December 2010 CDFM OVERVIEW The American Society of Military Comptrollers offers the Certified Defense Financial Manager (CDFM) program to those persons desiring to demonstrate proficiency in the core aspects of defense financial management. The program is open to all candidates who have met the qualifications listed below. Most candidates will be civilian or military members of the Department of Defense, U.S. Coast Guard, or employees of defense contractors and suppliers. This document/guide contains dated material; always check the ASMC website for the most recent information, policies, and other information. The candidate must: -Adhere to the ASMC Pledge of Professionalism Have a high school diploma or equivalent -Successfully complete the required examinations -Have completed the required years of financial management experience as follows: --Complete three years of defense-related financial management experience (without degree), --OR Complete two years of defense-related financial management experience --if the candidate holds an associate degree or higher, --OR If no defense related financial management experience, then complete four years of federal governmentrelated financial management experience (with an associate degree or higher). If you prefer to mail your payment, please download and complete the CDFM Enrollment Form and send it, with the enrollment fee (check, American Express, Visa or MasterCard), to the address shown on the application. If not currently an ASMC member you can qualify for the member rate by including a membership application with your CDFM enrollment form. Enhanced Defense Financial Management Training Course A five-day, intensive financial management review course taught in three modules. The course is provided by the Department of Defense and is licensed and copyrighted by the American Society of Military Comptrollers. 1 (December 2010)
-NOTE: The ASMC cannot place you in one of the DoD centrally funded EDFMTC sessions. You must apply using the DoD's EDFMTC automated registration tool. -For those interested in training but are not Government Employees, you can visit Management Concepts (an ASMC Gold Member) for Open Enrollment Information. Within two weeks upon completion of your examination, you will see a message on your computer screen telling you whether or not you have passed. Please print this screen as your evidence of passing the module exam. If you do not pass one module, but pass another, you only have to re-take the module you did not pass. You must pass all three modules to qualify for the CDFM certification. If you are a CDFM-A candidate you must successfully complete four exams. Once you pass all three modules and have met the eligibility and administrative requirements (submission of the verification of DoD related financial management experience form) ASMC will issue you an award letter and personalized CDFM certificate. Actual delivery of the big certificate may take up to three months after you ve completed your requirements. However, your name will appear on the ASMC s CDFM website immediately and you will be authorized to represent yourself as CDFM when your name is on the website. CDFM Renewal -You must renew your certification with ASMC every two years. To do this, you must complete 80 hours of Continuing Professional Education (CPE) in every two year period following the issuance of your certification. The anniversary date for measuring the CPE qualification is two years from the date your CDFM certification is issued. One unit of CPE is awarded for each 50 minutes of contact time engaged in activities listed below. You may be asked, as part of the renewal, to provide evidence of your CPE. Renewal cost is $20.00 and is charged biennially. -Renewal is a personal responsibility. If your certificate is over two years old (date on the certificate) you should renew today using the Online Renewal (https://imis.asmconline.org/net/renewal.aspx) of you may fill out the Renewal Coupon and mail it, with payment to the CDFM staff at ASMC Headquarters. -You will not receive an additional notice saying that your payment has been received. Your canceled check or credit card statement is your receipt. Presentation materials are normally provided to registrants prior to the conference start time along with telephone dialing instructions. A full FY10 schedule of the newly updated 2-day Module 4 (Acquisition Business Management) courses is now available. This course is taught by highly trained professionals working or teaching in the Acquisition field. You may sign up for openings in any of the courses listed. However, if your command or base/installation would like to arrange for a special local presentation of the course please contact Ms. Claudia Carr carr@asmconline.org. You may also study on your own using the addendum to the CDFM textbook that is now available. ENROLLMENT AND TAKING THE EXAM 4 (December 2010)
You must contact the ASMC to extend your eligibility for Module 4 examination. All you need to do is send an email with the title ACQUISITION ENROLLMENT to AcqModule@asmconline.org and include your name and certificate number. Once your enrollment is reactivated you will be notified via email and you can take the Module 4 test at any authorized testing site for the current test fee of $95 per examination. If you pass and receive a letter of confirmation, you are eligible to refer to yourself as a CDFM with Acquisition Specialty. Exercising your option to take the Module 4 exam will not jeopardize your status as a CDFM. Those who pass and want a revised certificate indicating their new specialty will be required to pay a fee of $40 to cover the costs of the new certificate. If you pass the module and want a new certificate, send an email titled NEW CERTIFICATE REQUEST to AcqModule@asmconline.org and include your name (as you wish it to appear on the certificate), full mailing address and credit card information. Individuals currently enrolled and taking the basic CDFM tests, and future enrollees, will automatically be eligible to take this optional fourth module examination. For the moment there is no change in the enrollment fee. However, if an individual wishes to take the fourth module he or she must let us know so that we may authorize the module for your purchase and also hold your CDFM certificate until all four modules have been completed.
