Process Overview We will be transferring the CT platform, deliverables and project artifacts To succeed by November, Maryland will have to accept the system asis with only minor retrofitting for branding, notices, interfaces (including with carriers and with the Medicaid system), and to accommodate Maryland specific rules Stakeholder Kick-off held 4/8/2014. Carrier kick-off will be scheduled in the next two weeks First task will be a fit gap analysis using conference room pilots Pilots will be broken out by functional area and started 4/10 The focus will be on changing only those items that we must. This means We will need to adjust business processes Parking lot anything that is a nice to have not a need to have 2
Process Overview We requested DHR, DHMH and MBE their best experts across policy and operations to participate in the sessions We have call center representatives and CE representatives Participants will need to prioritize this effort over other work dates will be set and cannot change Participants will need to follow the guidelines changes only for those things that are legally required and must be able to think outside of the current process that will change Carry information back to the larger group to share, and help each group think about how operations and business process may need to be adjusted The timeline for the project is aggressive must be tightly managed 3

Objectives and Scope Objectives Deloitte will work with Maryland Health Benefits Exchange (MD HBX) to transfer the Access Health Connecticut Health Benefit Exchange (CT HIX) solution by performing a Fit-Gap Analysis to ensure alignment of the CT HIX solution to all applicable Maryland state laws The Project solution will be implemented in three releases: Release 1 includes a Plan Management (PM) functionality which enables efficiencies in plan certification for plan year 2015 Release 2 includes a Eligibility and Enrollment (E&E) functionality which transfers citizen self-service features and Exchange worker portal features from the Connecticut solution to satisfy MAGI Medicaid provisions Future Releases includes other Maryland specific features Scope for Release 1 and Release 2 Transfer Plan Management (PM) functionality and enable efficiencies in plan certification for plan year 2015 from Connecticut solution Transfer Eligibility and Enrollment (E&E) functionality, citizen self-service features, and Exchange worker portal features from Connecticut solution Include branding, interfaces, notifications, and regulations specific to Maryland 9 2014 Deloitte Global Services Limited

What about the current HIX The current HIX will continue to be used Through 4/18 we will take special enrollments as well as anyone that self attests that they were unable to get through by 3/31 due to technical difficulties Post 4/18 only special enrollments Functionality for life events is scheduled to be completed by May 3 rd After the May release, the focus will be on a smaller team that Produces reports and metrics Performs maintenance and operations Prioritizes and fixes defects Supports operational needs When the upgraded system comes live, the current HIX will be retired 11
