The standard has been developed by MPEG, the Moving Pictures Experts Group of ISO, which also already introduced MPEG-1 and MPEG-2: MPEG-1 for storage of audiovisual information on CD-ROM at low bit-rates MPEG-2 as generic coding of digital TV and HDTV signals at higher bit-rates.
