APPLICATION FORM (PART 2) 2 3.1 Introduction 2 3.1.1 Clause 7.4.2(a) of the Rules states that A Metering Provider is a person who is accredited by and registered by AEMO in that capacity in accordance with the qualification process established under clause S7.4.1 (b). 2 3.1.2 Clause 7.4.1 (a) of the Rules states that only a Metering Provider may conduct installation and maintenance of metering installations. 2 3.1.3 Clause 7.4.2A (a) of the Rules states that A Metering Data Provider is a person who is accredited by and registered by AMEO in that capacity in accordance with the qualification process established under clause S7.6.1 (b). 2 3.1.4 Clause 7.4.1A (a) of the Rules states that only a Metering Data Provider may provide metering data services. 2 3.1.5 Metering Service Providers, (Metering Data Providers and Metering Providers) are required to be accredited by and registered with AEMO to operate in the National Electricity Market (NEM) and to provide the required metering services to Registered Participants and AEMO. Registration of Metering Service Providers is through a qualification process of which accreditation is a final part. 2 3.1.6 AEMO has established a qualification and registration process for Metering Service Providers operating in the existing NEM. This process, which relates to all metering installation types are set out in the following AEMO documents: 2 3.2 Objective 2 3.2.1 This document outlines a standard application to assist prospective Metering Service Providers in commencing the Metering Service Provider registration process and supports the other documents in this series in providing a uniform approach to the registrtion of capable Metering Service Providers to the National Electricity Market in accordance with the Rules. 2 3.3 Submission of Application 2 3.3.1 The application for registration as a Metering Service Provider should be submitted to: 2 3.4 Fees 3 3.4.1 As part of the qualification process, Metering Service Providers will be required to successfully complete the accreditation process. The costs associated with the accreditation process are required to be paid by the Metering Service Provider seeking registration. This represents the costs associated with AEMO s appointment of an independent reviewer to assist in the initial assessment of completed accreditation checklists and perform limited on-site, risk-based reviews. 3 3.4.2 AEMO recognises that Metering Service Providers can apply for selective registration under certain categories of metering installation. 1. Definitions and Acronyms Accreditation Accreditation is the qualification process through which AEMO and Registered Participants gain assurance that Metering Service Providers wishing to operate in the NEM, have the ability through adequate systems and procedures to comply with their obligations. Accreditation checklists The accreditation checklists are questions applicant Metering Service Providers will be required to complete as part of the accreditation qualification process. The questions provide verification of what is required of a Metering Services Provider through demonstration of systems, processes and/or procedures to satisfy each question for review by an independent reviewer. Assessment process Metering Service Providers are required to provide detailed responses to the questions in the accreditation checklists as well as providing evidence to support their responses. Assessment review This process is a review of the responses provided by the applicant Metering Service Providers, supplemented by on-site visits to verify responses and evidence provided by applicant Metering Service Providers. The assessment review will be completed by AEMO as well as an independent reviewer appointed by AEMO. Metering Service Provider Metering Service Provider (MSP) is the general term applied to any Service Provider currently providing or applying to AEMO to provide metering services in the NEM. The term Metering Service Provider covers the metering services offered by Metering Providers (Meter Provision) or Metering Data Providers. Registration Registration is the status granted by AEMO to a Metering Service Provider at the completion of the accreditation process. 2. Interpretation 2.1.1 In this document: a) A word or phrase in this style has the same meaning as given to it in the National Electricity Rules; b) A reference to a Rule followed by a number refers to a provision of the Rules as renumbered from time to time; c) Words in the singular include the plural and words in the plural include the singular; and d) If there is any inconsistency between this document and the Rules, the Rules will prevail to the extent of that inconsistency. These documents are separate checklists that AEMO uses in the review of an applicant.
