1 About Lantra Awards Lantra Awards is a nationally recognised awarding organisation approved to develop and accredit qualifications such as NVQ/SVQs, VQs and Qualifications and Credit Framework (QCF) provision. We offer national qualifications in a range of subject areas, as well as technical awards and customised provision to accredit in-house training. Our portfolio of creditbased qualifications is constantly developing and these level 2 and 3 competency based qualifications in highway electrical systems are designed to add value to our existing provision, as well as enable progression routes for a range of learners and support continuing professional development. 2 Qualifications and Credit Framework The Qualifications and Credit Framework (QCF) is designed to provide learners, learning providers and employers with an inclusive and flexible regulated qualifications framework containing units and qualifications. It is a system for recognising skills and qualifications. It does this by awarding credit for qualifications and units (small steps of learning). Each unit has a credit value. Units are selected and combined into qualifications in order to enable a more flexible learner centred approach. The flexibility of the QCF allows learners to gain qualifications at their own pace along routes that suit them best. It allows freedom, choice and flexibility for learners enabling them to undertake smaller bite-sized learning opportunities that can build up achievements over time. Learners can therefore work at their own pace and in their own learning context. This Qualification is designed to fit into the ethos of the QCF and has been designed to enable flexibility and encourage positive outcomes for all learners. 3 What are the aims of these Qualifications? The Level 2 NVQ Certificate in Highway Electrical Systems and Level 2 NVQ Diploma in Highway Electrical Systems are competency based qualifications. They are based on National Occupational Standards (NOS) which reflect the working practices of highway electrical systems installers. The standards were developed by the Sector Skills Councils (SSC) and employer representatives from a number of industry organisations. The Qualifications aim to give learners the opportunity to develop their skills and demonstrate competence across the full range of activities that highway electrical systems installers need to be able to do as part of their everyday work. The Qualifications are flexible by design to meet the sector occupational titles. The unitised structure of the Qualifications also enables continuing professional development activities to be evidenced and certificated for those learners who may not require the full Certificate or Diploma. These Qualifications have evolved from the Level 2 NVQ in Installing Highway Electrical Systems and have a direct relationship to the NOS. The Level 3 NVQ Diploma in Servicing Highway Electrical Systems and Level 3 NVQ Diploma in Servicing and Commissioning Highway Electrical Systems are competency based qualifications. They are based on NOS which reflect the working practices of highway electrical systems installers and associated equipment installers. The standards were developed by the SSCs and employer representatives from a number of industry organisations. The Qualifications aim to give learners the opportunity to develop their skills and demonstrate competence across the full range of activities that highway electrical systems installers and associated equipment installers need to be able to do as part of their everyday work. Qualifications allow learners to select units which apply to their particular job role. The unitised structure of the Qualifications also enables continuing professional development activities to be evidenced and certificated for those learners who may not require the full Certificate or Diploma. These Qualifications have evolved from the Level 3 NVQ in Electrotechnical Services (Installing Highway Electrical Systems and Associated Equipment) and have a direct relationship to the NOS. 4 Who are these Qualifications designed for? The Level 2 NVQ Certificate in Highway Electrical Systems and Level 2 NVQ Diploma in Highway Electrical Systems have been designed for employees working with highway electrical systems and include the following: Public lighting (installation and maintenance of electrical apparatus and associated structural supports and cabling for highway lighting and traffic signs). Traffic signals (installation and maintenance of permanent traffic control equipment and associated apparatus). The Level 3 NVQ Diploma in Servicing Highway Electrical Systems and Level 3 NVQ Diploma in Servicing and Commissioning Highway Electrical Systems have been designed for employees working with highway electrical systems and include the following: Public lighting (installation and maintenance of electrical apparatus and associated structural supports and cabling for highway lighting and traffic signs). Traffic signals (installation and maintenance of permanent traffic control equipment and associated apparatus). It is unlikely that the Level 3 NVQ Diploma in Servicing Highway Electrical Systems and Level 3 NVQ Diploma in Servicing and Commissioning Highway Electrical Systems will be undertaken by any learners under the age of 18. The Level 2 NVQ Certificate in Highway Electrical Systems and Level 2 NVQ Diploma in Highway Electrical Systems may be offered to learners in the 16-19 age group. The Health and Safety at Work etc Act 1974 requires employers to ensure the health, safety and welfare of their employees at work and for training providers to safeguard learners. Young people under the age of 18 can be exposed to risk when using work equipment due to immaturity, lack of experience or lack of awareness of existing or potential risks. Therefore, young people in this age group will need close supervision. Each of the Qualifications will enhance the ability of personnel to work safely, effectively and efficiently in the work place, reducing unnecessary risks to themselves and others. The Qualifications are intended to be part of the relevant industry apprenticeship framework(s). 