User Guide to Mesquite s Citizen Access Portal (CAP) Planning and Zoning Division New Application Updated: Tuesday, January 16, 2018 The Citizen Access Portal (CAP) website is: https://energov.cityofmesquite.com Introduction Once you are part of the City of Mesquite s, Citizen Access Portal (CAP), you will have the option to create a new account or to login to your account. This account will allow you submit plans, pay fees, and check the status of your project as it goes though the review and acceptance process. Additional Procedures For information on additional procedures, please view these additional documents, also located on the Engineering website, https://www.cityofmesquite.com/543/applications-and-other-resources: CAP Create Account CAP Uploading a Document CAP Viewing Reviewed plans IMPORTANT NOTE: When you are creating an application, at the bottom of the page is a section that says Upload Attachments. DO NOT upload site plan, plats or other document that are subject to plan review in this section. You will be able to upload plan review documents after the fees have been paid. When uploading documents, have all sheets in one document and have the version date in the document s name before uploading. The date should be in the format of YYYY_MM_DD. If the plans are not in this format, they WILL NOT be reviewed. Once a complete application is received, the Case Manager from the Planning Division will confirm that the submittal is complete before circulating it to other departments of the City for review and comment. If the submittal is incomplete, the Case Manager will return the submittal to the applicant noting the missing items. Comments from the review may require additional information or the revision of the application and associated drawings. The Case Manager will compile, reconcile and release the review comments to the applicant. Comments and other communication will be provided through the City s Citizen Access Portal (CAP). Logging in to Your Account Page 1 of 15
After you have created and submitted your CAP account information, you will receive an email stating that your CAP account is under review. After it has been reviewed and approved, you will receive an email stating such. Once your CAP account has been created and approved, you may log on to the Citizen Access Portal and fill in the information on your project, submit plans, pay fees, and receive permits. Go to https://energov.cityofmesquite.com and click the Log On located in the middle left side of the screen. (See image below.) You will automatically be taken to the following page. Fill in the fields and click Log On. (See image below.) Page 2 of 15
You will be taken to the CAP home page for signed in users. On this page you may choose to submit for permits, professional License, submit plans, and view City of Mesquite codes. You are also able to manage your account. Page 3 of 15
Applying for a Plan To apply for a plan with the Planning and Zoning Division, Click on Planning at the top of the logged in home page. You will be taken to Apply for a Plan page. This page allows you to apply for various types of plans. Page 4 of 15

The Type field is a drop down box. To apply, select one of the planning applications pertaining to your request. There are multiple types of planning applications. Each type includes subcategories called Work Class that pertain to specific request. The Types are as follows: Board of Adjustment: Applications for Special Exceptions or Zoning Variances Community Appearance Manual Appeal: Application to appeal a decision concerning the Community Appearance Manual (architectural requirements) Home Occupation Registration: Registration of a home based business within the City of Mesquite. Miscellaneous Variance: Application for a Traffic Variance or a Subdivision Variance Plat: Application for a preliminary plat, final plat, replat, short form final plat, or plat vacation. Pre-application: Application to sign up for a pre-application meeting Site Plan: Application to submit a site plan Zoning: Applications for conditional use permit, zoning change, zoning change planned development, planned development amendment The Work Class field is also a drop down box. Select the Work Class that most pertains to the purpose of the plan Type you are applying for. The following are work classes that are not already described above: Special Exception: This application is limited to certain exceptions that may be requested as detailed in the Mesquite Zoning Ordinance (e.g. front carports, oversized accessory structures, reduced/shared parking Variance: This application is to request a deviation from one or more requirements of the Mesquite Zoning Ordinance. (e.g.: variance to encroach into the side yard setback) Traffic Variance: This application is to request a deviation from one or more requirements of the Mesquite Driveway Ordinance. (e.g.: variance to reduce the minimum separation requirements between a new and existing driveway) Subdivision Variance: This application is to request a deviation from one or more requirements of the Mesquite Subdivision Ordinance. (e.g.: variance to reduce the minimum block length within a new residential subdivision) Page 6 of 15
Preliminary Plat: A preliminary plat is the initial plat (lot creation or subdivision) prepared by an engineer on behalf of a land owner and submitted for "preliminary" approval as part of the platting process Final Plat: A final plat is the plat that is finalized and is the recorded document that is filed for record with the county Short Form Final Plat: This is a plat that may be approved administratively by staff. (Applies to properties less than five acres in size and that do not involve replats of single family zoned property) Replat: Replats are required when a property is already platted and you want to alter or create new lot lines, remove platted building lines or remove easements from a recorded plat. Conditional Use Permit: This is application to file for a Conditional Use Permit. Uses listed as Conditional Uses in the Permitted Use Table in the Mesquite Zoning Ordinance require approval from City Council upon public hearings and recommendation by the Planning and Zoning Commission Zoning Change: This is to change one from one zoning district to another zoning district (e.g. zoning change from Office Zoning District to General Retail Zoning District) Zoning Change Planned Development: To file a request for rezoning to a Planned Development District Planned Development Amendment: This application is to amend an existing Planned Development Ordinance Board of Adjustment Work Classes: Plat Work Classes: Miscellaneous Variances Work Class: Page 7 of 15
Zoning Work Classes: In the images above you will notice a Description field next to the Type and Work Class fields. Please insert a small description of what the project is into the Description field. Each Application Type and Work Class will have an Additional Info section that request different information. Please fill out the fields in the Additional Info section. After the application submission, this information can only be changed by City of Mesquite employees. The image below shows an example of the Additional Info section for the Site Plan application. The Address to use section has two options to enter information. Page 8 of 15
The preferred option is to search for the address. Click the New Search button. The search option allows you to input a small amount of information and then search based off of that information. Click on the orange Select to choose the address for the project. Once the desired address is selected, all of the fields of the address information will be filled in automatically. Note: The search option only allows you to select an address within the City of Mesquite Page 9 of 15
After the information has been entered in to the fields using, click the Save button. This information will be added to the list of addresses associated with the project. By following the same process, more than one address can be associated to one project. In the Contact Search, the information of the contacts will be associated with the project. There are three options for adding a contact to the project: Add Favorite, Add Me, and Add Contact. The Add Favorite option allows you to search through the contacts that have already been entered in to the CAP system. Select the type of contact Page 10 of 15
Once you have selected the type of contact, click the search button. A list of contacts that are in the contact type will be generated. Simply select the contact that you wish to add to your project. When you click the Add Me button, you will have the option to select the type of contact you are. Page 11 of 15
When you click the Add Contact button, the screen will look like the screen when Add Favorite is clicked. When the Add Contact button is select, you will have the option to enter a new contact, click the Add New. Page 12 of 15
Fill in the required information with a * next to the field. After the information is entered, click Add. Then select the type of contact this is. Page 13 of 15
All contacts added to this project will appear in the list of contacts. Page 14 of 15
At the bottom of the page is a box labled Upload Attachments. Do not use this option for attaching plans (e.g. site plans or plats) to the application. This option will not allow for the electronic reviewing of the plans. The Upload Attachments section can be used to upload copies of the plan application, consent forms or other documents related to the request. Please read the CAP Uploading a Document for instruction on how to upload plans (e.g. site plans or plats) for electronic review after you have been invoiced and paid the fees. After all of the information that is related to the plan type has been entered, click the Submit button. You will be automatically taken to a screen that shows all of the information on this project. Your plan application has now been submitted. Your application will go into review by the City of Mesquite employees. Once the application has been reviewed, you will be emailed an invoice for the reviewing process. After you have paid this invoice you will be able to upload plans for review.
