Six MRAs APEC Tel US-EFTA US-EU US-Japan US-Mexico (in transitional phase) CITEL (not operational) Allows for telecom products to be tested/certified to foreign requirements by recognized domestic conformity assessment bodies (CABs) prior to export Foreign regulations and technical standards become more transparent New technologies reach end users faster and at a lower cost
4 Current MRAs Asia Pacific Economic Cooperation European Union EU APEC Japan United States European Free Trade Association EFTA Fully Operational Mexico Inter-America Telecommunication Commission CITEL Not operational
5 NIST Role Split responsibility; FCC RA; NIST DA NIST - Designating Authority NIST receives and processes applications from US CABs seeking foreign recognition Requirements differ for each MRA http://gsi.nist.gov/global/index.cfm/l1-4/l2-16 Technical competency of CABs NIST relies on US ABs to verify competency of CABs NIST listed ABs for Test Labs/Phase-I CABs A2LA, ACLASS, NVLAP NIST recognized ABs for TCBs/Phase-II CABs A2LA, ANSI

U.S. CABs should request NIST for updated scope of designation after each re-assessment or surveillance cycle whichever comes first. Canada (Phase-II CABs) Following standards & documents have been revised in the past year On-going updates to applicable standards See http://www.ic.gc.ca/eic/site/mra-arm.nsf/eng/nj00009.html CB-02, Issue 6, October 2011; 5 Radio sub-scopes; 5% surveillance REC-CB was superseded by CB-01 as of October 2011

11 APEC TEL MRA - Updates BSMI - Chinese Taipei (Phase-I continued) BSMI welcomes all interested parties, manufactures, CABs, agents, etc., to attend monthly technical meetings and submit technical topics to discuss because it is open to public. BSMI needs a contact person in Taiwan to help facilitate communication on any issues related to the EMC test reports issued by US CABs. While test reports & documentation may be in English, the warning labels must be in Chinese
12 APEC TEL MRA - Updates Vietnam (Phase-I) MIC updated titles for its technical regulations including some formatting changes Reference to international standards have been updated where relevant Several regulations have been superseded MIC prepared a cross-reference table that shows the link between the new titles and the old ones. Updated Annex 1 and the cross-reference tables can be accessed from NIST website: http://gsi.nist.gov/global/index.cfm/l1-4/l2-16/l3-90/a-195 U.S. CABs designated to MIC should update their scopes during next accreditation or surveillance cycle
