Overview This user manual serves to provide an overview and walk through of the key features of the Alberta Carbon Registries, which includes the Alberta Emission Offset Registry and Alberta Emission Performance Credit Registry. If instructions for your specific request are missing or if you have further questions, please contact the Alberta Carbon Registries at the contact information below: Alberta Carbon Registries operated by CSA Group Toll-Free: 1 800 463 6727 Tel: 780 490 2048 Fax: 613 565 5743 Email: ghgregistries@csagroup.org About Alberta was the first province in Canada to develop legislation regulating greenhouse gas emissions that requires large industrial emitters to report their emissions and take actions to make mandatory reductions. This legislation, the Specified Gas Emitters Regulation under the Climate Change and Emissions Management Act (The 'Act'), has set requirements for facilities that emit more than 100,000 tonnes of greenhouse gases a year to reduce baseline emissions intensities by 12 per cent, as of July 1, 2007. Currently there are three regulations under the Act currently in effect. The Alberta Specified Gas Reporting Regulation lays out the reporting requirements for large emitters in the province and the Specified Gas Emitters Regulation (the 'Regulation') lays out targets for regulated entities and guidelines for achieving compliance. The Administrative Penalty Regulation sets out the penalty for non-compliance with the the Act. In order to meet the reduction targets, regulated facilities have four compliance options: 1. Reduce On-Site Emissions; 2. Purchase Alberta-based offset credits; 3. Contribute to the Climate Change and Emissions Management Fund; or 4. Purchase or use Emission Performance Credits The Alberta Emissions Offset Registry and the Emissions Performance Credits Registry, operated by CSA Group in partnership with the Government of Alberta, provides the infrastructure to support the ability for regulated facilities to be compliant with the Regulation through the purchase of Alberta based carbon offset credits and/or purchase or use of Emission Performance Credits. These essential carbon registries track ownership of carbon offset credits and emission performance credits to demonstrate facility-level compliance with carbon reductions outlined within the Act, and ensures transparency of this process. Alberta Emission Offset Registry The purchase of Alberta- based carbon offset credits is one of the four compliance options for regulated entities under the Specified Gas Emitters Regulation (the 'Regulation') in Alberta. A carbon offset credit represents a one-tonne reduction or removal in greenhouse gases (GHG) emissions from an independently verified GHG project. Carbon offset projects range in scope and involves implementation of a new management practice, technology and/or control systems that reduce or remove emissions of a given process. GHG projects listed on the AEOR are real and quantifiable reductions of emissions, and are verified by an independent third party. Under the Alberta system the following terms are synonymous: 'carbon offset credit' and 'offset credits'. To date (November 2014), over 33 million carbon offset credits have been created and serialized in Alberta. To generate carbon offset credits in the Alberta offset market, facilities and sectors that are not subject to the Regulation ('Project Developers'), reduce their greenhouse gas (GHG) emissions according to a government approved protocol, and meet the requirements of section 7 of the Regulation. Project Developers then register their projects on the CSA Group AEOR and serialize their carbon reductions before the carbon offset credits are used as a compliance option by a regulated facility. Registered projects listed on the AEOR must contain the required documentation, which includes: a third party verified project plan and project report, a verification report, and a greenhouse gas assertion. Registered projects are then able to be issued unique serial numbers assigned to carbon offset credits allocated to a registered project. These documents are posted publically on the registry. The CSA Group AEOR provides the infrastructure and public transparency for projects registered to generate Alberta offset credits. Alberta Emission Performance Credit Registry The purchase of Emission Performance Credits (EPCs) is one of the four compliance options for regulated entities under the Specified Gas Emitters Regulation (the 'Regulation') in Alberta. This compliance mechanism is tracked and managed by CSA Group using the online and publically viewable registry platform. EPCs are credits generated by regulated facilities that have reduced below their reduction target specified in the Regulation. These additional reductions are called EPCs, where one tonne of CO 2e reduced below the baseline emission intensity target is equal to one EPC. EPCs are revocable licenses which can be banked, transferred or retired by facilities subject to the Regulation to meet their reduction requirements. In order for facilities and their associated companies to register EPCs, they must submit their compliance reports and be issued EPCs from the Government of Alberta on the EPC Registry before the EPCs can be used as a compliance option. The EPC Registry provides the infrastructure and public transparency for projects registered to generate EPCs. CSA Group Registries The CSA Group Registries offers third party, independent environmental registry services for greenhouse gases inventory and projects, the CSA Registered Carbon Neutral Program, and an environmental product declaration (EPD) registry. In operation for nearly 10 years, the CSA Group registries have listed over 80 GHG inventories and serialized over 50 million verified emission reductions and removals. Since 2007, the CSA Group has been operating, in partnership with the Government of Alberta, the Alberta Emissions Offset Registry and Emission Performance Credits registry. The CSA Group Registries provide a way to recognize an organization's commitment to measure and manage its GHG management results and/or product lifecycle impacts, and publicly report on its environmental and sustainability initiatives. Resources Further information regarding the program and the Government of Alberta s guidance information can be found by going to the Resources page from the top navigation under Alberta Emission Offset Registry. Registry Listings Projects that are publicly listed can be viewed and searched for from the Registry Listings page. The web platform hosts the following two registries: Alberta Emission Offset Registry Alberta Emission Performance Credit Registry Navigate to the Registry Listings menu item under either of the two main menu items for the respective registries. For example, the AEOR Registry listing can be accessed as follows: P a g e 7 of 35

