The applications are discussed in detail in the following paragraphs. Here it is to inform that CERC in its order dated 05.01.2016 in Petition No: 420/MP/2014 directed that wind developers should comply with the provision of LVRT (Low Voltage Ride Through). Further, the wind developers shall provide adequate reactive compensation so that under all dispatch scenarios Power Factor 1

It may also be noted that as per the Regulations, the Grant of shall not entitle an applicant to inter-change any power with the grid unless it obtains LTA, MTOA or STOA. Further, since MTOA & STOA are granted on the margins available in the corridor and assured transfer of power is granted only with the LTA, therefore, the applicants are advised to apply for the LTA to assure power evacuation & transfer to its beneficiaries under LTA. 2.0 s with connectivity at Tirunelveli/Tuticorin area s at Sl. No. 1 to 5 (Table-1) are seeking connectivity in Tuticorin or Tirunelveli area. Presently, there is no provision of 230kV voltage level at Tuticorin Pooling station. Accordingly, connectivity for all the 5 IPPs have been considered at Tirunelveli PS. Additional agenda for 21 st Meeting of SR for /LTA s In addition to above, Orange Sironj (Conn-200 MW) & Regen (Conn-384 MW) have been proposed connectivity at Tirunelveli PS with 230kV D/c lines from their generation project in 21 st LTA/ main agenda. However, considering the space availability & number of applications, it is proposed to review the transmission system for connectivity proposed for M/s Orange Sironj Wind Power Pvt. from Orange Sironj Wind Power Pvt. Tirunelveli PS 230 kv D/c line to Orange Sironj Wind Power Pvt. Tirunelveli PS 230 kv S/c line. Presently at Tirunelveli Pooling station 2x500MVA transformation capacity is under implementation. This capacity is adequate for transfer of power granted under LTA (300 MW) till date. Further, there is space available only for additional 3x500MVA ICTs at Tirunelveli PS. This transformation capacity can be utilized for granting LTA upon receipt of LTA applications. However if this capacity get exhausted after granting LTA to some applicants, the processing of further LTA requests may require the reviewing of proposed transmission system for connectivity for these applicants. Further, as per the prevailing Transmission Planning Criteria of CEA N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid and also there are space constraints for 230kV bays at Tirunelvelli PS. Accordingly, 230kV single circuit line is proposed for the applicants seeking connectivity upto 250 MW, while for more than 250 MW connectivity, 230kV double circuit line is proposed. 2.1 application of M/s Ostro Alpha Wind Pvt. for 400 MW wind generation in. Sl. No Applicant Location 1 Ostro Alpha Wind Pvt. Tirunelveli Dist, 30.09.2016 31 st March 2019 400 Ostro Alpha Wind Pvt. has applied for connectivity of their 400 MW wind generation in Tirunelveli,. As per the application the connectivity is required from 31 st March, 2019 and the project is to be commissioned progressively from March 19 to September 20. Further, as indicated in their application, generation 3

However presently there is no provision of 230kV level at Tuticorin Pooling station, the connectivity for M/s Ostro Alpha Wind Pvt. may be granted at Tirunelveli pooling station through 230 kv D/c line. The time frame of generation project and the methodology for implementation of connectivity line (integrated planning under ISTS or by developer) may be deliberated. Keeping above in view, it is proposed to grant connectivity for 400 MW with the following system: Transmission System for : Ostro Alpha Wind Pvt. Tirunelveli PS 230 kv D/c line 2.2 application of M/s BLP Energy Pvt. for 250 MW wind generation in. 1 BLP Energy Pvt. Thoothukkudi Dist, Tamil 30-09-16 31 st Aug 2018 250 BLP Energy Pvt. has applied for connectivity of their 250 MW wind generation in Thoothukkudi Dist,. As per the application the connectivity is required from 31 st Aug 2018 and the project is to be commissioned progressively from Aug 18 to Dec 18. Further, as indicated in their application, generation would be available at the step-up voltage of 230kV and connectivity has been sought at Tirunelveli PS (Kamanayakanpatti) which is 20 km from their generation project. Accordingly, connectivity for M/s BLP Energy Pvt. may be granted at Tirunelveli PS through 230 kv S/c line. The time frame of generation project and the 4

