ABOUT THE FORUM Salutatory address by Mr. Alexander LUKASHENKO, President of the Republic of Belarus, to the participants of TIBO-2017, the 24th International Specialized Forum on Telecommunications, Information and Bank Technologies: Today, information technologies are being introduced everywhere, and they radically transform all human life dimensions. A high speed and success of digital transformation processes in the economy sectors are the key to sustainable development of the country, to the competitiveness of the economy, and to the growth of the well-being of citizens. Therefore, dynamic development of the IT sector is one of the most important tasks for our government. For many years, the TIBO forum has gained a reputation of being one of the most successful platforms for mutually beneficial cooperation, where Belarusian companies exhibit along with the world-known corporations. 3

ABOUT THE FORUM Mr. Vasily MATYUSHEVSKY, First Deputy Prime Minister of the Republic of Belarus: «The TIBO event has become very large-scale in the last few years. Certainly, the TIBO platform enjoys a well-deserved authority in Belarus both among the respective companies and our Eurasian Economic Union (EAEU) colleagues. Traditionally, Belarus is open to dialogue. Today, the world is talking a lot about the new economy, and you can see the most promising areas of it at the exhibition. This economy will determine the development of the civilization in the near future. And it is important for us that we are in the forefront of this process. Mr. Sergei POPKOV, Minister of Communications and Informatization of the Republic of Belarus: We ve tried to bring the most advanced solutions in the field of telecommunications and informatization to the exhibition. More than 100 organizations from 17 countries take part in the exhibition. We are grateful to the world s leading companies for actively participating in organizing and holding this exhibition. I wish everyone to touch new solutions in the field of telecommunications and informatization, to make sure that all of them will be useful for the state, businesses and citizens. It should be noted that the exhibition becomes more intense every year. We change approaches: this year, we are transforming it even more towards informatization in order to display new tools offered by the government and the business community for developing e-services and digitalizing various administrative procedures. Mr. Bishar HUSSEIN, Director General of the International Bureau of the Universal Postal Union (UPU): On behalf of the 192 member states of the organization that I represent, I would like to echo the already voiced statements and warm wishes to the TIBO exhibition. I want to emphasize the important role the ICT sector plays in the issues of social and economic development of our countries. I congratulate the Republic of Belarus on the fact that it has initiated the implementation and promotion of this initiative so actively. In the post-soviet space, we are also a specialized organization that deals with these issues. The Universal Postal Union is now undergoing tremendous transformation processes, and Information Technologies are one of our key priorities, because this enables us to get the latest technologies. We are ready to provide further assistance in the development of the IT sector in this region. Thank you very much for the invitation to take part in this event. 4

ABOUT THE FORUM Mr. Houlin ZHAO, Secretary General of the International Telecommunication Union (ITU): It s a great honor for me to be here among you today. I was here at TIBO-2016 last year, too. Based on the results of my talks with the leaders and management of Belarus, I must admit that ICT are given a high importance in the development of various dimensions of your society. In addition, being here at this forum gives me another opportunity to meet the leaders of the neighboring member states of our union. I want to express my gratitude to the Government of the Republic of Belarus and personally to Mr. Sergei POPKOV, Minister of Communications and Informatization of the Republic of Belarus, for inviting me to take part in this event. And of course, this forum is a significant event not only for the Republic of Belarus, but for the whole region. I expect to see a huge number of new developments at this forum. I m pleased to note that Belarus has achieved significant results in the development of its ICT sector. According to Report 2016 by the International Telecommunication Union, Belarus is top 31 in the global ICT development rating. In addition, it has become a leader in the CIS region. I believe that the ICT sector development has made a big contribution into the country s GDP growth. I m wishing you a successful TIBO-2017. Mr. Nikolay NIKIFOROV, Chairperson of the Communications Administrations Council of the Regional Communications Commonwealth (RCC), Minister of Communications and Mass Media of the Russian Federation: It is a great honor for me to be at the opening of the regular forum on information, telecommunication and banking technologies: TIBO-2017. The meeting of the Council of Heads of Administrations of the RCC gathered over 100 experts in the field of information and telecommunication technologies, as well as ministers of communications from all key neighboring countries. For all forum participants, these are excellent business opportunities to market their goods and services, to upscale their activities not only in the territory of the Republic of Belarus, but also in the neighboring countries. The Republic of Belarus has been an active member of the Regional Commonwealth in the field of Communications (RCC) for over 25 years. We sincerely admire and follow the incredible development momentum of the telecommunications and IT dimensions in your country. On behalf of the RCC and the Communications Administration of the Russian Federation, which I represent, please let me wish all the forum participants to enjoy successful and fruitful work. 5

ABOUT THE FORUM The XXV Anniversary International Forum on Information and Telecommunication Technologies «TIBO-2018» will take place in Minsk on May 14-18, 2018. The TIBO forum is held annually in the Republic of Belarus; and it is a platform to exchange new achievements and the best practices in information technologies. Over the years of its operation, TIBO has numerously proved its leadership among the fairs in the Republic of Belarus both in terms of the scale of the exhibition and the number of visitors, and the competent composition of the exhibitors. 6

ABOUT THE FORUM FORUM BUSINESS AGENDA The forum business agenda envisages a series of underlying events including conferences, workshops, discussions, round tables, at which domestic and foreign experts will discuss the issues of digital transformation in the core economy sectors and governance. PARTICIPANTS The largest Belarusian and foreign manufacturers of telecommunication equipment, computers and software, security devices and systems, and providers of various ICT services participate in the forum. FORUM AUDIENCE The forum visitors represent state administration bodies of all levels, scientificresearch and educational institutions, enterprises of various sectors of economy and of different ownership forms. 7