Search Both registry listings allow for an exhaustive array of search options. The search box on the main the registry listing page can be used to search any of the publicly listed projects. All fields within a project will be searched: The Advanced Search provides the user finer control to customize and filter search results. As seen below, all the following fields can be individually filtered to find a specific project or a group of projects. Once all the fields to search on have been filled in, click on the Search > below these options to perform the search. The Clear Form option can be used to reset all the search fields at once. Web Platform The system (or web platform) has two distinct sections: Public: This section of the system does not require a user account and can be accessed by anyone. The registry listings are part of this section. P a g e 8 of 35

Secured: This section of the system does require a user account. Once logged in, operations such as creating a project, registering a project, serializing and trading carbon offset credits can be performed. Conventions Some of the common conventions used throughout the system are: Fields marked with an asterisk (*) are required fields. Any forms or pages that contain fields marked as such cannot be submitted without entering a valid value in it. Fields that are highlighted in green are indicative of fields that will be publicly visible in the registry once the project has been approved for listing. Please use caution in entering data in such fields. This icon appears wherever there is help text available. Hover over this icon to see related help text. New Account Creation In order to create a new account, click on the Click Here in the top right corner Login section: On the page that is now displayed, enter the following information: Your Company Name Your First and Last Name Email address Once completed, click on the Continue > button. The system will then perform a search to ensure your company doesn t already exist within the system. If your company does not exist: o An email will be sent to the email address that was entered. o Click on the link in the email to continue the company and account creation process. o Step 1: Enter all your company information (noting the conventions mentioned in the previous section of this guide) o At this stage, a company logo can also be uploaded by using the Upload logo option (Note: this is not a mandatory requirement): P a g e 9 of 35

o o o o Once complete, click on the Continue > button. Step 2: Enter your personal information. Some fields in this page will be pre-populated based on the information entered for the company in the previous step. Important Note: By requesting to create a new company, you will be assigned as the Company Primary Contact and as such have the following permissions on a company's account: Approve a company's legal documents Edit a company's information Approve or reject secondary users Request or assign an authorized project contact to a project As a Company Primary Contact, you must have the authority to bind the company. Check the box that states: o o o o o o o o Click on the Continue > button. Step 3: This step presents the legal agreement titled Acknowledgment of Registry Mandate. Please review this carefully and if you wish to accept and continue, click on the checkbox at the bottom of the form; and click on Continue > Step 4: This step presents the legal agreement titled Alberta Carbon Registry Agreement. Please review this carefully and if you wish to accept and continue, click on the checkbox at the bottom of the form; and click on Continue > Step 5: This is a review page for all the information that has been entered so far. Please review this carefully. If all the information appears correctly, click on the Submit > button at the bottom for the form. A confirmation page will be displayed upon successful submission. Once the request to create a new company is approved, an email will be sent to you. This email will contain: Your user id. A link to set up a password for your account. Click on the link in the email and you will be taken to the password setup screen. Ensure to create a password that meet the following requirements: Lowercase letter (a-z) Uppercase letter (A-Z) Numeral (0-9) Punctuation or other (!@#$&...) Minimum 6 characters P a g e 10 of 35

