Solutions Center Center Background Background and Vision and Vision 6 CleanEnergySolutions.org The Clean Energy Ministerial (CEM) launched the Clean Energy Solutions Center in April 2011. The Solutions Center: Is one of 13 CEM Initiatives, which include: Global Superior Energy Performance Partnership Super-Efficient Equipment and Appliance Deployment initiative Australia Sweden United States Global Lighting and Energy Access Partnership Helps governments design and adopt policies and programs that support the deployment of clean energy technologies Canada France India Has more than 35 partners, including IRENA, IEA, IPEEC, Sustainable Energy for All, Bloomberg New Energy Finance and Leonardo Energy Is co-chaired by the U.S. Department of Energy and the Australian Department of Industry. Guillaume Meheut, Ministry of the Environment, Energy, and Marine Affairs 9 Guillaume Meheut is Director of Cabinet at the General Directorate for Energy and Climate Change of the French Ministry of environment, energy and the sea. In this role, Mr. Meheut helps to coordinate and implement the ministry s research and innovation strategy, in particular in the field of clean energy. He participates in the steering committee of actions supporting clean energy RD&D within the French investments for the future programme, operated by agencies Ademe and ANR. Previously, Mr. Meheut worked for the French telecommunications regulation authority ARCEP, on the development of high speed broadband networks and services. 9

François Moisan, Environment and Energy Management Agency 10 François Moisan was born the 11th November 1949 at Paris. He is a graduate on Electrical Engineer from Ecole Supérieure d Electricité de Paris (1972) and Doctor in Economic Science (Université de Grenoble, 1983). He began his career at the National Scientific Research Center (CNRS) in 1978 to set up the research program on solar energy. He was Director of prospective at the French Agency on Environment and energy (ADEME) in 1992 and named scientific Director in 2004. He is presently executive Director of Strategy, Research and International Affairs and Scientific Director of ADEME. He is in charge of managing the Investment for the Future public fund operated by ADEME dedicated to support innovation in low carbon technologies promoted by companies. François Moisan is involved in energy efficiency policies for more than 30 years and participated to several national and international committees on energy efficiency policies. 10
