1.1 SCOPE. This section covers the furnishing and installation of Video Surveillance Systems (VSS), including Video Management System (VMS) software, Cameras, and all associated equipment, devices, and controls necessary for proper operation. The Contractor shall furnish the design of the system. 1.2 GENERAL. Equipment and accessories furnished and installed under this section shall be fabricated, assembled, erected, and placed in proper operating condition in full conformity with drawings, specifications, engineering data, instructions, and recommendations of the equipment manufacturer, unless Great Lakes Water Authority notes exceptions. The design of the system shall provide for video surveillance and alarm verification of the areas, locations, doors, gates etc. indicated. The design shall consist of, but shall not be limited to, an analysis of ambient temperatures, noise levels, light intensities, and environmental conditions (wet, dusty, oily, corrosive, hazardous, etc.) in the various areas; selection of the appropriate cameras, housings, video monitors, and video servers; and the design of the necessary wiring and mounting configurations. 1.2.01 Coordination. Contractor shall verify that each component of the system is compatible with all other parts of the system and that all devices necessary for a properly functioning system have been provided. Where two or more units of the same class of equipment are required, they shall be the product of a single manufacturer; however, all the component parts of the system need not be the products of one manufacturer. The system design, equipment, installation, and installation supervision furnished under this section shall be provided by a manufacturer or supplier who has been engaged in the business of supplying this type of equipment for at least 5 years. 1.2.02 General Equipment Requirements. The General Equipment Stipulations in Master Specification Section 01180, Equipment, Materials, Parts, and Tools shall apply to all equipment furnished under this section. 1.2.03 Governing Standards. All wiring and components shall meet the applicable requirements of the NEC. 1

All components installed in hazardous areas shall be listed by Underwriter's Laboratories or Factory Mutual. 1.2.04 Nameplates. Major components of equipment shall be identified with a permanently affixed nameplate bearing the manufacturer's name and address, and type or style and catalog number of the item. Nameplates shall have black baked enamel letters on anodized aluminum plate. 1.2.05 Tags. Keys and locks, where required, shall be furnished with tags bearing stamped identification number. Cable and conduit runs, wiring circuits, and all spare parts supplied to maintain the system shall be furnished with hard phenolic or stainless steel tags. 1.2.06 Power Requirements. Primary power supply to all system components will be 120 volts, 60 Hz, single phase. Contractor shall be responsible for meeting all additional power supply requirements and shall furnish any transformers or other power supply equipment needed. 1.3 SUBMITTALS. Complete wiring diagrams; assembly and installation drawings; detailed specifications; and data covering the design of the system shall be submitted in accordance with Master Specification Section 01080, Project Submittals. Data covering the materials used and the parts, devices, and other accessories forming a part of the equipment furnished shall also be submitted in accordance with Master Specification Section 01080, Project Submittals. The equipment submittals shall include the following: A complete description of all system components, including certification of listing by UL or FM. Complete sequence of operation for all functions of the system. Complete system wiring diagram for all components and interfaces to equipment supplied under other sections or by the Owner. Location drawings for all system components. A listing of the manufacturer's representatives responsible for installation and servicing. Operation and Maintenance Manuals. 2

2.1. Video Management System. VMS Compatibility: Avigilon version 5.8.0.24 or latest version GLWA build Codec: Support HDSM, H.264, MPEG-4 Cameras: IP cameras supported by VMS. Megapixel Cameras: Megapixel cameras supported by VMS. 2.2.01 Cameras. Form Factor: Choices - Box, Bullet, Cube, Dome, Speeddome Compression Level (Image Quality): Manufacturers default compression level. Resolution: 720p, 1080p, 2MP, 3MP, 5MP, 10MP depending on criteria below. Define the main target, pixels per foot and horizontal field of view for fixed cameras: Main Target of Camera: A single point where each specific camera should focus on, e.g., Camera #2 should focus on individuals entering the main double doors in Building B Pixels Per Foot: Doors / License Plates - High quality / identifying people and license plates: 50+ PPF. Gates / Roadways - Moderate quality / easily see that an object (person, car) is there: 25+ PPF. Area Surveillance - Low quality / detection only with analytics: between 5+ PPF. Horizontal Field of View - Widths: double doorway 6 feet, two lanes road 25 feet, detection area 100 feet. Distance from Camera: Based on target, Field of view, Pixels per foot in combination 3

Low Light: Mechanical cut filter or color only; if IR LED is used mechanical cut filter is required. Minimum Illumination:.05 lux Maximum Exposure Setting: 1/30s Bright Light: multi-exposure WDR; electronic or digital WDR is not acceptable Frames Per Second: 5-15 fps Audio: Speaker only. Verify compatibility with VMS. Integrated IR LED smart / adaptive IR and automatic beam-width adjustment required. Video Analytics: Must support advanced real-time analytics (self-learning, teach by example, behavioral, trip line, object tracking) and investigative analytics (people and vehicle appearance search, object tracking, counting.). Motion Detection is not acceptable as video analytics. Outdoor Rating - IP66 or higher Temperature Range - Indoor cameras -2f to +115f. Outdoor cameras -30f to +130f with enclosures. Vandal - IK rating minimum IK10 CODEC: HDMS, H.264 and H.264 profiles, MPEG-4 Multi-Streaming: Optional - dual streams at specific resolution and frame rates Streaming Mode: Variable Bit Rate with a maximum cap Recording Modes: Continuous Recording, Motion Based Recording On Board Storage Size (Minimum): 32GB, 64GB, 128GB,VMS support, SD Card brand / manufacturer SanDisk VMS Compatibility: Avigilon Power Supply: POE, POE+ Auto Focusing: Auto Back Focus 4