o o Hint: Stronger with 8 or more characters Click on the Submit > button. You will be logged in if all the requirements for the password are met. If your company exists: o On the following page, the company and its basic details will be listed. o If this is the correct company, click on the Select This Company > button to continue. o On the following page, enter all your information noting the conventions mentioned in the previous section of this guide. o Some information on this page will be pre-populated based on your company s information. o Click on Continue > to proceed. A confirmation page indicating the successful submission of your request will be displayed. o The request to join this company will be sent to the Company Primary Contact. o Once the Company Primary Contact has approved the request, an email will be sent to you. This email will contain: Your user id. A link to set up a password for your account. o Click on the link in the email and you will be taken to the password setup screen. o Ensure to create a password that meet the following requirements: Lowercase letter (a-z) Uppercase letter (A-Z) Numeral (0-9) Punctuation or other (!@#$&...) Minimum 6 characters Hint: Stronger with 8 or more characters o Click on the Submit > button. o You will be logged in if all the requirements for the password are met. Approving Secondary Users If you are the Company Primary Contact for a company and a user has requested an account within that company, an email will be sent to you with a link to approve this new account. Click on the link in the email The login page for the system should be displayed. Use your credentials to login to the system Once logged in, the Company Profile screen will be displayed. Expand the Action Required section to view the outstanding user request. It should be displayed as follows: P a g e 11 of 35

Click on the Review Required link If all the information displayed on this page for the user appears to be correct, click on the Approve > button. A confirmation page will be displayed and an email will also be sent to the user with their newly created user id. A popup will be displayed as follows: If you wish to set up the user permissions right away, click on OK. If not, click on Do Not Redirect. (User Permissions can also be access from the Company Profile Page by clicking on the Edit User Permissions button on the right.) P a g e 12 of 35

Company Profile Overview All user logged on will be directed to the Company Profile screen. Key features are highlighted below. 1 2 3 1. User Permissions There are three categories of user permissions for a user in the Alberta Carbon Registries (AEOR and EPC Registry). In the following hierarchy: 1. Company Level permissions to modify actions at the company level (e.g. company description, legal documentation etc.) and registry and project level permissions. 2. Registry Level permissions to modify actions at the registry level (AEOR or EPC), this includes modifying project/facility level permissions and authorizing authorized project contacts (APC). 3. Project/Facility Level permissions to perform actions (e.g. project registration, transfers, retirements) on specified projects or facilities. For more detailed information of these user permissions, click here. Assigning Permissions To Users A Company Primary Contact can assign permissions to users within their company at the levels mentioned above. To do this: 1. From the Company Profile page, click on the Edit User Permissions on the right side navigation bar. 2. Expand the Company Section, it should look similar to the following: a. From this section, the Company Primary Contact can assign the current users within their company as Primary Contacts at the Company or the Registry level. Important Note: There can only be one user set as the Primary for either the Company or a registry. b. Users can be deleted or suspended from this screen as well by clicking on the Delete or Suspend link against the user account. c. If any changes are made to the Primary Contact for either the Company or the Registry, click on the Save > button under the Company section to apply the changes. P a g e 15 of 35

3. Expand the Alberta Emission Offset Registry (or the Alberta Emission Performance Credit) sections to see the projects and users listed under either of the registries. It will look similar to: a. Each project under either Registry can have one user assigned as a Primary and multiple users listed as Secondary. b. If any changes are made, click on the Save > button under the Registry Section to apply the changes. Project Creation Important Note: This action requires a user account within the system. To begin the process for creating a new project, click on the Request Actions menu item under the Alberta Emissions Offset Registry top menu: 1. Click on the radio button next to the Project Creation item listed on this page and click on the Proceed > button at the bottom of the form. 2. Fill out all the information pertaining to the project. Please note the following: a. System conventions (required and public fields) b. If the Aggregated Project dropdown is set to Yes a spatial locator file based on the appropriate template will be require at a later step. c. Dates: Project Start date is not a publicly listed field, however, Credit Start and End Dates are. 3. If you wish to enter Estimated Annual Emission Reductions/Removals at the same time, click on the Add Additional Year button. This will add another line for entering this information for another year. Enter the value of each year separately on a different line. 4. Click on the Proceed > button. 5. Upload the Offset Project Plan. On this page, ensure to enter the accurate Credit Start and End Date and click on the Proceed > button. 6. Confirm Invoice Company Page: validate that the company information to which the invoice will be sent is accurate. If it is not, enter the updated information in the box provided below the P a g e 17 of 35

current company information. Once done (or If it already was correct), click on the Proceed > button to continue. 7. A draft invoice will be shown. a. If any information provided on this screen appears to be incorrect, click on the Edit button. This allows for the updating of the project details submitted until now. 8. Click on the Proceed > button. 9. A confirmation screen will be presented upon successful submission of the project. 10. Once the project submission has been approved, you will receive an email confirmation. P a g e 18 of 35

