Integrated Services Digital Network is a public network-based set of communications services that make it possible to send, receive, and modify information using regular telephone lines. These services are based on the National Integrated Services Digital Network (ISDN) standards. ISDN provides end-to-end digital communications and gives the ability to transmit data and voice over the same telephone line simultaneously (a user can send information from a personal computer and talk to the person on the other end of the line at the same time.) This functionally is provided via channelized transport facilities. The ISDN architecture consists of digital central office switching systems which connect ISDN lines to customers premises. B. Regulations and Conditions 1. Unless specifically exempted, ISDN shall be subject to all general regulations applicable to the provision of service by CC Communications as stated in the general tariff. 2. ISDN is provided at the option of the Company. These services are furnished subject to central office switching capacity, capability, and the availability of outside plant facilities. a. The availability, functionality, and capabilities of ISDN may vary, or may not be available, dependent upon type of serving central office switch, related software ontrolling that switch, and associated outside plant facilities. (1) Where facilities are not available, or unusual expenditures are involved in making them available, the customer may be required to pay additional charges to cover the unusual expenditure, or to contract for services beyond the normal service term, or both. 3. Pricing and Regulations in this tariff do not pertain to customer premise equipment and installation. 4. Payment for Service a. The minimum charge period for services provided under this tariff is for one month. b. The customer may choose to pay for the service on a month-to-month basis or under a ICB contract plan. A month-to-month customer may, at any time, convert to a ICB contract plan.

The monthly rate for customers choosing the ICB period plan is guaranteed against CC Communications initiated changes during the selected service contract period. d. Subsequent additions will be rated under a new ICB contract or added to an existing contract, based upon the remaining period of the initial contract. e. Temporary suspension of service is not allowed. f. Contract Renewals and Termination Liabilities (1) At any time during their contract period customers may change to a new ISDN service contract, provided that the new contract is for a term equal to or greater than the time period remaining on their current contract. The new contract becomes effective upon execution. (2) If the service is canceled by the customer after installation of the service, but prior to the completion of the service period, the customer shall be obligated to pay a termination liability charge. The charge will be the difference between the contract rate and the non contract rate for the number of months that the service was in place. This applies to the Installation charges, monthly charges and usage charges. These charges shall be due and payable in their entirety immediately upon such termination. 5. Billable Call Treatment a. Normal toll charges shall apply to calls that are made outside of the Local Service Area. b. ISDN customers who use the Call Transfer features are responsible for the payment of any applicable charges for each billable call connected via these features over the public network. The charge is applicable to each call answered, including the Call Forwarding setup call. It also applies to collect and person-to-person calls, which may be refused at the answering station. 6. CC Communications shall not be liable for any loss or damages arising out of error, interruptions, defects, failure, or malfunctions of ISDN or associated equipment. Damages arising out of such interruptions, defects, failures, or malfunctions of the services after CC Communications has been notified, and has reasonable time for repair, shall in no event exceed an amount equivalent to the charges made for the service affected for the period following notice from the customer until service is restored.

Compatible customer premise equipment is required to utilize ISDN and shall be such as not to interfere with any of the services offered by the Company. All equipment used to interface with these services is required to conform with National ISDN guidelines as referenced in the following specifications: Document Number SR-NWT-OO2661 SR-NWT-001953 Description National ISDN Generic Guidelines for ISDN Terminal Equipment on Basic Rate Interface Generic Guidelines for ISDN Terminal Equipment on Basic Access Interfaces 2. This tariff for ISDN does not include terminal equipment on the customer s premises. Terminal equipment may be sold or leased separately by CC Communications (under a separate contract), or may be provided by the customer. 3. The customer is responsible for providing the power required for any and all customer premise equipment connected to an ISDN line. CC Communications shall not be responsible if changes in any of the equipment, operations, or procedures of the Company utilized in the provisioning of ISDN render any facilities provided by the customer obsolete or require modification of such equipment or system, or otherwise affect its use or performance. 4. Customer provided equipment and facilities shall be operated in such a manner as not to endanger the safety of Company employees or the public, or otherwise interfere with the public use of Company services. 5. Upon notice from the Company, that the equipment of the customer is causing, or is likely to cause hazard or interference, the customer shall make such changes as may be necessary to remove or prevent such hazard or interference. When immediate action is required to protect the Company s facilities from hazards caused by customer provided equipment, the Company may immediately take such action as is necessary without prior notice to the customer. As soon as possible, after such action is taken, the Company will inform the customer of the nature of the hazard, and the type of remedial action required by the customer. 6. The customer indemnifies and saves the Company harmless against claims for libel, slander or infringement of copyright arising from the improper use of material transmitted over its facilities, and against claims for infringements of patents arising from combining with or using in connection with, facilities of the Company, apparatus or systems of the customer, and against all other claims arising out of any act or omission of the customer.

The Company has the right and option to check the output of any equipment used in the transmission of signals to and from the customer premises for this service. This includes Company provided facilities or other companies facilities used in conjunction with provision of ISDN service, such as customer-provided equipment. 8. The Company will notify the customer of any deviation from the authorized transmissions or specifications established of the service. D. DIRECTORY NUMBERS 1. Primary Directory Number - Each ISDN B channel may include a single primary telephone directory number. On a given 2B+D ISDN line, calls are routed to the appropriate terminal device based on the type of call presented to the ISDN line. II. PRIMARY RATE INTERFACE (PRI) A. Description of Service 1. Primary Rate Interface (PRI) will be delivered to ISDN capable Private Branch Exchange (PBX) Systems, Host Computers and Local Area Networks (LANs). 2. PRI is provided by way of T-1 Span access which is comprised of 24 channels with a total bandwidth capacity of approximately 1.544 mbps per seconds. 3. Under Standard T1 Transmission, 8 kbps of each of the twenty-four 64 kbps channels is reserved for signaling and control functions. With PRI, all signaling resides on a separate channel leaving 23 Bearer channels with full 64 kbps capacity available to the end user for bandwidth control. B. Technical Specifications 1. Bearer Channel a. A Bearer Channel has the capability of carrying standard video or digital data up to 64 kbps per second. b. A Bearer Channel provides access to a variety of circuit switched communication services which have common characteristics.