5 What are the benefits of undertaking these Qualifications? Learners undertaking these Qualifications will be able to prove their competence in highway electrical systems in their chosen specialism. The Qualifications form part of the requirements for the highway electrical sector scheme for Highways Agency contracts and for installers working on Major Contractor Group or National Contractors Federation sites within the construction sector. Learners who achieve the Qualifications have the opportunity to access further employment opportunities on construction sites and other work environments for which competency is a key requirement. 5
6 What is in the Level 2 and 3 Highway Electrical Systems qualifications? The Qualifications have been devised with the key aim for learners to successfully evidence their competence in highway electrical systems in their chosen specialism. In the Level 2 NVQ Certificate in Highway Electrical Systems, learners must achieve a minimum of 20 credits: 16 credits from the Group A units and a minimum of 4 credits (1 unit) to a maximum of 20 credits (4 units) from the Group B units. Group A: Health and safety and environmental working practices Establish effective working relationships Prepare for the installation and maintenance of highway electrical systems and equipment Group B: Apply surface protection to highway electrical systems Carry out emergency work on highway electrical systems Identify and correct faults in highway electrical systems, equipment and components Install and connect highway electrical systems, equipment and components Install highway electrical infrastructure equipment Maintain highway electrical systems, equipment and components Mechanical maintenance of highway electrical systems and equipment In the Level 2 NVQ Diploma in Highway Electrical Systems, learners must achieve a minimum of 37 credits: 16 credits from the Group A units and a minimum of 21 credits (4 units) to a maximum of 30 credits (6 units) from the Group B units. Group A: Health and safety and environmental working practices Establish effective working relationships Prepare for the installation and maintenance of highway electrical systems and equipment Group B: Apply surface protection to highway electrical systems Carry out emergency work on highway electrical systems Identify and correct faults in highway electrical systems, equipment and components Install and connect highway electrical systems, equipment and components Install highway electrical infrastructure equipment Maintain highway electrical systems, equipment and components Mechanical maintenance of highway electrical systems and equipment In the Level 3 NVQ Diploma in Servicing Highway Electrical Systems, learners must achieve a minimum of 37 credits: 31 credits from the Group A units and a minimum of 6 credits (1 unit) to a maximum of 18 credits (3 units) from the Group B units. Group A: Apply health and safety and environmental legislation and working practices Inspect and test highway electrical systems, equipment and components Maintain effective working relationships Plan and prepare for the installation and maintenance of highway electrical systems and equipment Group B: Commission highway electrical systems, equipment and components Identify and correct faults in highway electrical systems, equipment and components Install and connect highway electrical systems, equipment and components Maintain highway electrical systems, equipment and components 6
There are two additional units that can be used to enhance the Qualification; these cannot be added to the certification for the Qualification unless the minimum number of credits for achievement has already been achieved. Carry out emergency work on highway electrical systems Supervise the work of others The Level 3 NVQ Diploma in Servicing and Commissioning Highway Electrical Systems comprises of eight Mandatory units. Apply health and safety and environmental legislation and working practices Inspect and test highway electrical systems, equipment and components Maintain effective working relationships Plan and prepare for the installation and maintenance of highway electrical systems and equipment Commission highway electrical systems, equipment and components Identify and correct faults in highway electrical systems, equipment and components Install and connect highway electrical systems, equipment and components Maintain highway electrical systems, equipment and components There are two additional units that can be used to enhance the Qualification; these cannot be added to the certification for the Qualification unless the minimum number of credits for achievement has already been achieved. Carry out emergency work on highway electrical systems Supervise the work of others For a full list of units please see Annex A. Annex B provides suggestions from industry on units a learner would register on for occupations within highway electrical systems. 