Speed Limit and Safety Nexus Studies for Automated Enforcement Locations in the District of Columbia DC 295.4 Miles South of Pennsylvania Avenue SE Study Area and Location District PSA Ward ANC Phase Description 7 65 7 7A Proposed DC 295.4 Miles South of Pennsylvania Avenue Southeast, Southwest-bound Anacostia Park Anacostia Park Site 268 KEY: Existing Camera Proposed Camera Bus Stop Metro Station Hiker/Biker Trail School Other Pedestrian Generator This proposed speed camera is located in Ward 7 on DC 295 Southeast.4 miles south of Pennsylvania Avenue Southeast in the southwest-bound direction. DC 295 runs between the Baltimore-Washington Parkway to the north and I-295 to the south. The posted speed limit is 5 MPH. W7-472 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

DC 295.4 Miles South of Pennsylvania Avenue SE Field Assessment Summary DC 295 is assumed to run in the northeast-southwest direction, and is classified as a freeway. DC 295 has three travel lanes southwest-bound and four travel lanes northeast-bound. This site has the following characteristics: The Anacostia Park is located to the north of the site and has bike trails that generate pedestrian activity off of the freeway. There is a median with concrete barriers dividing the northeast-bound and southwest-bound traffic. The pavement is in good condition and the concrete barriers have inlets for drainage. There is a 15-feet deceleration lane leading to the 11 th Street Bridge on this segment. Looking Northeast-bound W7-473 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

DC 295.4 Miles South of Pennsylvania Avenue SE Looking Southwest-bound Speed Data Analysis SW Posted Speed Limit (MPH) 5 Mean Speed (MPH) 41 85th Percentile Speed (MPH) 61 1 MPH Pace Speed 52-61 ADT 28,675 The mean speed is lower than the posted speed limit, and the 85th percentile speed is higher than the posted speed limit at this location. Crash Data Analysis From the Accident Summary Report provided for the dates between January 1, 21 and December 31, 212 there were a total of 21 crashes at this location. A breakdown of number of crashes by collision type can be found in the chart on the next page. The most common types of crashes at this location were Rear End (12 crashes). Furthermore, this site experienced six injury-related crashes. W7-474 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

DC 295.4 Miles South of Pennsylvania Avenue SE Severity Weather Surface condition Light Condition Total 21 Fatal Clear 2 95.2% Dry 18 85.7% Day 14 66.7% Injury 6 28.6% Rain 1 Wet 1 Night 3 14.3% Truck 3 14.3% Snow Snow/Ice Taxi 2 14 Number of Crashes by Collision Type 12 Rear End 1 Number of Crashes 8 6 4 Side Swipe 2 Fixed Object Collision Type Non-Collision Safety Nexus This site presents the following safety considerations which may establish a safety nexus between the speed camera and safety. 1. Speed Data The 85 th percentile speed is much higher than the posted speed limit at this location. 2. Crash Data This site experienced six injury-related crashes. 3. Field Assessment The following site characteristics suggest a need for a safer travel environment: a. Anacostia Park is close to the site and has bike trails that generate pedestrian activity off of the freeway. b. There is a 15-feet deceleration lane leading to the 11th Street Bridge on this segment. W7-475 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

DC 295.4 Miles South of Pennsylvania Avenue SE Large volumes of traffic execute weaving and merging operations in this segment of freeway to access the 11 th Street Bridge. However, this operation occurs on a short deceleration lane, 15 feet, between the Pennsylvania Avenue Interchange and the 11 th Street Bridge Interchange. It is desired to have slower speeds in this section of the freeway so vehicles can execute safer weaves and merges and thus minimize potential freeway vehicle-to-vehicle conflicts. For this reason, along with the elevated 85 th percentile speeds and the number of injury-related crashes at this location, there is a nexus between traffic safety and the speed camera at this location.
