Beginnings Efforts to standardize data, share resources and avoid duplication began more than a century ago 1890

U.S. Board on Geographic Names Executive Order 28 in 1890 it is desirable that uniform usage in regard to geographic nomenclature and orthography obtain throughout the Executive Departments of the Government, and particularly upon the maps and charts issued by the various departments and bureaus President Benjamin Harrison

U.S. Geographic Board Created by Executive Order 493 in 1906 Renamed U.S. Board on Geographic Names Expanded mandate: avoid duplication of work and improve the standardization of maps President Theodore Roosevelt

Board of Surveys and Maps Created by Executive Order 3206 in 1919 Assumed responsibilities of Geographic Board Goal: A central information office to furnish all map and survey data information within the government as well as from other sources Invite the map using public to meeting for conference and advice President Woodrow Wilson

OMB Circular A-16 Status A-16 remains the leading policy document for geospatial coordination in United States A-16 explicitly incorporates Executive Order 12906 (since 2002 version) A-16 is the foundation for the Federal Geographic Data Committee (created in 1990) www.fgdc.gov

Brief History of the Federal Geographic Data Committee (FGDC) OMB Circular A-16 1990: Formally established FGDC and designated Secretary of the Interior as chair 2002: Revised and established OMB as Vice Chair Executive Order 12906 1994: Called for development of National Spatial Data Infrastructure (NSDI) and assigned FGDC to lead and coordinate 2003: Revised and recognized Department of Homeland Security E-Government Act 2002, Section 216 2002: Called for DOI, through the FGDC, to develop common protocols for geographic information 2014: Reauthorization pending 10

FGDC Governance Steering Committee Members are Senior Agency Officials for Geospatial Information (SAOGIs), designated as directed by OMB Memorandum M-06-07 SAOGIs are policy-level officials (Assistant Secretary/CIO level) who have responsibility, accountability, and authority for geospatial activities within their organizations Secretary of DOI (Chair) and Deputy Director for Management of OMB (Vice Chair) Executive Committee Provides assistance to the FGDC Chair and Vice Chair and facilitates activities of Steering Committee Subset of Steering Committee - Agencies with major geospatial responsibility (DOI, USDA, DHS, DOD, DOC, EPA, NASA and OMB) Coordination Group Working-level senior geospatial program managers Operational oversight for FGDC and Geospatial LoB Working Groups/Thematic Subcommittees Conduct ongoing standards and data activities 11

GAO Recommendation (GAO-13-94) The Secretary of the Interior, as the FGDC chair should establish a time frame for creating and updating a strategic plan to improve coordination and reduce duplication, and create and implement the plan within the established time frame. The plan, at a minimum, should include: 1. a vision statement for the NSDI 2. outcome-oriented goals and objectives that address all aspects of the NSDI 3. a description of how the goals and objectives are to be achieved, including a description of the resources needed to achieve the goals and objectives and how the FGDC is to work with other agencies to achieve them 4. performance measures for achieving the stated goals; and 5. external factors that could affect the achievement of the goals and objectives. 30

Federal Input into Strategic Plan NSDI Strategic Visioning Workshop, March 5, 2013 35 participants representing 22 Federal agencies and offices. Key Federal geospatial leaders and managers FGDC Committee Input Plan was discussed & refined at multiple meetings of FGDC Steering Committee, ExCom, and Coordination Group NSDI Core Team Interagency planning team, including Commerce, DHS, Interior, Transportation, and FGDC Secretariat 31

NGAC Input into Strategic Plan April 2013 FGDC Guidance to NGAC: Provide input to help develop a shared vision of the NSDI. Provide input to help define the current and future role of the Federal government in the development of the NSDI. A Shared Vision for the NSDI The FGDC has worked with partners and stakeholders, including the members and organizations represented on the National Geospatial Advisory Committee, to collaboratively define a shared national vision that describes the value that the NSDI will bring to its stakeholders and partners. NSDI Vision Statement The NSDI leverages investments in people, technology, data, and procedures to create and provide the geospatial knowledge required to understand, protect, and promote our national and global interests. 35

STRATEGIC GOAL 1: Develop Capabilities for National Shared Services Objective 1.1. Develop geospatial interoperability reference architecture Objective 1.2. STRATEGIC GOAL 2: Ensure Accountability and Effective Development and Management of Federal Geospatial Resources Objective 2.1. Advance the portfolio management process for National Geospatial Data Assets (NGDA) Objective 2.2. Identify potentially duplicative investments and opportunities for collaborative investments 38

STRATEGIC GOAL 3: Convene Leadership of the National Geospatial Community Objective 3.1. Lead and participate in the development and coordination of national and international standards applicable to the geospatial community Objective 3.2. Convene the leadership of the geospatial and nongeospatial communities to develop public/private partnerships and shared approaches for addressing critical national issues Objective 3.3. Raise awareness of the NSDI and its impact on critical national and international issues 39

NSDI Plan Implementation FGDC Executive Committee will have the lead responsibility for overseeing and monitoring implementation of the plan. NSDI Core Team developing draft implementation framework. A designated Federal official will serve as the champion for each strategic goal. Champions will report to the FGDC ExCom and Steering Committee. Champions will be responsible for overseeing team leaders and action teams addressing each objective and its supporting actions. Action team leaders will develop project plans outlining how the goals and objectives will be achieved. Project plans will include: Detailed tasks and milestones Timelines Responsible parties Performance indicators/measures Identification of resources available to achieve the objectives The FGDC will work with the NGAC and other partner organizations to collaboratively implement the Strategic Plan. 40