7 Are there any entry requirements for these Qualifications? No. Competency based qualifications are intended for use by learners in the work place and it is not possible to specify with accuracy the Guided Learning Hours (GLH) required for delivery of the Qualifications. The length of time it takes to achieve a competency based qualification will depend on what opportunities arise to generate evidence through work activities. In general, learners can expect to complete a level 2 competency based qualification within six months to a year and learners taking a level 3 competency based qualification can expect to complete within a year to 18 months. The Qualification(s) cannot be completed in less than ten weeks. 8 How long would it take for a learner to complete the Qualifications? The recommended notional learning time for the achievement of a single credit is 10 hours. The Level 2 NVQ Certificate in Highway Electrical Systems is awarded upon the achievement of 20 credits (74 GLH). Sixteen credits will come from Group A and four credits will come from Group B. The Level 2 NVQ Diploma in Highway Electrical Systems is awarded upon the achievement of 37 credits (163 GLH). Sixteen credits will come from Group A and twenty-one credits will come from Group B. 7
The Level 3 NVQ Diploma in Servicing Highway Electrical Systems is awarded upon the achievement of 37 credits (179 GLH). Thirty-one credits will come from Group A and six credits will come from Group B. The Level 3 NVQ Diploma in Servicing and Commissioning Highway Electrical Systems is awarded upon the achievement of 55 credits (285 GLH). Fifty-five credits will come from both Group A and Group B. For each of the Qualifications, the learner s work role and any future development plans, will determine the units they undertake. Some of the units required are mandatory for the title of the qualification/role of the learner Learners may take slightly less or slightly more time to achieve the number of credits required; the size of the Qualification(s) is based upon notional learning time and represents an average rather than a defined number of learning hours. It is important that centres approved to deliver the Qualification(s) give the appropriate time and support to enable learners to achieve. Learners may claim certification for any credit/units they achieve irrespective of whether they have completed the full Qualification(s). 9 My organisation is interested in offering these Qualifications. What do I have to do now? Your organisation must apply to Lantra Awards to become an approved centre for the Qualification(s). If you meet the criteria set in the Application for Centre Approval, Lantra Awards will approve your organisation as an assessment centre, which means that you can offer the Qualification(s). Please select all the qualifications and levels you want to be approved for at this time as you will need another centre approval visit (for which there is a charge) each time you want to add another qualification or level. For example, if you want to offer the Level 2 NVQ Certificate in Highway Electrical Systems and then decide to seek approval for the Level 2 NVQ Diploma in Highway Electrical Systems, a centre approval visit will be needed. In most cases, centre approval visits can be combined with an External Verifier (EV) visit if you simply want to add another level for a qualification for which your centre is already approved. Learners cannot be assessed for any part of the Qualification unless they have been registered with Lantra Awards by an approved centre. Only approved centres can register learners. It is the responsibility of the approved centre to ensure that all tutors/instructors are competent to deliver and assess the units they are teaching. Lantra Awards recommends that all instructors are approved by Lantra Awards or by an equivalent internal system of quality assurance. 10 My organisation is already an approved Lantra Awards training provider. Do I still need to apply for centre approval? Regulations require awarding organisations to approve each centre for specific qualifications, regardless of any other activities that organisation may undertake. 8
11 Quality assurance how are the Qualifications assessed? This guidance is supported by the following: Competency Based Qualifications Information for Centres. Assessment Strategy. This document and those outlined above must be used in conjunction with each other and are available on the Qualification CD. In order to achieve the Qualification(s) learners need to demonstrate that they have met the evidence requirements for the assessment criteria of each of the chosen individual units. For each unit a workbook is available to enable learners to demonstrate they have met the evidence requirements for the assessment criteria. The workbooks are available on the Qualification CD. Evidence will be Assessed by a qualified and occupationally competent Lantra Approved Assessor; internally verified by a qualified and occupationally competent Lantra Approved Internal Verifier and externally verified by a qualified and occupationally competent Lantra Approved External Verifier. Evidence can be gathered using a variety of methods. These methods can be tailored to best suit the learner s situation; however it is mandatory that