Manitowoc County, WI Advanced Access GIS Viewer User Documentation Introduction Extensive time was put into developing this website both from a display, and from a printing and scaling perspective. This tool was developed using Internet Explorer 9 and 10 as the test browsers. Firefox and Chrome yield varying, nonconsistent results, so for best viewing and printing this site should be viewed in Internet Explorer. When you first open the Advanced Access GIS Viewer you will be prompted to read an introduction screen that outlines the purpose of the viewer and the data it is publishing. You must click Agree to enter the main view application. You may choose to bypass this window on future visits by selecting Don t show again. Please check out the additional information found under the Tax Record Notes and About tabs. Main Screen Layout This is a snapshot of the opening screen; notice that tools and other forms of information are located around the boundary of the map. The Search tool opens automatically and can be closed or moved anywhere on the screen. Map Navigation Tools Tools, Links, and Help Basemaps and Orthophotos Search Option and Results 1 Overview Map

Map Navigation Tools The pan and zoom controls follow an industry standard; they have the look and feel used by Google and Bing maps. Full Extent Zoom In Multi-Directional Pan Previous/Next Extent Current Zoom Scale Zoom Out Pan On Map Zoom In and Zoom Out Tools Image Layers and Basemaps Clicking on the Image Layers button will open a window where the user can pick a background map. There are different years of orthophotography (aerial photos corrected for topography), a light gray basemap, or blank background. To change basemaps simply click on one. You can also drag the basemaps into a different drawing order in the Image Layers window. You can also use this slider tool to create a time transition effect between two side by side basemaps. Notice that when the slider is used to switch between two basemaps you will see the display percentage of each. 2

Tools Overview Search Tool: Clicking on this button will open the tools that allow you to search for parcels, lakes, and roads. This tool is explained further down this document. Identify Tool: Clicking on this button will open a tool that allows you to discover data about layers on the map. This tool is explained further down this document. Latitude and Longitude coordinates update as you move your cursor around the map. Symbology and Map Layers: Clicking on this button will open a legend of all the available layers in the webpage. This tool is explained further down this document. Bookmarks: Clicking on this button will open a list of stored bookmarks. Users can create additional bookmarks or delete existing ones. Bookmarks of all 30 municipalities in Manitowoc County have been created for you. Draw and Measure: Clicking on this button will open a tool used to measure distance and area, draw shapes, and add text. This tool is explained in more depth further down this document. Clip and Ship: Clicking on this button will open a tool used to select parcels, roads, and address points for downloading. This tool is explained in more depth further down this document. Google Street View: Clicking on this button will open Google Street View. It lets you explore places through 360-degree, panoramic, and street-level imagery. Image availability is not controlled by Manitowoc County. Print Map: Clicking on this button will open a map printing tool enabling the user to print map documents with different sizes and layouts. Links: Clicking on this button will drop down a list of links to other websites. Site Help: Clicking on this button gives you the link to the site usage document for the Advanced GIS Viewer. Quick Print Property Report: Clicking on this button will allow you to take a screen shot. This tool is explained in more depth further down this document. 3

Quick Print Property Report This tool was designed to let the user take a screen shot showing the map and the tax bill attributes displayed in the Search Tools window. It replaces the Property Report option on our previous Public Access GIS Website. Simply arrange the popup windows and map the way you want to see it on a printout and click on the Quick Print Property Report tool. Keeping this option checked will give you a screen shot that includes all the popup windows you have opened. When you click the Take Screen Shot button, a second window opens where you can save your map as a JPG image. Search Tool Text The website opens with the Search Tools window open. It is set for doing a text search for Parcels using the Parcel Identification Number (PIN). There are many other available options. The icons across the top let you switch between Graphical Search, Text Search, Spatial Search, and Search Results This pull down will allow the user to create a new selection, add to a selection set, or remove features from the current selection. For this example, all you would need to do is type in the PIN and hit Search. The map will zoom to the selected parcel and information about the parcel will be displayed in the Search Tools window. Other options for a text search for parcels are found in the Search Layer Field dropdown: Owner Name Last name first; no punctuation. Address Full or partial street address; no punctuation. PLSS Use the drop-down lists to select a Public Land Survey System Township, Range, and Section. If your selection returns multiple features, the number of selected features is shown at the top of the Search Tools window. You can scroll through the list or view the results in the Search Results table along the bottom on the page. The table is set to auto hide after a period of inactivity. Hovering over the Search Results tab will re-open the table. To keep the results table from hiding uncheck the Auto hide option. Sort on any column by clicking on the column heading. 5

Other text searches: Lakes Enter all or part of a lake name. Streets Enter all or part of a road name. We use abbreviations such as RD or ST for street types; if in doubt, do not enter a street type. Permit Information You can enter the permit number for zoning and sanitary permits issued by the Manitowoc County Planning and Zoning Dept. The format is Z-####-** or S-####-** where #### is a four digit number issued sequentially beginning with 0001 each year and ** is the last two digits of the year. Fuzzy searches are supported. Search Tool - Graphical You may search for parcels, lakes, and streets using a graphical search. Pick one of these graphics to select features off the map. Once features are selected the results are posted to the Search Tools window and the Search Results table. Clicking on Enable multi-part graphics selection lets you select multiple features at once. Search Tool - Spatial The spatial search tool allows you to buffer your current selection set to select additional features within a specified distance from your current selection. Here is an example of how the tool can be used: Cedar Lake was selected using a text or graphical search. Open the Spatial Search tool and set the search distance to 100 feet. Click the Apply Buffer icon to finish STEP 1. STEP 1 result You may choose to select parcels, lakes, or sreets in STEP 2. You may also choose to select features intersected by, or entirely contained in the buffered area. For this example we chose parcels intersected by the buffer. 145 parcels are within 100 feet of Cedar Lake. STEP 2 result 6