Project Registration Important Note: To proceed with this step, the project should already be created and approved. To begin the process for registering a project, click on the Request Actions menu item under the Alberta Emissions Offset Registry top menu: 1. Click on the option button next to the Project Registration option and click Proceed > button 2. On the next page, from the Projects drop down list, select the name of the project you would like to register. Click on Proceed > to continue. 3. On the next page, select the Offset Project Report to upload using the Choose File button. Also ensure to enter the correct Reporting Start and End Dates. Click on Proceed > to continue. 4. On the next page, The verifier company needs to be selected and the Verification report needs to be uploaded: a. Use the Select Verification Company dropdown list to select the company used to perform the project verification: i. Once the company has been selected, a contact from that company needs to be selected using the Select Verification Contact dropdown list. b. If the verification company used is not part of this list, select the Company Not Listed option and a new section will be displayed on the page. i. Enter all the company details for the Verification Company that was used (and was not on the list). ii. Enter the personal details for the contact form the verification company that will be listed on this project as the Verifier. c. Enter the Reporting Start and End Date. d. c. Enter the vintage year and quantity (tonnes - tco2e) covered under the GHG Assertion and the year for that quantity. Multiple years can be added at the same time by clicking on the Add Additional Year button. d. Click on the Proceed > button to continue. 6. On the next page, Statutory Declaration related information needs to be entered: a. Enter the Reporting Start and End Dates b. Select the file to upload for the Statutory Declaration by clicking on the Choose File button. c. Click on the Proceed > button to continue. 7. If the project was not an Aggregated Project, this step will be skipped. If the project was originally created as an Aggregated Project, select the file to be upload for the Spatial Locator by clicking on the Choose File and then click the Proceed > button to continue. 8. On the next page, Serialization request can be made. Enter an amount for the quantity of tonnes (tco2e) to be serialized. Please note: a. An amount greater than the amount entered on the Assertion page cannot be entered. b. Serialization will not occur until after a completeness review has been conducted and all discrepancies (if applicable) are resolved. c. The entire amount entered in the Assertion step does not need to be serialized at the same time. 9. Confirm Invoice Company Page: validate that the company information to which the invoice will be sent is accurate. If it is not, enter the updated information in the box provided below the current company information. Once done (or If it already was correct), click on the Proceed > button to continue. 10. Project Listing Once the project is approved for registration, it will be automatically listed publicly in the Alberta Emissions Offset Registry and will look as follows: Registry listings can be found here Update Files Once a project has been submitted, the files within that submission can be updated. To update files related to a project, click on the Request Actions menu item under the Alberta Emissions Offset Registry top menu. 1. From this page, select the option button next to the Update Files option and click on Proceed > to continue. 2. Select the project from the drop down list and click on Proceed > to continue. Transfer Carbon Offset Credits Serialized carbon offset credits can be transferred between two companies. This requires an approved and registered project with serialized credits to be able to continue at this point. Click on the Request Actions menu item under the Alberta Emissions Offset Registry top menu. 1. Click on the option button next to the Transfer Carbon Offset Credits item and click on the Proceed > to continue. 2. Select the project, from which to trade/transfer the carbon offset credits, from the drop downlist and click on the Proceed > button to continue. 3. Enter the amount of offset credits (tonnes) in the Amount To Action box. a. If you have multiple vintages with credits, you can enter what quantity to transfer from each of them separately. b. If you wish to transfer from just one vintage to a different company, enter a value in just the box listed against that year. c. For example: 4. Click on the Proceed > button to continue. 5. Select the recipient company from the drop down list at the bottom of the transfer summary table, then click on the Proceed > button to continue. 6. Fill and complete the left side (under the section with your company s name) of the table on Page 2 of the document with the required information and appropriate signatures and scan the completed document. Review all the information for accuracy on this summary page, and if correct, check the box to accept and authorize this transfer. Approve Carbon Offset Credit Transfer As the Company Primary Contact (CPC), you will be required to approve requests for Carbon Offset Credits. You will receive an email notification informing you of the request. Alternatively, you can view pending requests from the Company Profile page under the Action Required section. 1. Once the approval request is open, download the Notice of AEOR Instructions.pdf from the page 2. Print a copy of the download instructions. 3. Fill and complete the right side (under the section with your company s name) of the table on Page 2 of the document with the required information and appropriate signatures and scan the completed document. The left side of the table should already be completed and signed. 4. Select the scanned (completed) file by clicking on the Choose File button. 5. Review all the information for accuracy on this summary page, and if correct, check the box to accept and authorize this transfer. Important Note: In order to proceed, you must have the binding authority on behalf of your company to perform this action. 