GETTING STARTED 1 Introduction to Backbone Transportation Service Upon logging into Envoy, open the Navigation Menu and then click BTS to open up a drop-down menu. The Backbone Transportation Service Menu (or BTS Menu) contains the following: My Contract Rights Aggregated Contract Exchange Receipt Point Rights Buy Rights Ledger Open/Pre-Arranged Offers Post Offer to Sell Firm Rights My Bids Detail Summary Awarded Contract These sub-menus are discussed in detail in the following sections. 3

GETTING STARTED 2 My Contract Rights This searchable ledger displays the interruptible (IT), off system delivery (OSD) and firm contracts associated with a user s rights, including any trading rights assigned to the user from an end-use customer from Nomination and Trading Authorization Form. The corresponding Contract Number, Contract Quantity (Dth), Rate Schedule, and other pertinent information are also displayed. 2.1 Navigating My Contract Rights From the BTS menu, click on My Contract Rights to bring up a searchable ledger showing the user s BTS Contracts. The user may select a radio button to view individual contract details or select the filter icon in the Menu toolbar to filter the search. Enter the appropriate information in the fields shown to specify which Backbone Transportation Service Contracts (also referred to as BTS Contracts or BTSCs) are displayed. Alternatively, the user may go directly to My Contract Ledger by clicking Cancel. 5

After the user enters the appropriate information in My Contract Rights Filter, My Contract Ledger screen will appear, similar to the one shown below. (To access My Contract Rights Filter again, click on the Filter icon in the Menu toolbar to choose which BTSCs are displayed on the ledger) Selecting the radio button next to the desired contract and clicking on the More icon displays the View Details option. Select the Expand feature to show all of the months in the contract, allowing the user to select individual months detailing daily quantities. Alternatively, select the Expand All feature to see all of the months in the contract and all of the daily quantities contracted for each of those months. 6

GETTING STARTED 3 Buy Rights Ledger This ledger displays the rights that a user purchased from SoCalGas through the Electronic Bulletin Board (EBB). Within this ledger, a user may also Buy IT BTS Service, Buy IT OSD Service, and Buy Firm BTS Service via the More icon. The Buy Rights Ledger opens on a searchable ledger page. Users may click on the Filter icon to search interruptible, firm or OSD rights from SoCalGas. *Note: The deadline for purchasing firm, interruptible and OSD rights from SoCalGas for use on the next flow date is 4:00 PM PCT the day prior. 3.1 Navigating the Buy Rights Ledger From the BTS Menu, click on Buy Rights Ledger. This will bring up Filter Buy Rights shown below. Enter the appropriate information in the fields shown to specify which purchased rights are displayed. Alternatively, the user may go directly to Buy Rights Ledger by clicking Cancel. 7

After the user enters the appropriate information in Filter Buy Rights, Buy Rights Ledger screen will appear, similar to the one shown below. (To access Buy Rights Filter again, select the Filter icon to choose which purchased rights are displayed on the ledger) 8

3.2 Buy IT BTS Service Using the Buy IT BTS Service feature, a user may purchase a Backbone Transportation Service Contract (BTSC) under tariff rate G-BTS4 from SoCalGas. The deadline for purchasing interruptible BTS rights from SoCalGas for use on the next flow date is 4:00 PM PCT the day prior. 1. From the Buy Rights Ledger, click on More in the Menu Toolbar, then click on Buy IT BTS Service. 2. After clicking Buy IT BTS Service, a screen will appear similar to the one shown below. Enter the Acquiring Receipt Point Master Agreement (RPMA). If the user does not know the RPMA, click the magnifying glass and search for the desired RPMA. 3. Fill out the fields appropriately and click Submit. *Note: The system will check the user s available credit and award or reject the contract. The awarded contract number will appear in My Contract Rights within one hour after submission. 9

3.3 Buy IT OSD Service Using the Buy IT OSD Service feature, a user may purchase an Off System Delivery Contract under tariff rate G-OSDI from SoCalGas. The deadline for purchasing interruptible OSD rights from SoCalGas for use on the next flow date is 4:00 PM PCT the day prior. 1. From the Buy Rights Ledger, click on More in the Menu Toolbar, then click on Buy IT OSD Service. 2. After clicking Buy IT OSD Service, a screen will appear similar to the one shown below. Enter the acquiring receipt point master agreement (RPMA). If the user does not know the RPMA, click the magnifying glass and search for the desired RPMA. 3. Fill out fields appropriately and click Submit. *Note: The system will check the available credit for the RPMA and award or reject the contract. The awarded contract will display on the Buy Rights Ledger. The awarded contract number will appear in My Contract Rights within one hour after submission. 10

