What is the HGC ISP Bandwidth Aggregation Program? ISP Bandwidth Aggregation is a strategy often employed by organizations to lower costs and improve service delivery by pooling demand for services or goods. In this context, it is specifically about combining the demand for telecommunications services across NGOs in one or more specific geographies. InsideNGO and NetHope s first connectivity demand-aggregation program is being implemented with Hutchinson Global Communications (HGC). Who is Hutchinson Global Communications (HGC)? Hutchison Global Communications (HGC) is a well-established international telecommunications operator. HGC s core assets are throughout Asia and Europe. Why are InsideNGO and NetHope partnering with HGC? Since the inception of each organization, affordable network connectivity has been a priority as well as a constant problem for virtually every member. While the interest has been high, members have faced two key barriers to addressing this need in past: 1. Project management capacity: Given the decentralized nature of the member organizations, members have not had the internal capacity or resources to identify, coordinate, aggregate, and manage member telecom needs. 2. Partner interest: Few companies have shown sufficient interest in supporting the management of a demand aggregation effort until now. HGC s telecommunications expertise and NGO commitment will help members to overcome these barriers and provide new options on a global scale. 4
How was HGC selected by InsideNGO and NetHope? HGC was recommended to NetHope by Catholic Relief Services (CRS). Helen Keller recommended HGC to InsideNGO. After months of discussion and evaluation, it became clear to both organizations that HGC has the capabilities and service mindset to be the first demand-aggregation partner. Aggregation Program Questions from NGOs What kind of discounts can be realized with HGC s NGO Group Buying Program? Currently we are experiencing 25%-50% off of retail rates. As more NGOs participate, the rates will continue to go down. What is the process to review the solutions and pricing for our offices in Africa? To participate in our buying program you simply send us the exact location address or GPS coordinates along with desired bandwidth. We will provide a comprehensive analysis of all available solutions along with pricing for each location. You choose the offices that you would like to participate in the programs and place your order. Do we manage this on an HQ level or would country offices be point of contact and they can run with it? HGC can work with each NGOs country office(s) directly or at the HQ level. How does billing work? HGC can bill your local in country offices or to your HQ office, whichever you prefer. What kind of bandwidths can we expect? 1m to 500m 10

To be a part of the Bandwidth Aggregation program, are all of the member NGOs a part of the same agreement or do we do something like mention InsideNGO/ NetHope" and get a discount? Each member will have their own contract with HGC for each location. Our discounted Bandwidth Aggregation program is exclusively for members of InsideNGO and NetHope. We are currently under a contract with our existing provider. Can we still participate in the program when our contract expires? Yes Is this a full service company (so they will come out and install the needed routers etc.?) Yes, HGC is a full service carrier that contracts the local in country ISPs to provide the services including cabling, routers and WAN/LAN support. What additional countries will be in the next phase of the program? Currently HGC has 23 countries in Africa as part of the Bandwidth Aggregation program. In the next phase (mid-march) we will add Botswana, Burundi, DRC, Senegal, Swaziland, and Rwanda. 11

How does Pledging Our Bandwidth Work? Pledging bandwidth is when an NGO likes the pricing and solution in the aggregation program. The NGO would Pledge their bandwidth in a specific country/city that is in the program by emailing Robert Anderson of HGC. Example: XYZ.org has 5 offices total, 3 in Dar es Salaam, Tanzania. Currently the internet services for each office is not in a contract with the local ISP. When XYZ.org pledges Internet Services for the 3 offices in Tanzania to the HGC Aggregation Program, the overall Tanzania internet services will experience a large discount automatically (ranging from 25%-35%). At the same time, ABC.org has 2 offices in Dar Es Salaam, Tanzania and has decided to pledge both offices for the program. Not only does ABC.org experience a large discount, but due to their participation both ABC.org AND XYZ.org experience deeper discounts. 13