Iris Type: Manual Iris or Auto Iris Lens Type: Varifocal Lens Applicable to PTZ cameras only: GLWA-CON-280 Addendum No.2 PTZ Optical Zoom: Minimums - Indoor/small areas 10x or higher, outdoor/large area 28x or higher PTZ Pan Range: 360 degrees PTZ Tilt Range: Minimum of 180 degrees PTZ Form Factor: Dome, Speeddome Integrated IR: Illumination at 500 minimum. Confirmed by field testing only. Target Tracking Automatic with auto-focus 2.2.02. VMS Workstations: Avigilon recommended. 2.2.03. Video Monitors: 4K minimum. Video monitors will be sized according to viewing distance, maximum viewing distance is equal to 1 ½ times the screen s diagonal size in inches. 2.2.04. Video Recorders and Servers: Razberi Technologies, Professional Server Switch, or equal Avigilon recommended. 2.2.05. Power Supplies and Transformers. Power supplies and transformers shall be furnished as needed to provide power to the VSS equipment. Contractor shall be responsible for coordinating cable routing with GLWA staff. 2.2.06. Enclosures. All components supplied as part of the VSS shall be mounted in a NEMA rated enclosure designed for use in the environment indicated on the electrical drawings. All enclosures indicated to be located in hazardous areas shall be FM approved or UL listed for use in the specified environment. All enclosures shall be fitted for direct connection of conduit and shall be designed for wall or column mounting unless otherwise specified or indicated on the drawings. Any special mounting components or brackets shall be provided by CONTRACTOR. 2.207 Camera Demonstrations and Tests 5

1. Prior to the installation of the any Video Surveillance Systems, the Contractor shall set up a partial installation of the proposed design at the site to demonstrate and test the following: a. Field operation compliance to VSS specifications for each proposed camera model. Including but not limited to: Alarm verification, lowlight function, IR illumination function and coverage, wide dynamic range function, pixels per foot on target at specified field of views, PTZ camera presets and tracking function, camera video analytics. b. The demonstration period will last for a minimum of two (2) weeks. During this period the systems will be tested under various conditions and results will be recorded by the system. At the end of this period GLWA will determination if enough data has been generated to evaluate the systems. If enough data is generated the component will be evaluated, if data is lacking GLWA may extend demonstration period. c. Cameras and components not meeting GLWA specifications will be unacceptable and will be replaced with cameras and components meeting GLWA specifications at no additional cost to the Contract. 2. After installation at each location the Contractor shall demonstrate the operational functionality of the system design; including camera views, video quality, video analytics, perimeter sensors and infrared illumination. The following shall be demonstrated: a. A test to verify design requirements shall be performed for a minimum of four (4) weeks after final adjustments have been made. b. System and component operations. c. Views of fixed cameras with infrared illumination during light and darkness. d. The tracking operation of the PTZ camera(s) during light and darkness. f. False and nuisance alarm rates. 6

3. These tests and demonstrations shall be verified by the GLWA Security Project Manager. Contractor shall notify the GLWA Security Project Manager at least 30 days before the performance and acceptance tests are to be conducted. The tests shall be conducted in the presence of GLWA Security Project Manager. Contractor shall furnish all instruments and personnel required for the tests. A complete test report and letter of completion shall be submitted to GLWA Security Project Manager. The testing shall be conducted by, or under the supervision of, a qualified representative of the system manufacturer and shall include each system component and its interaction with other components. Contractor shall submit the proposed testing procedure with the preliminary operation and maintenance manuals. 4. Any modifications to the design needed during the Tests and Demonstrations to meet the Contract requirements shall be done at no additional cost to the Contract. 2.3 CABLE AND RACEWAYS. 2.3.01 Cable. Cable used in the VS system shall be Category 6e cable for cable runs of 320 feet or less, at least 23 AWG size, specifically designed for industrial systems and UL listed for indoor/outdoor installations. All cable runs of more than 320 feet, Fiber Optic cable will be used. All cable required for the system, including 120 volt ac power cable, when indicated, shall be furnished by Contractor. 2.3.02 Raceways. All cable shall be installed in conduit furnished under this section. All conduits, including conduit for 120 volt ac power cable, when indicated, shall conform to the applicable paragraphs of Master Specification Section 16050, Electrical General Requirements. PART 3 EXECUTION 3.1 GENERAL. All work shall be installed as indicated on the drawings, and in accordance with the manufacturer's diagrams and recommendations, except where otherwise indicated. Installation of equipment and devices that connect to equipment furnished under Master Specification Section 01180, Equipment, Parts, and Tools, or furnished by Owner, shall be closely coordinated with the suppliers of the equipment and with Owner. 7

After completion of the installation, Contractor shall clean the site inside and the outside of all VS equipment removed and/or replaced and shall remove all dirt and debris from the site. Contractor shall provide on-site supervision of installation. 3.1.01 Cable. Cable shall be installed as described in the cable installation paragraphs in Master Specification Section 16050, Electrical General Requirements. The system conductors shall be installed in conduits or junction boxes separate from conductors of other systems. Conduit fill shall meet applicable NEC requirements. 3.1.02 Raceways. Conduit shall be installed as described in the conduit installation paragraphs in Master Specification Section 16050, Electrical General Requirements. End of Section 8
