Virginia: DT / MT / MLK project objectives Increase capacity, reduce congestion and provide safe and efficient operations for the users of the facilities; Develop a multi-modal transportation facility that may be integrated into the operations of a regional transportation network and that serves as an emergency evacuation route; and Develop a project that is coordinated with adjacent land uses and supports the anticipated growth in personal and commercial traffic Provide better access to and from the ports in Hampton Roads Provide critical system linkage directly to the I-264 Reduce and mitigate impacts to the environment and surrounding communities while supporting the safe movement of commercial traffic 1

Allows Commonwealth to leverage limited public dollars to deliver complex project in timely manner Private partner making a substantial investment in the project making it a reality Private partner bringing innovative construction and operation methods / technologies to ensure sustainable / efficient operations for life of partnership Private partner assumes risk of delivering the project on a performancebased, fixed-price, fixed date contract, protecting users and taxpayers from cost overruns and delays. Commonwealth will always retain ownership of assets and oversight of Concessionaire 7