3.4 Buy Firm BTS Service Using the Buy Firm BTS Service feature, a user may purchase a Backbone Transportation Service Contract (BTSC) under tariff rate G-BTS1 or tariff rate G-BTS2 from SoCalGas. The deadline for purchasing firm BTS rights from SoCalGas for use on the next flow date is 4:00 PM PCT the day prior. 1. From the Buy Rights Ledger, click on More in the Menu Toolbar, then click on Buy Firm BTS Service. 2. After clicking Buy Firm BTS Service, a screen will appear similar to the one shown below. Choose the desired Rate Schedule from the drop down menu. 3. Enter the acquiring receipt point master agreement/customer (RPMA). If the user does not know the RPMA, click the magnifying glass and search for the desired RPMA. 4. Select the Receipt Point from the drop down menu. 5. Enter Start Date and End Date for the contract the user wishes to purchase. 6. Click the GO button next to Specify Quantity. The table showing Available Capacity for Receipt Point (Dths/Day) will be populated, dependent on the Receipt Point, Start Date and End Date that were entered in the previous steps. *Note: For each month, the Available Capacity for Receipt Point displayed is determined by the day of the month that has the least available capacity. Therefore, a user 11

should consider entering the same Start Date and End Date if the user would like to see the Available Capacity for Receipt Point for only one particular day. 7. Enter Firm Quantity Requested (Dths/Day) for the contract for each applicable month. 8. View Terms and check the box to agree to the terms. 9. Click Submit to request the contract. *Note: The system will check the available credit for the RPMA and award or reject the contract. The awarded contract will display on the Buy Rights Ledger. The awarded contract number will appear in My Contract Rights within one hour after submission. 12

GETTING STARTED 4 Exchange Receipt Point Rights Selecting Exchange Receipt Point Rights opens a searchable ledger of a user s BTSCs and any BTSCs for whom the user holds trading rights. The corresponding Receipt Point Master Agreement Number (RPMA No.) and the contracted rights for each month (Dths/day) are also displayed. Select a BTSC by clicking on the radio button and selecting Exchange Receipt Points under the More icon. 4.1 Navigating Exchange Receipt Point Rights 1. From the BTS Menu, click on Exchange Receipt Point Rights. This shall bring up Exchange Rights Filter shown below. Enter the appropriate information in the fields shown to specify which BTSCs are displayed. Alternatively, the user may go directly to Exchange Ledger by clicking Cancel. 13

2. After the user enters the appropriate information in Exchange Rights Filter, Exchange Ledger screen will appear, similar to the one shown below. (To access Exchange Rights Filter again, click the Filter icon to choose which BTSCs are displayed on the ledger). 4.1.1 Using Exchange Receipt Points Using the Exchange Receipt Points feature, a user may exchange its existing contract rights to a particular receipt point with contract rights to another receipt point. 1. From the Exchange Receipt Point Rights Ledger (Exchange Ledger), click on the radio button on the left-hand side corresponding to the BTSC for which the user would like to exchange receipt points. 2. After selecting the radio button, click on the More icon and select Exchange Receipt Points. 14

3. A screen will appear similar to the one shown below. Enter the desired Start Date and End Date for the exchange. Note that these dates must be within the terms of the existing contract. 4. From the drop down menu, select the desired Receipt Point for the exchange. 5. Click the Go button next to Specify Quantity. The table showing Available Capacity for Receipt Point (Dths/Day) will be populated, dependent on the Receipt Point, Start Date and End Date that were entered in the previous steps. *Note: For each month, the Available Capacity for Receipt Point displayed is determined by the day of the month that has the least available capacity. Therefore, a user should consider entering the same Start Date and End Date if the user would like to see the Available Capacity for Receipt Point for only one particular day. 6. Enter a Firm Quantity Requested (Dth/Day) for the contract for each applicable month. 7. View Terms and check the box to agree to the terms. 8. Click Submit to request the exchange. 15

*Note: Once the exchange has been submitted, the user will be returned to the Exchange Receipt Point Rights ledger screen. The ledger will show the new BTSC. The original BTSC with the reduction will be available in My Contract Rights ledger within one hour after submission. 4.2 Buy/Exchange Rights Deadlines 16