Search Results Once features are selected the results are posted to the Search Tools window and the Search Results table. Tabular data from Manitowoc County and the City of Manitowoc are updated nightly. Click on the left icon to see the latest tax record detail on the Manitowoc County Treasurer s website in a new window. Clicking on the right icon will give you a list of county issued permits. The Search Results table is set to auto hide after a period of inactivity. Hovering over the Search Results tab will re-open the table. To keep the results table from hiding uncheck the Auto hide option. You can sort the data by clicking on any of the column headings. You can also print the table or export it to a CSV or TXT file. Select a file type to export to, then click Export. The user will be prompted to enter a file location and file name. Select this option to print table record only. TIP: When importing data into Microsoft Excel, use Data Get External Data From Text and change the column data format from General to Text for the Parcel Number or the PIN will open in scientific notation. 7

Mailing Labels Exporting records from the Search Results table is necessary to create mailing labels. When you click on the Export button you will be prompted to enter a file location and file name. The example below uses a CSV file and Microsoft Word 2010 to create labels using a mail merge. Your procedure may vary. 1) Depending on your label size you may need to adjust your font and paragraph settings. For 5 address lines on a 1 inch high label, a 10 pt font should work. You should have 0 pt spacing before and after your lines under paragraph settings. 2) On the Office Ribbon in Word click on Mailings Start Mail Merge Labels. In the Label Options window set the printer and label information. Click OK. 3) After the labels have been created click Select Recipients Use Existing List. In the Select Data Source window, point Work to the location of your CSV file and click OK. If the CSV file inserts properly, you should now have <<Next Record>> on each of your labels. 3) Click on the Insert Merge Field button and add the following fields: <<Primary_Owner>> <<Secondary_Owner>> <<Mailing_Address>> <<Mailing_Address1>> <<CityStateZip>> 4) Click the Update Lables button to update all fields. The first label should have only the <<AddressBlock>> field and all other labels should have <<Next Record>><<AddressBlock>> to step through each address field and print the address block in each label. 5) To make sure everything looks fine click the Preview Results button. You should see each label with a different address. 6) Click the Finish & Merge button and then Print Documents to print the labels. Identify Drill Layers This tool allows you to get information about many of the data layers in the Advanced GIS Viewer including Parcels, Municipality, PLSS, City Zoning, County Zoning, Conservation Easements, Flood Hazard Zones, School Districts, Special Districts, Wards, County Board Supervisory Districts, Parks, Walking and Biking Trails, DNR Wetlands, Restored Wetlands, Soil Type, and 2 Foot Contours. TIP: Layers do not need to be visible on the map for the tool to work. Pick one of these graphics to select features off the map. 8

Layer Control and Symbology Clicking on this tool will allow the user to manipulate layers and see Turn layers on and off here. their symbology. Data layers have been grouped into logical services. The best way to learn about the available data is to expand each service to discover what is there. This pull down will allow the user to zoom to layers, adjust their transparency, change their drawing order, expand and collapse the list of layers, and read a little bit about the datasets. Bookmarks Clicking on this tool will allow the user to add, delete, and manage custom bookmarks. Bookmarks for all 30 municipalities located in Manitowoc County have already been created for you. Simply click on one and the map will zoom to that location. Use this tool to add a custom bookmark. TIP: If your bookmarks are gone after you close and reopen the website, make sure your Internet settings allow the use of cookies from this website. 9

Measure and Draw Tools Using one of the tools here will allow you to add symbols and text to your map. Any graphics you create can be saved and reopened in future sessions with these tools. Make sure to check this box to see measurements! TIP: Any graphics or text that you add to the map are tied to the Measure and Draw Tool. Closing the tool will clear the graphics and text from the map. Make sure you save your drawings or print your map before closing the tool. Clip and Ship If you want to extract parcels, road centerlines, and/or address points so you can open them in your own software, click on the Clip and Ship tool. Follow these steps: 1) Select a tool and highlight your area of interest on the map. 2) Check which layers you want to clip out. 3) Pick the file format you want. Options are an Esri file geodatabase, Esri shapefile, AutoCAD DXF, AutoCAD DWG, or Microstation DGN. Then click on the Extract Data button. Once the file is created you will be asked if you want to save it. Click Yes and select a file name and location. The file will be saved as a zip file that you will need to extract later. 10

Google Street View Street View is a feature available from Google that allows users to explore the world through 360-degree street-level imagery. It is available for most major metropolitan areas in the U.S. Its coverage continues to expand to include cities and rural areas worldwide. Manitowoc County has no control over which areas are photographed. Click on the start Street View icon to start. A window will open saying No Street View image available or you have not yet dragged the Google Street View man onto the map to set your location. You may need to move this window to see all the controls. Move that window so you can also see this window: Drag the yellow Street View peg man onto the map. If no image is available, the peg man will be gray and you will get the No Street View Image Available message. If there is an image, it will be displayed in the larger window. You can move the peg man around using the navigation tools on the image window or by dragging the peg man around on the map. Print Map This tool will print the current map display or extent. The users has the option to add a title and author s name. In the Layout templates dropdown, the user can pick a page size and orientation. In the Formats dropdown, the user may choose to create a map in one of three different file formats. When you hit the Print button, a map document will be created and displayed in a new window in your browser. IF YOU DO NOT GET THE MAP, IT IS PROBABLY DUE TO YOUR POP-UP BLOCKER SETTINGS. The user can save and/or print the document. Print preview should be used to preview the document to make sure the landscape/portrait orientation is correct for your print settings. DUE TO A SOFTWARE LIMITATION, SETTING A SPECIFIC SCALE WILL NOT GIVE YOU THAT EXACT SCALE. 12
