Introduction The Pemex Supplier Registration and Evaluation System managed by Achilles is critical to achieving a reliable, transparent and efficient supply chain, providing purchasing areas across PEMEX access to accurate and current information about suppliers, as well as enabling them to effectively assess their capabilities to meet the requirements of the Pemex business. The system supports a faster and more agile gathering of supplier information. Working as an independent and impartial third party, Achilles is responsible for the gathering, checking, validation and maintenance of all our supplier data, including important certification and other documentation. All data is hosted in a secure online environment that can be accessed by all parties 24/7. This document is an easy step-by-step guide for suppliers to begin and complete the registration process. The platform works online, so you will need to be connected to Internet in order to proceed. To ensure the best possible experience, we highly recommend that you access the Supplier Registration and Evaluation System using Mozilla Firefox or Google Chrome. Pemex Supplier Registration and Evaluation System Registration process The system comprises two levels: 1) Basic Registration (applicable to all suppliers) Every supplier must complete the basic registration questionnaire that captures fundamental information about their company, the products and services supplied to their customer as well as information related to their business relationship with their customer. Suppliers have 60 calendar days to complete and finish the registration process from end to end. Please note: if you do not complete this in this time frame, your data will be deleted from the system and you will be required to start the registration process again. 2) Extended Registration (based on the risk profile of your company) Based on the risk profile of your company, determined by the type and volume of products and/or services provided to Pemex, as well as the total annual contracts value with Pemex, some suppliers may be required to provide additional information about their organisation, including information related to financial, quality, health & safety as well as Corporate Social Responsibility (CSR) compliance. In this case they will have to complete an additional questionnaire. The Extended Registration process is subject to an annual subscription fee that is payable directly to Achilles. This fee covers the cost of the extensive data checking and validation that is required, as well as system maintenance and upgrades. Suppliers have 30 calendar days from point of payment to begin the process and a further 60 calendar days to complete it. After that, all information will be deleted and the supplier will have to pay the fee again and commence the registration process again from the start. 3

Basic Registration Pre registration form To begin the process, go to Pemex website (www.pemex.com) and in the section Supplier relationships, select Suppliers registration and then Register. You will find links to begin your process at the end of that page. The link will take you to the first step of the registration process: 4

Choose this option if you don t have a registration code Choose your language To begin the process, you will need to enter the registration code that has been provided by Achilles via email. If you don t have a registration code, choose the option I don t have a registration code at the bottom of the page. The next page will show you the About you section. Here you will be asked to provide basic contact information. This information will form the main point of contact for the Achilles System. Please be sure to enter the correct information since all communications regarding the system will be sent to the listed contact. Once all the information has been completed, please, click on Continue to save all the information you have entered, and to progress to the next section. Remember that all the fields marked with asterisks are mandatory and they need to be completed in order to continue with the registration process. 5

In the next section, you will be asked to provide general information about your company. The process is similar to the one described in the About you section. After this section is completed, the next step will be to provide information about the products and/or services you currently provide and / or would like to supply to Pemex. It is important that you use this opportunity to demonstrate your full capability to supply to maximize potential business opportunities. Products and Services Tree Search tools To select products and services, you will need to drill down to the right product level using the data tree. You will find 3 levels: top category, sub-category and product/service. If you click on the + sign, you will be able to open up the top and sub-category in order to choose the products and services in the 3rd level. If you choose to, you can also find products and / or services using the Search tool simply enter keywords to search. This will bring up all the products/services that include the keyword you have entered. The system does not recognize foreign characters so please keep that in mind when entering your keywords. Finally, you can add or remove selected product codes. When you select a product, this will be shown on the right hand area. To remove, simply click on the trash (bin) icon. 6

After selecting the products and services, please click on Continue. This will take you to a summary page where you will be able to check all the information entered. Once you click Continue on this page, you won t be able to go back. However, if you need to change or update your information, simply contact the Support Centre and request help with editing your data on the system. At this point, your pre-registration is complete. The next step is to continue with the Basic Registration. To be able to do this, you will need to create a user and password. Please, select Set up login details and you will be taken to the Basic Registration platform. This step is to create your user credentials correctly. If you don t perform this action, all the information provided will be lost. Click here to create your user and password 7

Basic registration - Questionnaire After finishing your pre-registration, you will be taken to the Basic Registration questionnaire. Please choose your password. You will need this in order to be able to log into the system in the future to view and/or edit your registration questionnaire. Next, you will be asked to provide personal information (memorable dates/words/ information) in order to be able to recover your password if required. 8

Once you have created your user credentials, you will be able to access your personal dashboard: Main menu Notifications panel Main Menu Here you will find My Settings and Manage Users were you will be able to perform the following actions: Contact details: See and edit your contact details Access: Details login information for the platform Security: Modify your security questiones User name and password: Modify your user name and password Preferences: Change your language preferences 9

Shows all the people associated to your company. Here you will be able to create, delete or change passwords for all users. To continue with the registration process, you will need to select Basic Questionnaire from the home page. Click on Edit from the home page dashboard. The questionnaire will have pre-populated any information that you entered on the pre-registration form. You can move from section to section within the questionnaire by clicking on the tabs on the top left-hand side of the page. Questionnaire Sections Language options 10