Keeping above in view, it is proposed to grant connectivity for 250 MW with the following system: Transmission System for : BLP Energy Pvt. Tirunelveli PS 230 kv S/c line 2.3 application of M/s Greenmint Power Pvt. for 200 MW wind generation in. 1 Greenmint Power Pvt. Tuticorin Dist, 14-10-16 01 st June 2018 200 Greenmint Power Pvt. has applied for connectivity of their 200 MW wind generation in Tuticorin dist.,. As per the application the connectivity is required from 1 st June, 2018. Further, as indicated in their application generation would be available at the step-up voltage of 230 kv and connectivity has been sought at Tuticorin PS which is 20 km from their generation project. However presently there is no provision of 230kV level at Tuticorin Pooling station, the connectivity for M/s Greenmint Power Pvt. may be granted at Tirunelveli pooling station, being constructed under Green Energy Corridor, through 230 kv S/c line. The 230kV S/c line along with bays at both ends needs to be developed as dedicated system by the developer. Keeping above in view, it is proposed to grant connectivity for 200 MW with the following system: Transmission System for : Greenmint Power Pvt. Tirunelveli PS 230 kv S/c line 5

As per the application the connectivity is required from 31 st March, 2019 and the project is to be commissioned by Sept 19. Further, as indicated in their application generation would be available at the step-up voltage of 33kV and connectivity has been sought at Tuticorin Pooling station (Kovilpatty) which is 30 km from their generation project. However presently there is no provision of 230kV level at Tuticorin Pooling station, the connectivity for M/s Gamesa Renewable Pvt. may be granted at Tirunelveli pooling station through 230 kv D/c line. The time frame of generation project and the methodology for implementation of connectivity line (integrated planning under ISTS or by developer) may be deliberated. Tuticorin Dist, 20-10-16 30 th June 2018 250 The Sitac Kabini Renewables Pvt. has applied for connectivity of their 250 MW Wind generation in Tuticorin,. As per the application the connectivity is required from 30 th June 2018. Further, as indicated in their application generation would be available at the step-up voltage of 230 kv and connectivity has been sought at Tuticorin Pooling Station which is 7 km from their generation project. However presently there is no provision of 230kV level at Tuticorin Pooling station, the connectivity for M/s Sitac Kabini Renewables Pvt. may be granted at Tirunelveli pooling station, being constructed under Green Energy Corridor, through 230 kv S/c line. The time frame of generation project and the methodology for implementation of connectivity line (integrated planning under ISTS or by developer) may be deliberated. As per the application the connectivity is required from 30 th Sept, 2018. Further, as indicated in their application generation would be available at the step-up voltage of 220 kv and connectivity has been sought at Kurnool S/s which is 37 km from their generation project. However there is no provision of 220kV level at Kurnool (New) S/s. Accordingly, connectivity for M/s Enerfra Projects (India) Pvt. may be granted at 220kV Kurnool S/s of APTRANSCO subject to concurrence of APTRANSCO and availability of space for 220kV bays for termination of line. The transmission system is planned based on the prevailing Transmission Planning Criteria of CEA as per which N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid. Accordingly, connectivity for M/s Gamesa Renewable Pvt. may be granted at 230kV Trichy S/s through 230 kv S/c line subject to concurrence of TANTRANSCO and availability of space for 230kV bay for termination of line. The 230kV S/c line along with bays at both ends needs to be developed as dedicated system by the developer. Keeping above in view, it is proposed to grant connectivity for 200 MW with the following system: Transmission System for : Gamesa Renewable Pvt. Trichy 230 kv S/c line 3.3 application of M/s Renew Wind Energy (TN) Pvt. (Koppal) for 400 MW wind generation in Karnataka. 1 Renew Wind Energy (TN) Pvt. Koppal Dist., Karnataka 03-10-16 30 th June, 2019 400 The Renew Wind Energy (TN) Pvt. has applied for connectivity of their 400 MW Wind generation in Koppal, Karnataka. As per the application the connectivity is required from 30th June, 2019 and the project is to be commissioned progressively from June 19 to March 21. Further, as indicated in their application generation would be available at the step-up voltage of 220kV and connectivity has been sought at Koppal S/s which is 5 km from their generation project. However, as per location coordinates provided in the application, nearest substation i.e. Munirabad S/s of POWERGRID is about 40km from generation project. There 9

As per LTA/ main agenda, both of these bays are already proposed to be allocated to two earlier applicants. As such there is no additional 220kV bay available at Munirabad S/s. However there is space available for 400kV bay. Considering the capacity of generation following two options are available to provide connectivity for M/s Renew Wind Energy (TN) Pvt. : 1. may be granted at Munirabad S/s through 400 kv S/c line (or) 2. may be granted at nearest KPTCL substation through 220 kv D/c line subject to concurrence of KPTCL and availability of space for 220kV bays for termination of line The transmission system is planned based on the prevailing Transmission Planning Criteria of CEA as per which N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid. As per the application the connectivity is required from 31 st March, 2018 and the project is to be commissioned by Mar 18. Further, as indicated in their application generation would be available at the step-up voltage of 230kV and connectivity has been sought at Pugalur (Karur) S/s which is 13 km from their generation project. There is no additional 230kV bay available at Pugalur S/s. However, at Pugalur (New) S/s there is provision available for 110kV switchyard. Considering above 10