the Assessor carries out a Direct Observation of the learner undertaking a task or role in the learner s normal place of work on at least one occasion. For these Qualifications learners are additionally required to undertake a practical performance assessment (PPA). For the Level 3, this must take place at an independent assessment centre. For Level 2 other arrangements may be permitted. The Highway Electrical Sector Academy (HESA) administered by the Highway Electrical Association in partnership with Summit Skills, are responsible for the approving, monitoring and standardisation of assessment centres and the PPA. Assessment is scrutinised and confirmed through quality assurance arrangements and standardisation activities. How do centres enter learners for the Qualifications? Learners must be registered, ahead of starting the workbook, with Lantra Awards and centres should complete the QCF Learner Registration Form. Learners who have not been registered will not be certificated. How do centres claim learner certification? The Learner Achievement Record (LAR) should be completed and submitted to Lantra Awards for the Qualification certification to be issued. The LAR is available on the Qualifications CD if additional copies are required. 9
12 What is the cost of the Qualifications? QCF qualification fees are based upon a combined full qualification fee* or individual unit fees depending upon the requirements of the learner. For a current list of all centre approval, learner registration charges and quality assurance costs please access the published fees list. Where required, EV visits and distance monitoring will be charged to the centre at current rates. For a list of current rates please access the published fees list. *A full qualification refers to the minimum number of credits and associated units required to achieve a qualification. 13 What do I do if a learner wishes to enquire about or appeal against their assessment decisions? Lantra Awards has an enquiries policy and an appeals procedure that can be used in these circumstances. There are fees for enquiries and appeals, which will be refunded in full if the appeal is upheld or if a learner s results are changed as a result of an enquiry. See Lantra Awards Policy Document for details. 14 What if a learner loses their certificate? Lantra Awards will issue a replacement certificate if a learner loses the original, provided that the learner can provide proof of identity (for example, birth certificate, wedding certificate, driving licence) and can give details of the centre they were registered with. Lantra Awards will check all claims for replacement certificates against the original certificate claim form. The centre may be contacted for authentication. The certificate will be clearly marked as a replacement. There is a fee for all replacement certificates; contact Lantra Awards for the current fee. 15 Are the Level 2 and Level 3 Highway Electrical Systems qualifications nationally recognised? The Qualifications have been designed as QCF qualifications which fit into the QCF at Level 2 and Level 3. All qualifications within the QCF are regulated in England, Wales and Northern Ireland by the Office of the Qualifications and Examinations Regulator (Ofqual). These Qualifications have been approved by Ofqual and will be listed on the Learning Aims Database. The Qualifications may be offered in Scotland, but are not regulated by the Scottish Qualifications Authority. 16 Is there funding for the Qualifications? Approved qualifications are eligible for funding from either the Young People s Learning Agency or the Skills Funding Agency (or equivalent bodies in Wales and Northern Ireland). The Qualifications are listed upon the National Database of Approved Qualifications and upon the Learning Aims Database. Funding may be available to organisations which meet the requirements of the relevant agency. 10
17 Are the Qualifications available throughout the UK, including Scotland? Yes. Although QCF qualifications are not regulated in Scotland, the Qualifications are available to anyone who wishes to use them. Lantra Awards makes no distinction between centres and learners in Scotland and those elsewhere. 18 Some of my learners have additional needs. What arrangements can be made to support them? Lantra Awards publishes its Equal Opportunities Policy in the Policies Document sent to all centres on approval. Centres are expected to make appropriate arrangements, including reasonable adjustments; these are detailed in the Policy to ensure that learners with additional needs can access assessments wherever possible. The Equal Opportunities Policy covers alternative assessment arrangements which can be made for learners with visual and/or auditory impairment, permanent or temporary physical impairment, specific learning difficulties or dyslexia and learners for whom English is a second language. 19 How do I make a complaint or an appeal? The Lantra Awards Complaints and Appeals Procedures are published in the Lantra Awards Policies Document issued to all approved centres. 20 What do I do if I suspect any form of malpractice in connection with the Qualifications? Contact Lantra Awards with as much information as you can provide about the suspected malpractice and the circumstances surrounding the matter. You should also refer to the malpractice procedure in the Lantra Awards Policies Document for information about how Lantra Awards investigates such cases. 11
