MEETING SUMMARY First Meeting of the Ad Hoc Informal Multi-stakeholder Technical Group of Advisors on SDG7 18 October 2017, Oslo, Norway The inaugural meeting of the Ad Hoc Informal Multi-stakeholder Technical Group of Advisors on SDG7 took place on 18 October 2017 in Oslo, Norway. Mr. Hans Olav Ibrekk of Norway served as facilitator for the meeting, at the request of UN DESA. Mr Ivan Vera of UN DESA provided the background and objectives of the ad hoc technical group in support of the forthcoming global SDG7 review that will take place during the High Level Political Forum (HLPF) in 2018 under the auspices of the UN Economic and Social Council (UN ECOSOC). Mr Minoru Takada of UN DESA presented a preliminary roadmap consisting of an overview of the SDG7 review processes, milestones and suggested deliverables, including policy briefs to be developed by organizations with relevant technical competency; a summary for policy makers to be compiled building off the policy briefs; and a Global SDG7 Conference to be convened by UNDESA, scheduled to take place in February 2018 1, to help prepare substantive input for the SDG7 review at the HLPF. Stressing the importance of the global SDG7 review as a once-in-four-year opportunity, the participants warmly welcomed the establishment of the multi-stakeholder ad hoc group on SDG7 and fully endorsed the proposed roadmap and its associated processes and deliverables in support of the HLPF. Among the points that the group stressed during the discussions included: SDG7 has changed the dynamics within the international community and presents an enormous opportunity to energize a higher level of policy engagement on energy by delivering right messages for policy makers. There is also a need for sharing 5-10 key action areas that have potential to make tremendous impact. The interlinkages between energy and other SDGs are central. An integration of cross-cutting themes remains a challenge in reality and must be fully supported on the ground. Potential needs for additional interlinkage indicators are emphasized. Actions and partnerships by all multi-stakeholders are critical. The ad hoc group should strengthen a balanced multi-stakeholder process of government (both developing and developed countries), civil society and the private sector in its work including the development of policy briefs. Further efforts are needed to strengthen monitoring for SDG7. The Global Tracking Framework led by the World Bank and the IEA should be further built on and 1 To be confirmed subject to finalization of arrangements. 1

strengthened with a view to better informing the official SDGs monitoring process under the UN Statistical Commission. Challenges exist such as deficiencies in data, possible needs for additional indicators and statistical capacity building at local levels. Leveraging Voluntary National Reviews will be critical to ensure that progress toward SDG7 is fully assessed and integrated within the national responses to the 2030 Agenda. There is a need for focusing on key gaps, e.g. energy for cooking, unleashing the potential of decentralized renewables further, capacity building and financing. The importance of keeping a long term perspective beyond 2030 is also needed, including to stay fully consistent with the efforts to meet the Paris Agreement on climate change. Communications with the outside of the group will be essential to share this process through outreach and inter-agency dialogue. There is a need for capitalizing on regional and other forums to enhance outreach, synergies and alignment, such as the Regional Forum on Sustainable Development, IRENA Assembly, Vienna Energy Forum, the World Health Assembly, UNFCCC COP, European Development Days, Asia Clean Energy Forum, Abu Dhabi Sustainability Week, World Urban Forum, Clean Energy Ministerial, SE4ALL Forum and the International Forum on Energy for Sustainable Development. In summary, Mr. Ibrekk stressed the importance of establishing high level key messages and communicate them early on, in order to mobilise momentum and all stakeholders. He underscored that policy briefs need to be forward looking; this should be a multi-stakeholder process (the private sector is underrepresented); and there is a need for identifying champion countries. He concluded that there s strong willingness and now the group need to move forward in constructing the process. The group agreed on the follow up actions: Group members to: inform the secretariat (UNDESA) if they like to co-lead or contribute to any policy briefs; reply to the invitation letter from the secretariat in writing, if not yet done so; inform the secretariat if they would like to host future ad hoc group meetings; inform the secretariat if they like to secure side-events at the Global SDG7 Conference. Secretariat to: compile and share a list of the suggested policy briefs and the organisations willing to co-lead/contribute to their development; develop a draft template/example of a policy brief (IEA has offered to provide technical support in this regard) and share them for discussion with the group; share next steps including next meetings of the ad hoc group (see Annex 1); share details on the Global SDG7 Conference, including the invitation letter, the website for registration, side events and logistical arrangements. 2
