National Business Crime Partnership Association A New National Association for Business Crime Reduction Partnerships (BCRPs) It is crucial to have a national representative body to support BCRP s, one with a national voice which was the role previously fulfilled by the National Association of Business Crime Partnerships. With over 300 partnerships striving to reduce business crime across the UK, the National Business Crime Solution (NBCS) which represents 350,000 individual retail stores across the UK is totally committed to ensuring this will continue by creating a new national body. The NBCS will create a new national body BCRP, with its own separate identity, offering a unique solution for BCRPs, Business Improvement Districts, Pub and Shop Watch schemes. For the first time, a genuine members association, governed and run by and for members will be created that will complete the circle for local, regional and national policing and intelligence. This in turn will give BCRPs a clear voice linking straight into national policing and government. Purpose of the National Business Crime Partnership Association (NPCPA): To support BCRP creation and operation in order to gain the support of the full business community; to increase membership locally and set up a truly local, regional, national infrastructure to combat business crime, while giving the support necessary to tackle the challenges they face. The National Business Crime Partnership Association will be a new association operated by the NBCS for BCRPs but with open book accounting, dedicated staff and its own board of management and will offer: Advice & guidance Direct support help line Regional networking and best practice sharing A national voice Accreditation to national standards Lobbying to business, police and government Thought leadership and development of new practices For the first time a truly, local, regional, national structure will be created. The structure used is the same used by the Cross Sector Safety and Security Communication team and also the current Counter Terrorism Units across the UK. Not only that, it will deliver a raised profile with businesses and government, ensuring that the achievements and value the partnerships deliver is fully recognised.

How Will this Work? Governance: A Board of Management will be established, with representation from BCRPs on a regional basis, along with businesses and other key stakeholders. In addition, members of the NBCPA will elect someone to represent them on the main NBCS Board of Directors. a truly fantastic opportunity for the country to be finally joined up allowing effective data sharing to support the authorities in the relentless battle against crime and assist member businesses to protect their ever fragile bottom lines. - Tim Edwards, Chair of NBCS & Board Director of NABCP A regional structure will facilitate networking, sharing of best practice, problem solving and an accreditation model for the new standards. A full administration service will be provided by the NBCS, including accounting, membership invoicing and all regulatory requirements. It will also create a NBCPA partnership section on its website to support communications and the sharing of best practise. The new association will develop its own strategy in full consultation with members. Accreditation to National Standards: We will work alongside the National Business Crime Centre and with Secure by Design to ensure there is a robust assessment structure which supports the new standards for BCRPs. This means that we will: 1. Train existing BCRP managers with the relevant knowledge to undertake assessments 2. Coordinate assessors able to undertake accreditation, on a regional basis 3. Establish an independent accreditation panel to oversee accreditation, working with Secure by Design 4. Work with an independent standards board to review standards at least annually Anyone can apply to be trained as an assessor provided they have appropriate experience and go on to the Secure by Design assessors list and be on a regional basis.

Assessors: We will recruit and train a cohort of assessors for accreditation. We will be looking for people who fully understand what a good scheme looks like and what legal requirements need to be achieved and why. Assessors will be kept up to date and an annual refresher will offer an opportunity to review the current standards and make recommendations for change. The Big Picture : The NBCPA, representing all BCRPs, will take its place influencing national policy by its representation on the NBCS Board, which in turn is represented on the National Retail Crime Steering Group, and has representation at ministerial level. In other words, BCRPs will have a route to the top table. In this way BCRPs can work with retailers and other key stakeholders to influence government policy and feedback intelligence on tactical issues. Value for Money: No other solution can offer all these benefits at such a low rate. This is because the synergy that exists between the existing NBCS operation and the needs of BCRPs is such that both can achieve economies of scale, saving time and money in order to keep subscription levels down. The net income from NBCPA is ring fenced for national association uses. How much will this cost? The cost of annual membership will be set at 395 pa. This includes standards accreditation. The NBCS will encourage all its business members to join and support accredited BCRPs in the knowledge that they are properly governed and managed. Access to the NBCS crime reporting App It makes sense from an operational perspective as well. The NBCS can: Provide a dedicated partnership service Achieve economies of scale, giving best value Absorb all the costs of the admin functions, such as invoicing Complete the circle with local, regional and national policing

A Commitment from the NBCS The NBCS has been Home Office funded for the last year. This generated a new board of governance of representative members, policing representatives and the Office of the Police and Crime Commissioner. This governance board supported the separation from the Cardinal Group resulting in the NBCS being a standalone body led by a new executive. Supporting a new association meets with the goals of the organisation and its members. We will guarantee to support the new association during a transition period until at least April 2018, to offer a continuity of service. The plan is to have dedicated staff to support the association from April onward. I am passionate about partnership and preventing crime through the better use of intelligence sharing and technology,. As such, I want to cement the position of NBCS as a critical friend of business, the police service and all business crime reduction partnerships, by furthering the use of the national business model for all those affected by crime. The Regions will be represented here and on the Partnerships Council. This independent body will have a specific remit to maintain and update the Standards and will include representation from the following bodies, invited to attend: Association of Convenience Stores British Retail Consortium National Business Crime Centre National Business Crime Solution Secure by Design Retail representatives BCRPs (Regional chair elected by their fellows)

FAQs Why NBCS? The NBCS is truly representative of business, covering over 350,000 business premises in the UK and is governed by members on behalf of members. The NBCS is a critical friend of policing and has proven expertise in supporting criminal resolution. We have a national understanding with policing enabling information sharing between business crime stakeholders. This position means we have an extensive network of contacts and are at the heart of political debate driving change. This will benefit BCRPs as they can utilise our network to secure support and be involved in shaping policy as it continues to evolve. We have had a seat on the National Retail Crime Steering Group for many years and an extensive network of friends in lobbying positions. Our network includes organisations such as the British Retail Consortium, the Association of Convenience Stores, the security industry, crime agencies, national business crime police single points of contact and of course our members! We provide a national holistic overview and are an industry game changer. The NBCS has: Supported the recent creation of the national violence reduction strategy and are supporting its work streams Driven trials in the better risk based uses of security recourse, supporting communities as well as businesses Helped shape better ways of working with policing driving benefits to all whilst lowering the impacts of crime management, for example Operation Retail. What is the benefit to NBCS? There is no financial benefit to the NBCS, the major benefit is being able to close the intelligence loop by facilitating better information exchange between crime partnerships identifying offenders, thus supporting diversionary tactics with partnerships. The NBCS recognise that local partnerships are the keystone of information collection working with the NBCS will therefore enable the correct coordination of appropriate action by the relevant agency at the correct level. This ultimately supports all stakeholders through the stream lining of reporting processes which benefits all. How will finances be managed? The NBCS will arrange for a standalone bank account to be created. We use other reporting systems, is this an issue? The NBCS will collate data from any stakeholder with the intelligence benefit as outlined above.

FAQs Does the NBCS support and see the importance of the night time economy? The NBCS fully understand the importance of the night time economy, the essential partnership workings, security company links and community briefings all working to safeguard revellers, premises and the vulnerable. We would like to mirror such activity into the day time economy and have supported such trials in Sussex, enabling intelligence led activity influencing daytime protect methodologies and the night-time business community. Are the NBCS looking to replace crime partnerships with just one NBCS membership? This is not the NBCS strategy, we are about supporting partnerships by improving their longevity to make them more financially viable by supporting membership growth and providing a much needed upward and outward voice.
