CBO and CBO E Training Requirements: 440 hours of approved professional development Core Classes: If a CBO Certification or CBO E Certification applicant has not completed an approved CBO training program, Core Classes must be taken at an accredited university and must total at least nine semester units (three classes at three units each): Accounting Information and Technology Systems Human Resources/Management Skill Areas: If a CBO/CBO E Certification applicant has not completed a CASBO-approved CBO training program, Skill Area training must be taken at an accredited university or through a CASBO-approved professional development provider. Training in all Skill Areas is required and must total at least 10 semester units or 100 hours: Attendance Accounting Auditing Budget Development and Control Business Service Overview Collective Bargaining Creative Financing and Entrepreneurship Facility Planning and Construction Food Services and Child Nutrition History of California Finance Institution of Education Leadership and Strategic Planning Legal Aspects and Hands-on Accounting for Student Body Organizations (ASB) Maintenance and Operations Pupil Transportation Purchasing and Warehousing Risk Management School Finance School Law Electives: If a CBO/CBO E Certification applicant has not completed an approved CBO training program, Electives must be specifically approved and taken at an accredited university or through an approved professional development provider. Elective training must total at least seven semester units or 70 hours. Suggested topics include: Education Theory and Learning Educational Philosophy Business Administration Relevant Research and Thesis Topics Any topic listed in Core Classes or Skill Areas (that has not already been used to satisfy another requirement) Add the E for Experience and Education: CBO E Certification applicants must show proof of a minimum of five current, consecutive years of CBO experience and a bachelor s or graduate degree from an accredited university 2

CBO E Online Application Checklist for Initial Certification Training: I have completed 440 hours of approved professional development. I am prepared to upload all certificates of completion for my training program and/or classes attended, program transcript for any university training program or Candidate Assessment Form for the FCMAT Mentor Program. Experience: I have a minimum of five years of current, consecutive CBO experience. I am prepared to upload a completed, signed Proof of Employment Form (see Page 6-7) and list my employment history details. Education: I have a bachelor s or graduate degree from an accredited university. I am prepared to upload a certified copy of my university transcript, showing proof of graduation. If I have not completed an approved CBO training program, I am prepared to highlight courses took for Core Class requirements on my transcript: Accounting, IT Systems, HR/Management. References: I have two letters of reference. I am prepared to upload one personal letter and one professional letter. Personal letter: written by an acquaintance or colleague with personal knowledge of my character and may answer questions like: Am I honest, courteous, honorable, confident, involved in the community? Do I have integrity or work well with others? Professional letter: written by a superintendent or supervisor with knowledge of my professional strengths and may answer questions like: Do I exhibit professionalism and competence? Do I have solid work ethic? My letters are no more than three months old and are not written by a relative or a training program mentor. Payment: CASBO individual members $200 / Non-members $400 I am prepared to make payment by credit card OR mail a check to the CASBO office. 3

CBO Online Application Checklist for Initial Certification Training: I have completed 440 hours of approved professional development. CBO and CBO E Online Application Checklist for Certification Renewal Training: I have completed 50 hours of approved professional development in a 4-year period. I must have completed a minimum of 10 hours per year during my certification term. I am prepared to upload all certificates of completion for all classes attended. If I have attended CASBO s Annual Conference, CBO Symposium or CBO Boot Camp(s), I am prepared to upload a completed, signed CASBO Event Self-Certification Form (See Page 11) I have completed a minimum of 25 hours in School Finance, plus a minimum of 25 hours balanced across the other disciplines: Accounting, CBO, Child Nutrition, Facilities, Human Resources, Maintenance & Operations, Payroll, Purchasing, Risk Management, Technology and Transportation. I have contacted certification@casbo.org in advance for approval of workshops not directly related to the above disciplines. Payment: CASBO individual members $100 / Non-members $200 I am prepared to make payment by credit card OR mail a check to the CASBO office. 5

Proof of Employment Form CBO E Certification The purpose of this form is to verify the employment/experience of an individual applying for CASBO s CBO E Certification. Please print, complete and sign this form; then scan and upload during the application process. Attendance Accounting - Includes not only the preparation of all state-required forms, but also an understanding of the intricacies of the relationship between income and student attendance. Auditing Includes familiarization with both the state auditing requirements and methods to avoid being out of compliance. Budget Development and Control Includes the preparation of a district budget that has been approved by the school district Board of Trustees. Business Services Overview - Includes broad experience in all the areas supervised by a typical CBO, including such skills as the ability to effectively organize and manage a group of people. Collective Bargaining - Includes preparation or the supervision of the preparation of materials and information as requested by a Board of Trustees or Superintendent. Creative Financing/Entrepreneurship Includes a knowledge of methods of financing projects, both public and private to ensure the district has reviewed all of the known financing options available during decision-making processes. 6

Facility Planning and Construction Includes experience in financing, bonding and other revenue generating methods, planning and construction of district modernization and growth projects is necessary. Food Services Includes a basic knowledge of the funding and delivery of food services to students. History of California Finance Includes a general knowledge of how the current method of public schools financing is developed from the passage of the revenue limit concept, SB 90, to the present. Human Resources/Management Includes a demonstrated ability and knowledge of human resources, personnel and management techniques. Information/Technology Systems Includes the ability to supervise the planning and installation of information and technology systems. Institution of Education Includes a knowledge appreciation of what teachers and administrators need to be effective at the school sites and sensitivity to those needs is necessary for appropriate decision-making. Leadership/Strategic Planning Includes demonstration of effective leadership qualities as well as the ability to develop and implement long-range plans. Maintenance and Operations Includes knowledge of M and O and experience supervising a maintenance and operations department. Pupil Transportation Includes knowledge of pupil transportation and experience supervising a pupil transportation department. Purchasing/Warehousing Includes knowledge of purchasing and warehousing laws and practices as well as experience in these areas. Risk Management Includes a general knowledge of risk management principles and laws and their relationship to the welfare of employees and implications for the district. School Finance Includes all aspects of school finance needed to operate as a CBO in a typical California district. School Law Includes a broad knowledge of the California Education Code, how to access it, gain clarification when necessary, and apply the statutes to everyday decision-making. Practicum Substitution Form CBO Certification The purpose of this form is to verify an individual s experience or training necessary to satisfy the practicum requirement for CASBO s CBO Certification, assuming the applicant did not complete a CASBO-approved CBO training program or fulfill the requirement with a four (4) unit college course. CASBO Event Self-Certification Form The purpose of this form is to verify continuing education units (CEU) earned by CASBO Certification renewal applicants at CASBO Annual Conference, CASBO CBO Boot Camp(s) and CASBO CBO Symposium. Instructions: Simply fill out all workshops attended and submit it with the certification renewal application. Applicants may earn up to 10 hours CEU for attendance at Annual Conference, Boot Camp(s) and Symposium. Hours are equivalent to clock hours per session; For Annual Conference, workshops are typically 45 minutes, which count as 0.75 hour, and General Sessions count as 1.5 hours.
