Purpose of the Precision Ag Council: AgGateway Precision Ag Council Goals 2014 Executive Summary Primary Statements The AgGateway PAC enables the precision ag industry companies the opportunity to collaboratively identify, develop and promote a set of global industry standards, guidelines and implementation practices for precision ag under an antitrust umbrella. The PAC specifically focuses on the standards required to facilitate data sharing among value chain partners in the agronomic analysis, planning, and decision support; including the required reporting segments of the industry. Mission of the Precision Ag Council It is the mission of the PAC to facilitate the development of precision ag industry standards; to include data standards, related guidelines, and communication and implementation protocols to enhance the ability of farmers and end users to capture the value of the precision technologies, systems, and data. Goal of the Precision Ag Council It is the goal of the PAC to improve precision ag technology and systems interoperability to accelerate the adoption of precision ag technologies, systems, and services by determining standards and guidelines to be identified, developed, adopted, implemented or enhanced. Definitions - Goal: Goal Statement is a single sentence that identifies the desired result which effort will be directed to accomplish (primary goal). - Metric: Metric identifies the parameters that will be used to measure the actions taken to achieve a desired result (primary parameter). - Tactic: Tactic identifies the planned action steps and specific time frames to achieve the desired result (primary tactic). Council Objectives 1. Council Membership Growth a. Goal Statement: Expand the Councils focus to include a broader industry focus (e.g. irrigation, sensors, unmanned aerial vehicles, etc.) of precision ag b. Metric: Gain new members. c. Tactic: Directly solicit membership by written and verbal communication. 2. Council Sponsored Projects and Implementations a. Goal Statement: Manage Working Group project deliverables to achieve implementation success. b. c. Tactic: Monthly PAC Board of Directors meetings to review progress and plan for demonstrations. 3. Council Promotional Opportunities a. Goal Statement: Coordinate and execute outreach to relevant industry groups (e.g. ASABE, AEF, ISO, USDA, commodity groups, academia). b. Metric: Enter into a more formalized relationship with relevant industry groups. c. Tactic: Directly communicate with identified groups to inform them of AgGateway s work and solicit formal cooperation. 4. Council Participation on AgGateway Committees a. Goal Statement: Achieve active participation on all AgGateway Standing Committees; facilitate cross- council cooperation. b. Metric: 100% active participation in AgGateway Standing Committees. c. Tactic: Ask people to serve. 5. Council Communication with AgGateway Councils and Agriculture Industry a. Goal Statement: Develop and implement a communication working group to proactively communicate with AgGateway Councils and stakeholders in the agriculture industry. b. Metric: Create a Council Communications Working Group c. Tactic: Present the PAC with this new working group for approval and, after approval, seek individuals to work within the working group. Working Group Objectives: 1. Data Privacy and Protection Working Group Deb Casurella d. Purpose: Create awareness of privacy and security practices within agriculture. e. Goal Statement: Create awareness of privacy and security practices within agriculture through the creation of an AgGateway Data Security and Privacy Committee. f. Metric: Complete a Data Privacy and Security white paper to create awareness of privacy and security practices within agriculture. g. Tactic: Recruitment and inclusion of AgGateway Councils in regular scheduled meetings to discuss data privacy and security issues. h. Project AgGateway Privacy and Security White Paper i. Purpose: Describe the challenge. Create a whitepaper discussing information sharing, data privacy, data protection, and data security concepts for use by AgGateway members and industry groups. ii. Goal: Distribute the white paper to the Precision Ag council and AgGateway BOD to stimulate awareness and further interest in adopting AgGateway data use, privacy, and protection standards, guidelines and education. iii. Tactic: White paper complete by 4/1/2014. Development or identification and adoption of AgGateway 1 or 2 standards complete by the Annual Meeting. i. Project Glossary iv. Purpose: Provide a one- stop comprehensive glossary of agriculture terminology for all of agriculture. v. Goal: Create Glossary and prepare it for sharing. Approve Glossary Rules and Glossary to be moved to AgGateway Standards and Guidelines Committee for continued development and maintenance. vi. Metric: Approval and move of Glossary to AgGateway Standards and Guidelines. vii. Tactic: Weekly meetings of a Glossary Maintenance Working Group to prepare Glossary for Standards and Guidelines Committee; with the working group to remain active in the Standards and Guidelines Committee. Outreach to ASABE, ISO, and AEF to include technical terms in Glossary. Outreach to academia about the existence and use of the Glossary. 2. Field Operations Working Group - Jill Stanford a. Purpose: Identify existing data standards for machine communication and develop use cases to identify gaps or needs in the existing data standards; to develop specific use cases to identify data standards to reach consensus on standards needs and as the needs of the precision ag industry involve, work as a group to identify and help build needed standards. b. Goal Statement: Collaborate with ASABE, ISO, and AEF to achieve alignment with Field Operations sponsored project outcomes and provide collaborative input of terms and definitions into the AgGateway Glossary for inclusion in the SPADE Data Conversion Toolbox. c. Metric: Develop Data Conversion Toolbox ; provide input on standards for Operation, Task, Job, and Operation Technique. a. Tactic: Schedule and execute working group sessions and solicit ASABE, ISO, and AEF cooperation. d. Project SPADE2 Joe Tevis viii. Purpose: Continue the work started in SPADE1 in the development of data exchange standards; to extend the work effort from seeding into crop protection and harvest (mechanical and non- mechanical). ix. Goal: Develop working group relations with standards groups and other AgGateway Councils for the continued enhancement of ISO- 11783 Part 10 task controller standards to support collected data, transmission, and utilization and implementation through the crop production cycle - crop protection and harvest (mechanical and non- mechanical).. 2014 PAC Goals Version 2 Draft January 13, 2014 Page 3
