractor will provide a detailed wireframe design for review and approval by LCB. The contractor will have direct access to LCB Information Technology Services (ITS) staff for questions and input. The contractor will provide weekly status reports to LCB ITS for the duration of the project. 2
Objective Our primary Internet objective is to provide an easy way for the public to view Legislators information on the web site. This includes consolidating information that is already available on the site as well as additional content. Current locations where legislator information exists on the web site: http://www.leg.state.nv.us/senate/current/senators/slist.cfm http://www.leg.state.nv.us/assembly/current/assembly/alist.cfm An example site is the Florida Senate member site http://www.flsenate.gov/senators/ once a senator is chosen the content for the legislators is available under each tab; Media, Committees Assignments, Bills Introduced, Personal & Career, District Number. Preferred Technologies HTML5, CSS3, ASP.NET MVC4, jquery, Entity Framework, Web Service Website Application Details Develop the application using some, if not all, of the preferred technologies, listed above. Optional: Use of responsive design techniques to accommodate both desktop and mobile devices. The application will allow non-technical staff to easily upload, update and present Legislator information; including media items (press releases, YouTube videos, photos and documents), legislative session information (legislative committee membership and sponsored bills), district information (maps and statistics) and any other relevant data. Pages that do not contain content should not be displayed. The application will display Legislator party and contact information, including Facebook, Twitter, personal website and other social media links. With an option to easily disable social media links when necessary. There must be an archiving option in order to maintain static content regarding legislative information for past sessions and also maintain a current listing of legislators that can be continually updated. The archiving option will disable links from the content being archived. All legislative session and contact information is provided through an existing SQL database; no administration tool is needed to update this data. Legislative district maps and statistics will be provided by LCB. Award of Contract The selection of a contractor by the LCB will be based on the proposal that best demonstrates the qualifications, experience, and conformance to the specifications contained in this request for proposal. The successful candidate will be required to enter into a contract agreement with the LCB. The notice of award will be on or about August 1, 2012. 3
The LCB reserves the right to reject any and all proposals received as a result of this request for proposal; if it is determined that such action is in the best interest of the State of Nevada. The LCB is not obligated to select the lowest price, but will award the contract based on the technical expertise and experience of the candidate and the ability to complete the project by the designated deadline, as well as cost. REQUIREMENTS & CHECKLIST FOR SUBMISSION All proposals must be received on or before 3:00 p.m. (Pacific Time) on July 23, 2012. The proposal must include a description of your understanding of the project and your approach to completing the services and providing the deliverables within the deadline of November 1, 2012. The following information must be designated in your proposal: Designation of the person who will be responsible for managing this project as well as other key personnel and descriptions of their relevant qualifications and experience; A detailed description of your organization s qualifications and experience in web development; At least three references for other web projects completed in the last three years. The URL should be submitted. Only sites that are live will qualify during evaluation; Projected timeline for completion of the project. The time frame for completion of the project will be evaluated. Time frames will be part of the contractual agreement, therefore, a realistic time frame for completion is requested.