5 Aggregated Contracts GETTING STARTED Aggregated Contracts can be created to allow customers to combine one or more BTS Contracts with the same Rate Schedule and Receipt Point into one contract for a determined period of time. The following is the procedure for viewing, creating, and editing an Aggregated Contract. 5.1 Aggregation Parameters The deadline to aggregate BTS contracts is 3pm day ahead of flow date. Firm BTSCs can be aggregated with: 1. Identical RPMA contracts, 2. Identical receipt points, 3. Identical rate schedules, and 4. Identical contract volumetric rates can be aggregated(g-bts2 or G-BTSN2) Interruptible contracts (G-BTS4) cannot be aggregated. Aggregated Contracts with nominations on it cannot be deleted. Attempts will result in an error message. Do not remove BTS contracts by disaggregating if you have nominations on that aggregated contract your confirmation quantity will be reduced. Do not reduce your BTS capacity via trade or exchange if you have nominations on it - your confirmation quantity will be reduced by the amount traded or exchanged. Do not nominate using previous aggregated BTS contracts - your confirmation will be reduced to zero. The aggregated contract number now has the capacity. Secondary market trades and exchanges must still be done on the individual Backbone Transmission Service Contract (BTSC). No automatic aggregation is performed for new purchased capacity. The customer may aggregate any new BTS contract acquired into an existing aggregated capacity contract. If a customer trades (sells) or exchanges out capacity that has been aggregated into an aggregated capacity contract, the Envoy system will automatically reduce the capacity amount that has been traded (sold) or exchanged out from the original contract from the aggregated capacity contract. 17

5.2 View Aggregated/BTS Contracts 5.2.1 Aggregated Contracts From the Navigation Menu, click on the BTS menu item and then Aggregated Contract in the drop-down menu. 18

The Aggregated Contract Filter screen will open. After the user enters the appropriate information, the Aggregated Contract Summary screen will appear, similar to the one shown below. (To access the Filter screen again, click on the Filter icon in the Actions Menu Bar). 19

To View Details, select the radio button next to the desired contract and click on the More icon in the Actions Menu Bar, then select View Details. 5.2.2 BTS Contracts Select BTS Contracts in the header to view Firm contracts tied to own RPMA. *Note: Agents can see all contracts tied through relationships and can aggregate customer BTSCs under the individual RPMA contract. 20

To specify information on either screen, click on the Filter icon in the Actions Menu Bar. 21

5.3 Create New Aggregated Contract 1. On the Aggregated Contracts Summary screen, click on the More icon and select +Create. 2. Type RPMA ID or Search Using Magnifying Glass, select Receipt Point, select Rate Schedule, select Submit. 22

3. Envoy will generate a new Aggregated Contract ID that will appear in the Aggregated Contract summary screen. 5.4 Aggregated Contract Description 1. From Aggregated Contract Screen, click Aggregated Contract Description (Top Right). 23

2. Description explains how the Aggregated Contract ID is generated. 5.5 Aggregate BTS Contract 1. To attach BTS Contract(s), select Radio button of Aggregated Contract ID. Click on the More icon and select Aggregate. 24

2. Enter BTS contract or search by clicking magnifying glass. 3. Adjust start and end date range as needed and click Submit. a. Dates default to next available start date and end date of contract. b. Start date can t be earlier than Cycle 1 deadline, the next day s flow date. 4. Envoy generates Aggregated Contract ID. 25

5. Be sure to review the start dates carefully (e.g. Aggregated Contract, Aggregation, and Contract Start Dates). 5.6 Remove, Edit or Disaggregate Contract 1. Click on desired Aggregated Contract ID 2. Select Radio Button next to desired BTS Contract No, click on the More icon and select one of the following: Click Remove to disaggregate future start date contracts. Click Disaggregate to disaggregate contracts today s date or greater. Click Edit to change the date range for the aggregated contract. 26

5.7 View Daily Contract Quantity 1. From Aggregated Contract Screen, select Radio button, click on More in the Menu Toolbar, then select View DCQ. 2. View Daily Contract Quantity associated with Aggregated Contracts. 27

3. Select Expand/Expand All to view Daily Contract Quantity each month during term of aggregation. 4. Select Collapse/Collapse All to compress. 28
