Qualified bidders can obtain bid and contract documentation online at http://www.palos128.org/rfp. A required meeting for bidders is scheduled for February 20, 2017 at 10:00 A.M. The location is: District Office, 12809 S. McVickers Ave., The purpose of this meeting is to conduct sites visits to the four locations and determine the exact infrastructure upgrades needed. 1. Preparations and Submissions of Bids A. All bids must be in strict conformity with the bid documents and any addenda. B. Bids must contain: (1) a fully itemized bid document, and (2) a signed copy of the Proposal Form. C. Bids must be received by no later than March 3, 2017 11:00 AM by e-mail at mhupp@palos128.org, or at the following address: Attn: Kim Anoman, Business Manager 12809 S. McVickers Avenue D. Bids received after the time and date designated for receipt of bids will not be considered. The preparation and submission of a bid will be by and at the expense of the bidder. All bids must be submitted in a form and manner so as to comply with all applicable laws of the State of Illinois. 2. Examination of Bid Documents and Conditions A. Each bidder should carefully examine the bid documents and all addenda. If any bidder (1) finds any discrepancies, omissions or ambiguities in the bid documents; (2) is uncertain as to the intent or meaning of any provision of the bid documents; or (3) has any question regarding the bid documents, the bidder must promptly notify in writing thereof at the address specified in paragraph 1.C above, or at mhupp@palos128.org. Replies to such notices will be made in the form of addenda at www.palos128.org/rfp. 3. Modification or Withdrawal of Bids A. A bidder may modify or withdraw its bid by written request, provided that the request is received by in writing prior to March 2, 2017. B. Following withdrawal of its bid, a bidder may submit a new bid, provided that such new bid is received by prior to March 2, 2017.

C. Bids cannot be withdrawn for a period of thirty (30) days after the official opening of the bids. D. may modify any provision of the bid documents at any time prior to the time specified in paragraph of the submission of bids. Such modifications will be made in the form of addenda at www.palos128.org/rfp. 4. Award or Rejection of Bids A. reserves the right to reject any or all bids, to make an award to other than the low bidder, to make an award to a bidder for only a portion of the goods described in its bid, to reject a bid which is in any way incomplete or irregular, and to waive any informality or irregularity in any bid received. B. In award of the contract, all factors and information that have a bearing on the decision to select a bidder may be considered by Palos Heights School District 128. C. intends to award the bid to one responsible and responsive vendor. Vendors must provide unit prices that will be available to for subsequent purchases for the duration of the bid award. 5. Protest Procedure A. Any Bidder claiming to be aggrieved by the bid documents or the award of the contract may protest to the in accordance with the following procedures. Failure to comply with these procedures will render a protest void and will result in the rejection of the protest. Exhaustion of these protest procedures in a timely manner is a condition precedent to any action filed in a court of law. B. Protests based upon the contents of the bid documents shall be submitted no later than five days before the bid delivery date. C. Protests based upon any other circumstances shall be submitted no later than five days after the bid delivery date. D. A protest must be in writing and must include: (1) the name and address of the aggrieved bidder, (2) a detailed description of the specific grounds for the protest, (3) all documentation supporting the protest, and (4) the specific relief sought from the. E. If the protest is not resolved by mutual agreement, the Palos Heights School District 128 s Board will consider the protest in a public session and make a final and conclusive determination.

6. Contract Execution A. The successful bidder will provide such information and assistance as Palos Heights School District 128 may request. B. intends to contract using the form of contract included with the bid documents. Within ten (10) days after presentation of the contract, the successful bidder must duly execute the same and return it for approval and execution by. The failure of the successful bidder to duly execute and return the contract, together with certificates of insurance and any other required documents, will entitle Palos Heights School District 128, in addition to all other rights and remedies of Palos Heights School District 128, to award the contract to another bidder. C. does not guarantee to purchase any minimum or maximum quantities of the bid items. D. In case of conflict between the provisions of these instructions and any other bidding document, these instructions shall govern. REQUEST FOR PROPOSAL Wireless Networking WIFI E-Rate Form 470: 170062975 Introduction is updating its existing switched network and wifi infrastructure to meet the ever growing capacity needs of its students and staff. All four buildings will be included in this upgrade. Given the high concentration of network users, especially in classrooms, the district is moving to an access point deployment model that is room-focused for high intensity, concentrated access. Our current access points employ a wide-coverage model that cannot handle the high-intensity access inherent with the number of classroom devices in use. The initiative is designed to upgrade all network switches and wireless access points at all four locations. All submitted bids should include all requested components and services, regardless of timeline, but with the vendor understanding that work will be completed in the phases requested, and that some hardware and services are fully dependent upon E-rate funding approval. Selected vendors are expected to work with the construction contractor and associated management to fulfill their project on time and in-line with construction goals. Equipment Access Points An estimated 82 to 90 classroom access points and an estimated 8 to 12 highdensity access points (for larger common areas) to cover the entire area of all four buildings (with Indian Hill School and District Office located in a common building). Access points must meet the following requirements (or be functionally equivalent in terms of capacity and performance): Dual radio, 5 GHz 802.11ac (Wave 2) and 2.4 GHz 802.11n 2.4-GHz (600 Mbps max) and 5-GHz (1.3 Gbps max) radios, each with multiple, integrated omni-directional antennas Able to effectively deal with interference from cellular systems Two 10/100/1000BASE-T Ethernet network interfaces (RJ-45) Power over Ethernet (PoE): 48 Vdc (nominal)

Controllers Controllers must meet the following requirements (or be functionally equivalent in terms of capacity and performance): 10/100/1000BASE-T RJ-45 IEEE 802.3at: PoE+ (30 watts) IEEE 802.1AB: Link-layer discovery protocol (LLDP) IEEE 802.1Q: VLAN tagging IEEE 802.1D: Spanning tree protocol (STP) IEEE 802.3ad: Link-aggregation control protocol (LACP) Switches An estimated fourteen 48-port network switches to support existing wired devices, IP phones, and all new wireless access points. Installation Removal of existing switches and access points, reinstallation and initial configuration of all new access points and controllers. Removal and remounting all equipment, necessary cabling, installation hardware, and rack mount hardware for controller should be included. Installer is expected to install access points in all classrooms, learning areas, common areas, and offices.
