Executive Summary The National Organization of Black Law Enforcement Executives (NOBLE) utilizes the expertise of its members to lead in the development of strategies to develop community partnerships to help reduce violence, delinquency, crime and help citizens improve the quality of life in their neighborhoods. NOBLE members have taken a leadership role to impact law enforcement policies and criminal justice procedures that ensure equity in the delivery of service to the public they serve. NOBLE is an incorporated 501 3 non-profit organization with more than 3,000 members and over 50 chapters worldwide. Our membership represents chief executive officers and command-level law enforcement officials from federal, state, county, municipal law enforcement agencies, and criminal justice practitioners. The combined fiscal budget oversight of our membership exceeds $8 billion. NOBLE is committed to instilling pride in the profession by fostering diversity at all levels of law enforcement leadership. NOBLE also strives to restore respect for law enforcement officials by reaffirming the ethics and integrity of the profession and addressing matters of misconduct within the law enforcement community. NOBLE accomplishes these goals through training, research, community outreach, and by personal example. NOBLE has created programs designed to institute change in the lives of youth and adults in an environment where they are cultivated and motivated to thrive. Committed to a holistic approach, our signature programs are in the areas of Mentoring, Education, Leadership Development, and Safety. 3

Brief History of NOBLE Then The National Organization of Black Law Enforcement Executives (NOBLE) was founded in September of 1976 in Arlington, VA during a three-day symposium to address ways to reduce crime in low income areas. The initial gathering was sponsored by the Joint Center for Political Studies, The Police Foundation, and the Law Enforcement Assistance Administration. The attendees of this symposium were African-American law enforcement executives that represented over fifty major American cities. These pioneers in the upper ranks of law enforcement saw the need to leverage their leadership roles in creating policy and standards. Now The National Organization of Black Law Enforcement Executives (NOBLE) serves as the conscience of law enforcement by being committed to Justice by Action. NOBLE has over 50 chapters and represents over 3,000 members worldwide that represent chief executive officers and command-level law enforcement officials from federal, state, county, municipal law enforcement agencies, and criminal justice practitioners. NOBLE serves more than 60,000 youth through its major program components which include: Mentoring, Education, Leadership Development, and Safety. Our history spans 40 years and our reach spans the world! 4

Mission & Vision of NOBLE Mission To ensure EQUITY IN THE ADMINISTRATION OF JUSTICE in the provision of public service to all communities, and to serve as the conscience of law enforcement by being committed to JUSTICE BY ACTION. Vision Statement The goal of NOBLE is to be recognized as a highly competent, public service organization that is at the forefront of providing solutions to law enforcement issues and concerns, as well as to the ever-changing needs of our communities. The basic tenets of our founding members still ring as true today as they did 40 years ago. 5

Annual Training Conference July 28 August 1, 2018, Hollywood, FL NOBLE s Annual Training Conference and Exhibition is a gathering of leaders from across the world that encompasses law enforcement, corporate, government, education, and civic industries. Over 2,000 attendees will participate in training workshops, youth leadership training, business meetings, regional caucuses, plenaries, community outreach, networking sessions, and award celebrations. 6
