VoLTE Roaming: the 2 main models in a nutshell: Voice (LBO) or Data (S8HR) oriented Local Breakout (LBO) Standardized and enhanced since 2010 Visited network is service aware (voice oriented) 2 routing possibilities (Visited Routing or Home Routing) Same business model as Circuit Switch Voice Concerns on complexity to deploy S8HR VPMN Voice Introduced by GSMA in 2014 Still under 3GPP normalization (until 2017) Visited network is a bit pipe (data oriented) Technical concerns on local services and lawful obligations Business concerns on value deflation Carrier (IPX) Voice HPMN

Common mistakes about VoLTE Roaming «LBO = RAVEL»: FALSE 2 variants, Home Routing and Visited Routing: using one architecture or the other is under HPMN decision and on a Call by Call basis. You can even start without deploying the VPMN loopback (RAVEL) In S8HR, however, you ll never have the choice. «With LBO HPMN do not control its customers»: FALSE Whatever the chosen architecture (S8HR, LBO HR, LBO VR), the HPMN handles the call control. S-CSCF and AS (for services) are ALWAYS located in the HPMN! «With LBO, you need to use VPMN»: PARTIALLY FALSE Only the edge equipment (P-CSCF) is triggered in the VPMN. The other equipment, that have difficult integration with devices (S- CSCF, HSS, TAS ) remain in the HPMN.

Conclusion S8HR was a false good idea S8HR would have been a good idea for voice OTT services in Roaming Operators are not OTTs: Complexity and costs would come with S8HR! Moving to OTT services may lead OTT to come on operator services! LBO has been designed to meet both operators and customer expectations

LBO with no MTR: a business evolution proposal

Let s discuss the business model of the interconnection between VPMN and HPMN for roaming VoLTE (LBO case) Data oriented model (S8HR) Voice Service oriented model (LBO) HOME MNO EPC Data Roaming Interco HOME MNO Roaming Signaling + media Interco HOME MNO Roaming Signaling Interco NNI Scope Visited MNO EPC S8 Visited MNO EPC Visited MNO EPC Interco S8 Home Routing LBO Home Routing LBO Visited Routing

Technically, Roaming and interconnection are SIP based (-NNI) but with some specifies Roaming service Visited Interconnection service A Sender SIP Proxy IPX SIP Proxy IPX Home B Receiver Service Roaming Interco Technical Differences Registration SMS Only SIP (no Media) for LBO/VR ENUM (NP and user profile) Voice Breakout to legacy (if B user is not )

Proposal: remove MTR cascaded model for VoLTE roaming traffic (LBO) Challenges Proposal High coupling between roaming and interconnection Complex Roaming IoT, depending on interconnection cost Remove MTR cascaded model for roaming traffic between Visited and home (for MOC/MTC) SIP/media exchanged between visited and home will be transported by carrier with a signaling model Able to charge roaming terminating calls in roaming IoT using TAP (instead of MTR) Valid for LBO/HR (sig/media on NNI) and LBO/VR (only sig on NNI)

Future Today Interconnection for roaming VoLTE should be a technical enabler using signaling Voice Technology Roaming Wholesale Interconnection Wholesale for roaming traffic Voice (Circuit) VoLTE (LBO) VoLTE (LBO) Mobile Terminating Rate MINs Minutes Visited Home Mobile Terminating Rate MINs Minutes Visited Home OR SIG Minutes Visited Home SIP signaling In any case, non-roaming Voice Interconnection between operators remains on per minute basis!

Future Today Proposal is consistent with SMS business model Technology Roaming Wholesale Interconnection Wholesale for roaming traffic SS7 signaling SMS Nbr SMS Visited SIG Home SMSo (LBO) Nbr SMS Visited SIG SIP signaling Home Non-roaming SMS Interconnection between operators still remain on per message basis!

Conclusion LBO with no MTR: An opportunity to ease wholesale and retail offers VoLTE Roaming (LBO) brings a new dedicated interconnection leg, that didn t exist in legacy networks. There is an opportunity to define simplified business models. The proposal is to consider VoLTE Roaming as a Signaling interconnection rather than a cascaded MTR interface with no impact on the classic non-roaming interconnection.