The questionnaire has the following sections: Company information Contact details Products and services Financial information Management systems Pemex Specific Questions You can access each of the sections by clicking on the relevant link. An icon indicates the completion status of each section: Completed all information has been provided Partially completed there is information missing Not yet completed - no information has been provided While you complete the questionnaire, you will notice that some of the questions are mandatory. You will not be able to submit your information for data validation without all mandatory fields first being completed. Please complete as much information as possible to ensure buyers have as much information about you as possible, and to create a complete profile of your company. Creating information sets: Within the section of Products and Services, you have the option to provide information regarding the geographical coverage for the products / services you supply. This information can be provided by creating information sets. Information sets can record multiple data under one name, making them available every time the same information is requested. As an example, if you want to indicate that you provide services to Mexico and other countries in the region, you can create the information set called Mexico and LatAm and include all the countries you are able to supply to. Every time this information is requested, you simply select the relevant information set, which avoids you having to select each country individually again and therefore saves you time. Although the questionnaire is automatically saved when you move from page to page, it is recommended good practice that you use the Save button on each page. The button is situated on the top right-hand section of each page. For security reasons, the time limit in standby mode is restricted to 20 minutes. If you work on a page for a longer period time, we recommend you save at regular intervals to avoid losing the information you have already entered. On each page, you will find a Submit button. This will not be available until all the mandatory questions have been completed. Once you click on the Submit button, your information will be sent to Achilles for data checking. Once the data has been checked and validated, it will be made available to Pemex. You can modify your answers at any point in time; however, remember to re submit your information after changing the information so it can be checked and validated before being made available to Pemex. After your questionnaire has been successfully validated, you will receive an e-mail notifying you that the registration process has been completed. If any inconsistencies or issues are found with your data as part of the data validation process, you will receive an email listing the issues raised and requesting that you login back into the system to address these before your data can be published and made available to Pemex. Based on the information you have provided and the criticality of the products and / or services you supply to Pemex, you may be asked to complete the Extended Registration process. You can check the status of your questionnaire by logging into the Achilles System. You will find the status on the dashboard. If you have questions, you can contact the Achilles team (see Support Centre information). Once your questionnaire has been validated and published, the registration process for your organisation is finished and you can now log into the system and download your certificate from the Supplier Section / Certificates. The certificate shows that you are registered as a supplier. Supplier section: This section will be shown once your questionnaire is completed and published. Click here to download your certificate 12

Extended registration Those suppliers identified as critical by Pemex, either because they provide a certain type of product and/or service or due to the annual contracts value with Pemex, will be invited to complete the Extended Registration process. In this extended level, suppliers will be invited to complete an additional questionnaire and to provide further information and documentation related to financial, products and services, quality, CSR and health and safety aspects. Pre registration form To begin the process, you will receive an e-mail with a link, which will take you to the Extended Registration page. If you don t receive this e-mail, please, contact the Support Centre (see information at the end of this user guide). Click here if you don t have a registration code Language chooser On the home page you will be able to select your preferred language to complete the questionnaire in. To begin the process, please, enter the registration code contained in the email that was sent to you by Achilles. If you haven t received that e-mail, click on the link I don t have a registration code. The next page will ask you to fill in your contact information. Once you have completed this, click on Continue. If you have already completed the Basic Registration process, any information you provided there will automatically be prepopulated, which will speed up the registration process. 13

The system will take you to the registration page, where you will need to enter the user name and password created during the Basic Registration process. If you don t remember them, click on I don t remember my password and you will be sent information on how to reset your credentials. Click here to restore your password If you want to create a new company profile, you will first need to complete the Basic Registration process. For further information about the process, see the section Basic Registration of this manual. 14

To continue with the Extended Registration process for an existing company profile, please, select the relevant profile. The system will ask you to validate any content that has been pre-populated from your Basic Registration. Go through each screen, checking and modifying the information as required. When you reach the Product Selection you will be asked to check these are correct as they will have been prepopulated based on the information you provided in the Basic Registration. If not, you can amend these. The number of products and /or services you select for your business will determine the level of annual subscription fee (tier) you will be required to pay. If you already know the number of product codes you wish to supply to Pemex, you can select the subscription level directly. Once you have completed the Product Selection section and have determined the level of subscription you are required to pay, continue to the next screen. Search tool Products and services Tiers Next, you will see a summary page where you will be asked to check the information previously entered. Once you press Continue you will not be able to go back. However, you can always update or change your information by contacting the Support Centre. 15

Fee to be paid according to your company incomes and Q of products/ services selected To be able to continue with the process, you will need to pay the annual subscription fee to Achilles, which covers the cost of data validation, system maintenance and upgrades. You can make a payment using the pro forma invoice. The annual fee is defined by the size of your company, your country and the quantity of products and/or services offered. Once Achilles has received payment, you will be given access to the questionnaire for the Pemex Extended Registration process, where you will be able to provide the remaining information. 16

Extended registration questionnaire To complete the Extended Registration questionnaire, log into the Achilles System with your user name and password. You will receive the link to the login via e-mail. If you don t receive this e-mail, please, contact our Support Centre. Once you login with your user and password, you will access your personal dashboard. There you will find a general dashboard and a notification panel. Shows all the users related to your company. In this page, you will be able to create, delete or change the password of each user. To continue the registration process, please select the Extended Registration questionnaire from your home page. You can access it by clicking on Edit. The information you have already provided in the Basic Questionnaire will automatically be pre-populated. You can access each section of the questionnaire by clicking on the section headers in the left-hand column. Questionnaire sections Language chooser 18

An icon indicates the completion status of each section: Completed all information has been provided Partially completed there is information missing Not yet completed - no information has been provided Some questions are mandatory and the questionnaire can t be submitted until all mandatory sections have been completed. We recommend you complete as many questions as possible to ensure that buyers have a complete view of your company. Creating information sets: Within the section of Products and Services, you have the option to provide information regarding the geographical coverage for the products / services you supply. The certificate shows that you are registered as a supplier in the Community. Supplier section: It will appear in your menu once your information is validated and published. Click on this link to download your certificate. 20