PRI permits both Local Exchange and Carrier Services to be aggregated over one path whose use is determined on a Call by Call basis. 2. Signaling Channel a. A signaling channel carries signaling information for circuit switching needs of the ISDN Bearer Channels. b. One signaling D channel is a service requirement. A second signaling channel may be added at the option of the customer. The charge for the signaling service is based on the number of associated bearer channels. c. The signaling channel includes call set up and call tear down and Calling number identification. III. BASIC RATE INTERFACE (BRI) A. Description of Service 1. ISDN BRI is an optional service arrangement that can be used in conjunction with a customer s residential service or individual business line. It uses the ISDN architecture to provide the customer with the capability to transmit voice and data simultaneously over the same digital line. 2. An ISDN BRI arrangement obtains its capabilities from an ISDN-capable, CC Communications central office switch. The BRI ISDN arrangement provides two communications channels (but using only one physical line) between telephone (or computer, fax machine or other equipment) and the digital central office. These channels are called Bearer, or B Channels. Another channel, called the Delta or D Channel, is used for signaling purposes and in some applications can be used for low speed packet data communications. The complete BRI ISDN line is known as 2B+D.

B Channel - The B Channel is a bi-directional synchronous channel capable of supporting digital transmission speed of 64 kilobits per second (kbps). Each B Channel will be configured in the following way: (1) Alternate Circuit-Switched Voice/Data - Allows the user to originate and receive either voice calls or data calls over a single circuit-switched B Channel, but not simultaneously. b. D Channel - The D Channel is a 16 kbps digital signaling channel that carries signaling and control for the B Channels. 3. All ISDN lines consist of central office facilities (including outside plant facilities) extended from CC Communication s switching equipment to the customer s demarcation point. B. Technical Specifications 1. Transmission The standard transmission parameters for an ISDN line utilizing a Basic Rate Interface (BRI) consists of: A maximum of 38.5db loop loss at a 40Kz test tone terminated into a 135 ohm impedance. The 38.5db loss includes all central office facilities, outside plant facilities and inside wiring. IV. DESCRIPTION OF CHARGES A. Federal Subscriber Line Charge 1. End User Common Line (EUCL) Charges: ISDN is subject to Federal Communications Commission (FCC) End User Common Line (EUCL) charges under the rates and application rules specified by the FCC. The customer shall be liable for all adjustments to the EUCL as mandated by the Federal Communications Commission (or by any regulatory body or commission or court of competent jurisdiction).

Software reconfiguration charges after the initial line installation are applicable when a change is requested to an existing installed service. 3. At CC Communication s discretion, the non-recurring service establishment charges may be reduced or waived during promotional campaigns and/or as a part of customer negotiations. C. Monthly Recurring Charges a. The Monthly recurring charge for ISDN consists of the following elements: 1. Access and Communications Channels a. Service Element b. Usage Charges 2. Circuit Switched Features b. Monthly recurring charges are applicable to all bearer channels regardless of actual number of bearer channels in use. D. Circuit Switched Features 1. Clear Channel Capability A characteristic of the transmission paths on the B Channels that allows the full bandwidth of 64 kbps to be available to the customer. It is also possible to bridge two B Channels together to achieve data transmission speeds of 128 kbps. However, ISDN interconnection to or through non-isdn equipped central offices will potentially be subjected to analog transmission or subrated to kbps per channel.

Flexible Call Offering This feature allows the user to be notified of an additional call when the telephone set is busy. Similar to Conventional Call Waiting, multiple incoming calls to a directory number or secondary telephone number ( if purchased) can be terminated to the telephone. 3. Multiline Hunt Service This feature allows incoming calls to a busy directory number to search through a predetermined list of directory numbers. This may be another ISDN directory number on the same (or a different) B Channel or (for voice calls) an analog line. The hunting arrangement may be a series completion, linear or circular. 4. Call Hold This feature allows the user to place a call on hold by pressing the appropriate button on the telephone set. 5. Call Transfer This feature allows the user to transfer a voice call to another directory number. The Additional Call Offering feature or Additional Call Appearances feature is a prerequisite. E. Special Construction Charges 1. Special Construction Charges may apply where a customer requests that service be provided using a type of facility or via a route, other than that which the Company would normally utilize in providing the requested service. 2. Special Construction Charges would be based on the non-recoverable costs incurred for the Company to provide a facility for which the Company has no other requirements. 3. All Special Construction Charges agreed upon between the Company and the customer shall be payable to the Company prior to the start of the construction project. 4. In the event the construction project is underway and is canceled by the customer prior to its completion, the customer shall be responsible for all costs incurred by the Company prior to the cancellation.

CC Communications will offer pricing on a individual case basis for the following cases: a. An ISDN configuration desired that is different than the one outlined in this tariff. b. A quantity of 10 or more ISDN lines requested on the same order. c. A complete ISDN package is requested including ISDN lines, CPE and installation d. An installation that is outside of the normal service area. 2. Individual Case Basis pricing for the above reasons will be quoted to the customer within 5 working days of initial order interview. This allows for engineering and pricing. The customer must accept or reject the quote within another 10 working days. If the quote is rejected it can be negotiated and requoted. V.
