Solutions Center Center Background Background and Vision and Vision 2 CleanEnergySolutions.org The Clean Energy Ministerial (CEM) launched the Clean Energy Solutions Center in April 2011. The Solutions Center: Is one of 13 CEM Initiatives, which include: Global Superior Energy Performance Partnership Super-Efficient Equipment and Appliance Deployment initiative Australia Sweden United States Global Lighting and Energy Access Partnership Helps governments design and adopt policies and programs that support the deployment of clean energy technologies Canada France India Has more than 35 partners, including IRENA, IEA, IPEEC, Sustainable Energy for All, Bloomberg New Energy Finance and Leonardo Energy Is co-chaired by the U.S. Department of Energy and the Australian Department of Industry. Ask-an-Expert: Our Experts in Action 4 CleanEnergySolutions.org Connects policymakers to a global network of more than 30 energy experts for quickresponse technical assistance on policies and programs relating to: Renewable Energy Energy Access Energy Efficiency Smart Grid Transportation Utilities Delivered no-cost assistance for more than 160 requests from over 75 countries. Please submit your question directly at cleanenergysolutions.org/expert 4

Submitting a Request 1. Government representatives submit requests by: Utilizing the Ask an Expert form provided on website at https://cleanenergysolutions.org/ Email requests directly to expert@cleanenergysolutions.org Requests can be submitted via a policy team expert Requests can be submitted during workshops and events 2. Requests are reviewed & initial response provided within 2 working days 3. Matchmaking assign expert; matching expertise to policy needs 4. Deliverables are provided in report and/or presentation format 5. Once completed, requestor completes survey on how the assistance will be utilized 6. More than one request from a country, region, or locality is permitted 5

Policy Support Levels Various Levels of Support Provided Short turn-around support of 1-20 hours Higher level support of 20-40 hours In depth support of 40-120 hours Potential opportunity to provide on-site support in country locations On-site workshops where large number of policymakers are convened, including side events at conferences and events 6

Ask an Expert in Latin America / Caribbean MEXICO: assisted with appliance standards and labeling programs, cool surface policies, and building certification rating incentives (~2 days) NICARAGUA: Assisted with renewable energy policy framework and provided policy support during IRENA renewable readiness assessment (2 separate requests / 40 hours each) ST KITTS: assisted with a waste-to-energy program & RFP process (~ 4 hours) ST VINCENT: assisted with a building efficiency program; piloting at Argyle International Airport (~ 1 day) BELIZE: assisted with development of minimum energy performance standards (MEPS) (120 hours) 7
