ICT Application IT application in state agencies: - 62/63 provinces, 28/30 Ministries and branches have Website/Eportal. - 100% state agencies have IT unit and private network - 79% officials of Ministries, Ministerial-level and 62% of local officials use email. - Over 95% of state agencies use management assistant software. IT application in business and society: 12,2% household have internet 90% Enterprises have internet; 67,7% enterprise have Local area network 67,8% enterprise use accounting and other financial softwares.

ICT Infrastructure Telecommunication Infrastructure -With the successful launch of Vinasat on 19/04/2008, Telecommunication infrastructure has meet the requirements of industrialization and modernization of Vietnam and ensure national security -NGN is developed throughout the country. In 6/2010: the national bandwidth reached 992 Gbps, international bandwidth reached 717 Gbps. -3G network convering 63 provinces. There are more than 97 000 BTS, 46,500 Node B, and 5 companies have license for testing and deploying LTE network services. -Fixed network, mobile and optical fiber network has reached all provinces. In 2010, number of fixed subscriber is 14.4 million, the number of mobile subscriber reach 111.5 million. Fixed telephone subscriber Mobile subscriber

ICT Infrastructure IT infrastructure - In 2010: average phone per population: 1,45-30.9% population use internet; 4.2% have broadband. - Number of fixed landline subsriber increase 2 times, mobile subsriber increase 12 times, internet subscriber increase 12 times compare to 2005. - 15% household have PC - 18 millions houshold (90% population) have TV. Number of households with PC per 100 households

STRATEGIC, PROJECTS, POLICIES IN ICT General strategic on ICT: Directive No. 58-CT/TW dated 17/10/2000 of Political bureau on Promoting application and development of information technology for industrialization and modernization The Vietnam post and telecommunications development strategy until 2010 and orientations towards 2020 (Prime Minister s Decision No. 158/2001/QD-TTg on Oct 18, 2001). The Strategy on Vietnam information and communication technology development to 2010 and orientations towards 2020 (Prime Minister s Decision No. 246/2005/QD-TTg on Oct 6, 2005) Prime Minister;s Decision No. 1755/QD-TTg on Sep 22, 2010 approving The national strategy Transforming Vietnam into and advanced ICT country in 2020.

STRATEGIC, PROJECTS, POLICIES IN ICT IT application: - Plan on information technology application in state agencies operation in the year of 2008 (Prime Minister s Decision No. 43/2008/QD-TTg on Mar 24, 2008). - Plan on information technology application in state agencies operations during 2009 and 2010 (Prime Minister s Decision No. 48/2009/QD-TTg on Mar 31, 2009). - Decision No. 1605/QD-TTg dated 26/8/2010 on the national programme regarding IT applications among State Agencies for the period 2011-2015. - Vietnam ICT Development Project, Implementing Agency: MIC, Implementation duration: 2006 2010. - Customs Modernization Project, Implementing Agency: General Directorate of Customs Minitry of Finance, Implementation duration: 2005 2011. - Tax Administration Modernization Project, Implementing Agency: General Department of Taxation Ministry of Finance, Implementation duration: 2008 2013. - Treasury and Budget Management Information System (TABMIS) Project Implementing Agency: Ministry of Finance, Implementation duration: 2003 2008. - Development of the Internet for rural communities Projects, Implementing Agency: MIC, Implementation duration: 2008 2013.

Advantage of Vietnam ICT Strong support from Goverment Government investment focus on ICT as a key economic sector as well as infrastructure for other industries. IT Application in the Health sector At the Ministry of Health: integrated datacenter and 100% of the units connected to the LAN and high speed internet, 100% of civil servants are equipped and proficient computer use at work. IT application: most of the health facilities were put to use parts of applications such as: personnel management, materials - financial, dispatch management, hospital management, facilities medical management, trainning management

IT Application in the Health sector Ministry of Health has used some of international standards as a basis for building software applications such as: international code disease classification ICD 10 of the World Health Organization. ATC code drugs, IT standards for healthcare such as HL7, DICOM,... The Health Ministry also assigned formulated a national scale project on electronic clinical records and medical management, is now awaiting approval of the Ministry of Planning and Investment announced capital. Some of proiect as: medical consulting services, telemedicine in the program in 1605 by the Prime Minister was approved

IT Application in the Health sector In some hospitals has remote medical systems such as the Central Hospital, Vietnam-Germany Hospital, Bach Mai Hospital for medical consultation between hospitals help reduce the load.

IT Application in the Health sector Target to 2015: - Develop standardized electronic exchange of health information, standard operating procedures that health IT applications and IT standards for medical use. - Develop the legislation and the guidance of medical activities in the network environment. - To build the database for training and human resources management health. - Develop database management population and population change. - Develop database on traditional medicine.

IT Application in the Health sector - Construction of medical consulting services, remote medical treatment. - Developing electronic patient management system and medical care. - Building management system drugs and cosmetics. - Building information management system for food. - Develop information systems connected health sector library. - Develop IT architecture overall health.

IT Application in the Health sector The inadequacies to development of ehealth in Vietnam - Data standards, health information technology has not been fully applied - Havent got the database in health sector. - Lack of legal documents on the application and IT development for health sector - Missing or incomplete information standards, operating procedures; the IT service standards for the IT applications in health sector.