x. Metric: Demonstrate proof of concept of data transfer for crop protection and harvest using the Data Conversion Toolbox. xi. Tactic: Develop a report on how the SPADE data conversion toolbox works with AGIIS. 3. Insurance, Regulatory and Government Relations Working Group Jeff Keiser a. Purpose: Establish working relationships between AgGateway and regulatory agencies to review regulation and provide feedback to the regulatory agencies from AgGateway membership. b. Goal Statement: Create an AgGateway CLU white paper to present to the USDA that outlines methods to describe crop area in common terms; continue to work with the SPADE2 project to coordinate regular communication with the USDA and the development of a mutually agreed to Memorandum of Understanding. c. Metric: Complete a CLU white paper to present to the USDA; continue to have regular meetings with the USDA. d. Tactic: Continue to have regular communication with and regular meetings with USDA officials; pursue the completion of a Memorandum of Understanding. e. Project Completion of CLU white paper i. Purpose: Identify options for the USDA to work with AgGateway on the CLU boundary issue. ii. Goal: Offer solutions to CLU boundary issues. iii. Metric: Present the white paper to the USDA. iv. Tactic: Seek to have a face- to- face meeting with the USDA on this issue. 4. Telematics and Asset Management Working Group Scott Derksen b. Purpose: Identify or develop telemetry standards and data formats for web- based data exchange between mobile- to- mobile and mobile- to- asset data exchange. c. Goal Statement: Identify or develop telemetry standards and data formats for web- based data exchange, including the identification and validation of industry- acceptable standards. Create a white paper on what telematics is today in precision agriculture and how it applies to AgGateway. d. Metric: Launch the WAVE project to create proof of concept that utilizes systems that produce fixed or mobile asset data and that consume fixed or mobile asset data. e. Tactic: Schedule and execute working group sessions and solicit AEM, AEMP, and AEF cooperation. f. Project WAVE i. Purpose: Select a high- value harvest operation that telemetry standards and data formats can be identified or developed that delivers clear value to the grower; to enable the industry to engage in a collaborative work effort to identify current limitations in telematics and work on solutions. 2014 PAC Goals Version 2 Draft January 13, 2014 Page 4
ii. Goal: Engage multiple OEM s and FMIS s to develop industry standard use- cases for multiple machines and technologies in a manner that builds trust and collaboration between stakeholders. iii. Metric: Demonstrate data exchange between mobile- to- mobile and mobile- to- asset systems. iv. Tactic: Schedule and execute working group sessions. 5. Water Management Working Group - Terry Schiltz e. Purpose: Lead the development and implementation of standards to support the optimization of agricultural water and energy resources. f. Goal Statement: Complete Phase 1 of PAIL and establish broader and deeper relationships with other standards groups. g. Metric: Completion of PAIL goals; definition of PAIL 2 or other next project. h. Tactic: Review progress of PAIL 1; determine if it needs extension. Develop next set of objectives for WMWG. In conjunction with AgGateway directors, develop MOU with ASABE and Irrigation Association. i. Project PAIL i. Purpose: Provide a common set of data standards to enable communication among key elements of an integrated ag irrigation system (sensors, probes, weather stations, pivots, pumps, databases, etc.) that can be used by irrigation data analysis and prescription programs. ii. Goal: Complete and test PAIL Data Schemas to actively test data formats and field data schemas with visibility and collaboration with ASABE, ANSI, and ISO. iii. Metric: All relevant data standards leveraged or developed and pass goals of simulation testing. iv. Tactic: Test data schemas in virtual environment using real life use cases. What the Council is doing to meet its goals in terms of projects or planned projects: Created a PAC position paper and relationship with standards group AgGateway relationship with other organizations. Started a remote sensing working group Glossary: Completed the ontology, obtained the domain agglossary.com and moved the Glossary over to the AgGateway S&G Committee for maintenance of the glossary. They set up a working group that some of the working group will be a part of. This sunsets this working group. Data Privacy & Protection Working Group: Created a white paper on Data Privacy and Protection. Committee charter was approve and committee was formed so it sunsets this working group from PAC. IRG Working Group: Working with USDA on the CLU white paper as well as scheduled and held regular 8- week calls with the USDA to coordinate information and update on mutually impacting work efforts. Telematics & Asset Mgmt Working Group: Creation of WAVE project charter. Provided updates to AEM on work AgGateway is doing on telematics within WAVE. Jim Wilson and Joe Tevis were appointed as delegates to AEM for PAC. Water Management Group: PAIL project had an Alpha test to validate the structure and format of the completed PAIL data standards. The objective is to determine if the data is readable to and from an FMIS system and equipment using the PAIL data standards, and the Group is working on phase 2 of the PAIL project. Established an oversight committee for the data conversion toolbox (ADAPT) developed in the SPADE2 project. This work effort to support interoperability will continue going forward and will impact almost every Council in AgGateway.
