The icentre: Public-private initiative for transitions in regional control centres The icentre programme is an initiative by 13 private parties: Arcadis BE-Mobile BNV Mobility Cruxin DAT Mobility Dynniq MAPtm Siemens Sweco Technolution Trafficlink Trigion Vialis and 6 local authorities: municipalities of Almere Den Haag Rotterdam along with the provincial authorities Flevoland Utrecht Noord-Holland and Min. I&M/Programma Beter Benutten The programme targets better performing network and services to mobilists and citizens at lower cost of assets and higher operational cost-effectiveness in control centres.

Statement of Intent for the icentre Phase 2: 25-11- 15 2

Many public control centres in NL >= 150 Control Centres with a life span of 7-8 years! 3

What is an icentre? The icentre is a way of smartly combining and/or integrating the components of a central operation - personnel, data, information, ICT systems and buildings and being able to purchase them as a private service order to reduce the joint structural costs and improve the overall quality of the service provision (to the customers and for the networks). Whereby thinking and working outside existing frameworks, what can be realised within 2-3/5 years (please note => this concerns a short to medium-to-long term solution) Ø Ø Ø Opportunities between domains: dry, wet and safety (tunnels, city surveillance: public order) Changing roles of authorities (more orchestration) and (more) market Changing roles in society / the world (such as no need to own things any longer, less go it alone ) Ø Is being the best road or city authority more a matter of having, owning or going it alone? 4

Control Centres? Being a good road authority! Freedom and Monility Accessibility Emission Safety Reduction of negative aspects 5

Control Centres? Being a good city authority! Safety Regional accessibility Reduction of negative aspects Alignment of wet and dry Safety 6

icentre: Three dominant possible choices A control centre is a hub to keep the network vital. The network must be(come) more robust and adaptive and is part of a greater whole of Smart Cities, Smart Mobility and Intelligent Intersections. Smart Centres manage this system. Smart combination of existing and new public-public and public-private initiatives, in equality and simultaneity (no traditional OG-ON situation) On the basis of the local and private interests ( own roadmaps ) three dominant possible choices can be distinguished regarding an icentre. Several degrees per option are possible (like a slider from 0 => 100) 1. Go it alone => More in the hands of the market / Traffic & Safety as a service 2. Own domain => Multiple domains (integrated) 3. Own organisation => Multiple organisations 7

Public-private ambition of the icentre 0 public control centres Governance (purchase as a service, no public investment costs, limited realisation risk) Many public contol centres Adaptive capacity 8

Joint development of propositions = services 14 Private propositions: from private parties to local road and city authorities Combinations of the 3 dominant possible choices (with all options) Joint, equal; and simultaneous development and demonstration in practice Attractive for local road and city authorities => Realisable for private parties => a Menu 1 Zelf doen Traffic & Safety as a service Meer domeinen 2 1 domein A 3 A 6 A 2 A 1 A 5 1 (eigen) organisatie 3 Meer (samenwerkende) organisaties

Main elements of icentre Phase 2

Network of living labs Develop and test private propositions in practice: Living Labs Private parties: demonstrate how and that the propositions works in de praktice! Publieke parties: gain insight into how purchasing services works, what this requires from them and what (un)certainties they have? Public and private parties make their Living Labs available Rijkswaterstaat Traffic Control Centres (TCCs Dry, incl. B&B Tunnels) Rijkswaterstaat Water Management Control Centres (TCCs Wet) Local Authority Traffic Control Centres Current (incl. B&B Tunnels) (DCO Current) Local Authority Traffic Control Centres Future (DCO Future) (Wish to actively implement VM) 11

icentre: Joint approach in 2 phases I II III IV Products Consultation 1. Main conclusions and recommendations 2. Accountability and Appendices Phase 0: Consultation round Exploring icentre Concept (left) 1. Central partie(s) 3. Private parties (right) 2. Local parties Decision making Products: Studio 1. Artist impressions / Project factsheets 2. Plan / icentre folder with contents and process Phase 2; 3. Engagement and financing; 4. Governance, environment and decision-making Phase 1: Studio in Q2 2015 Q1 2016 Products: icentre Phase 2 1. Answers to and elaboration of remaining strategic issues; 2. 14 private services (propositions) and provision; 3. Migration programme for current road and city authorities with control centres; 4. Simple entry possibilities for new road and city authorities; 5. Detailing a realisable (private) icentre; 6. Market adjustment: application possibilities for regions, cities and (inter)nationally; 7. Operation agreement between public and private parties. Phase 2: Q1 2016 - Q4 2017 12

Benefits of the icentre (= the Assignment) 1. Lower costs Better cost-effectiveness of the operation [30-60 %] Lower joint personnel costs Lower costs of assets Fewer control centres (buildings) and fewer duplicate facilities (furnishing, porter, security, heating, etc.) Concentrated organisation and knowledge development 2. Better functioning network with higher level of performance [5-10%] A control centre is a hub to keep the network vital The network must be(come) robust and adaptive Combining the core tasks of road and city authorities and tasks performed by market parties can lead to far-reaching professionalisation and better performance 3. Better service provision to mobilists and citizens [5-15%] New services to mobilists and citizens by aligned interaction with market parties 4. Contributing to market goals and interests of private parties New services on the basis of a professional market 5. Contributing to the implementation goals and interests of local authorities Clustering knowledge and expertise within and between local authorities 13