6. Click on the Proceed > button 7. Select the project from the drop down list from which you would like to retire serialized credits. 3. Click on the Proceed > button to continue. 4. Authorized Project Contact Add a new APC As the Company Primary Contact (CPC), you can add an Authorized Project Contact (APC) for any of your existing projects or create a new one. To begin, click on the Manage APC menu item under the Alberta Emissions Offset Registry top menu. 1. Click on the Add New APC button. 2. Select an existing project form the drop down list. The project details will appear when a project is selected. Review this information carefully. a. If you would like to create a project and become an APC for that, select the No, I would like to create a new project to assign an APC for check box. b. The process to creating a new project can be referenced in the Project Creation section of this document. 3. Click on the Next Step > button. 4. Select the company you would like to assign as the APC for the selected project from the drop down list. The company details will appear when an option is selected. Become an APC If you would like to become an authorized project contact (APC) for an existing project or a new project. To begin, click on the Manage APC menu item under the Alberta Emissions Offset Registry top menu. 1. Select an existing project from the company you would like to request APC access to. a. If you would like to create a project and become an APC for that, select the No, I would like to create a new project to assign an APC for check box. b. The process to creating a new project can be referenced in the Project Creation section of this document. 2. Click on the Next Step > button to continue. 3. Carefully review the Designation of Authorized Project Contact and Acceptance legal document. Approve an APC Request If you are the Company Primary Contact (CPC) for your company, you will be required to approve requests from other companies wanting to become the Authorized Project Contacts (APC) for either existing projects or new ones. 1. The CPC will receive an email notification informing them of the request pending approval. a. Alternatively, you can view all your pending requests from the Company Profile page, under the Action Required section. For example: 2. Click on the link in the email, and login to the system. a. Alternatively, if you are viewing the pending request in the Company Profile page, click on the Approve link against the request. 3. Carefully review the Designation of Authorized Project Contact and Acceptance legal document. Click on the checkbox at the bottom of the form to indicate acceptance and click on the Approve > button to continue. 4. A confirmation email will be sent to you as the CPC as well as the request submitter. Manage APCs As the Company Primary Contact (CPC) you can view all the APCs associated with projects from your company and revoke their permissions if necessary. To begin, click on the Manage APC menu item under the Alberta Emissions Offset Registry top menu. 1. Click on the Manage APCs button. 2. A list of all the APCs associated to your company will appear: 3. Click on the Revoke link if you wish to revoke the APC access for that company and project. a. EPC The purchase of EPCs is one of the four compliance options for regulated entities under the Specified Gas Emitters Regulation (the 'Regulation') in Alberta. This compliance mechanism is tracked and managed by CSA Group using the online and publically viewable registry platform. EPCs are credits generated by regulated facilities that have reduced below their reduction target specified in the Regulation. These additional reductions are called EPCs, where one tonne of CO2e reduced below the baseline emission intensity target is equal to one EPC. EPCs are revocable licenses which can be banked, transferred or retired by facilities subject to the Regulation to meet their reduction requirements. In order for facilities and their associated companies to register EPCs, they must submit their compliance reports and be issued EPCs from the Government of Alberta on the EPC Registry before the EPCs can be used as a compliance option. The EPC Registry provides the infrastructure and public transparency for projects registered to generate EPCs. The infrastructure of the EPC Registry is developed in partnership with CSA Group and the Government of Alberta. Create a Facility To begin the process to create a new facility under your company, click on the Request Actions menu item under the Alberta Emission Performance Registry : 1. Select the contact from the drop down list, who will be listed against this facility publicly (validate that the information displayed for this contact is accurate). 2. Enter a name for the Facility and its address. 3. Click on the Proceed > button to continue. 4. Confirm Invoice Company Page: validate that the company information to which the invoice will be sent is accurate. If it is not, enter the updated information in the box provided below the current company information. Once done (or If it already was correct), click on the Proceed > button to continue. 5. Select the option button next to the Intra Company Transfer then click on the Proceed > button to continue. 2. Enter the amount of tonnes to transfer in the Amount to Action box and then click on the Proceed > button to continue. 3. Select the recipient facility from the Facility drop down list to transfer the credits to and then click on the Proceed > button to continue. 4. Review all the information for accuracy on this summary page, and if correct, check the box to accept and authorize this transfer. Select the option button next to the Inter Company Transfer then click on the Proceed > button to continue. 2. Enter the amount of tonnes to transfer in the Amount to Action box: a. EPCs are not considered retired for compliance purposes until they have been moved into retired for compliance status by the Government of Alberta.
