FERC Interconnection Rules Interconnection FERC Proposed Reforms for Small Generator Interconnection [Docket No. RM13-2-000] 1. Allow customers to request a pre-application report to evaluate opportunity. No review exists today. 2. Revise 2 MW threshold for participation in the Fast Track Process (FTP) increased to a limit of 5 MW 3. Revise the customer options supplemental review for projects that fail FTP criteria. No feedback or follow-up allowed. 4. FERC s pro forma Small Generator Interconnection Procedures (SGIP) revised to allow customers an opportunity to provide written comments on the upgrades that are necessary for the interconnection (transmission provider has total say) Key: Current Situation Probable 2013 Activity

FERC: Screening Questions (Sample) Must be on a portion of the Transmission Provider s Distribution System that is subject to the Tariff Type of Connection that will Pass: Distribution Line Three-phase, three wire Three-phase, four wire Type of Interconnection 3-phase or single phase, phaseto-phase Effectively-grounded 3 phase or Single-phase, line-to-neutral Aggregated generation on the circuit shall not exceed 15 % of the line section annual peak load 11 Generation on the distribution circuit, shall not contribute more than 10 % to the distribution circuit's maximum fault current 4/16/2013

FERC Interconnection Rules - Pre Application Report Transmission Provider is required to provide information regarding: Total capacity and available capacity of the facilities that serve the Point of Interconnection; Existing and queued generation at the facilities likely serving the Point of Interconnection; Voltage of the facilities that serve the Point of Interconnection; Circuit distance between the proposed Point of Interconnection and the substation likely to serve the Point of Interconnection (Substation); Number and rating of protective devices and number and type of voltage regulating devices between the proposed Point of Interconnection and the Substation; Number of phases available at the proposed Point of Interconnection; Limiting conductor ratings from the proposed Point of Interconnection to the Substation; Peak and minimum load data; and Existing or known constraints associated with the Point of Interconnection. 12 4/16/2013

FERC Interconnection Rules -Workshop FERC Workshop to be Held on March 27, 2013 https://www.ferc.gov/whats-new/registration/small-generator-03-27-13-form.asp Topics for Discussion at Workshop: How the Fast Track Process should be modified to protect system safety and reliability. The specific content of the screens proposed rules: Amount of minimum load data is appropriate to use in the minimum load screen (12 months proposed) Potential modifications to the screens Whether the fee for the supplemental review is appropriate. The content of the pre-application report. Whether storage devices could fall within the definition of Small Generating Facility The proposed rules related to disconnection during an over- or underfrequency event. 13 4/16/2013
