DESCRIPTION 900/976 Call Blocking Service is an optional service which provides customers with the capability to block originating calls to the 1-900 and 1-976 calling networks. With 900/976 Call Blocking Service, all originating calls to 900 numbers nationwide will be blocked and all originating calls to 976 numbers within the customer's home NPA will be blocked. Customers subscribing to 900/976 Call Blocking Service attempting to dial a 900 or a 976 number from a restricted line will reach a Company-provided intercept announcement. B. AVAILABILITY OF SERVICE 900/976 Call Blocking Service will be offered in all exchanges where facilities and conditions permit. C. REGULATIONS 1. 900/976 Call Blocking Service is available only on direct dialed calls. 2. 900/976 Call Blocking Service is available on single party residence and business lines, with the exception of Combination Access Line Service. 3. 900/976 Call Blocking Service may be canceled at any time without charge. PART 8 - Miscellaneous Services 2nd Revised Sheet 2 CALL CONTROL /1/ A. DESCRIPTION 1. Call Control is an optional feature that provides a business customer the capability to screen outgoing calls placed from their network access line, then block or allow calls initiated to dialed telephone numbers. Call Control allows the subscriber to activate or deactivate the feature. It also allows the subscriber to modify (control) the screening parameters through the use of a TOUCH-TONE telephone. In addition, Call Control allows the subscriber to dial a personal identification number during an interactive announcement to override any call restriction. 2. Screening of outgoing calls can be divided into two subsets: a. Dialed numbers to be allowed - the exception list; and b. Dialed numbers to be restricted - the blocking list. In each of the subsets, the subscriber can change the numbers that are screened. 3. Upon the network s determination that a call is to be rejected, the calling party will receive an interactive announcement. The subscriber (or authorized user) can override this rejection through the use of a personal identification number which is customer changeable through a TOUCH-TONE telephone. 4. The screening list can be set up to restrict all outgoing calls except to certain specified numbers, area codes, or local exchange prefixes, or it can be set up to allow all outgoing calls except to certain specified numbers, area codes or local exchange prefixes. Entries on the screening list can reflect any single number or combination of numbers representing long distance (including (international) and local calls (single entries only, not ranges). /1/ Effective June 1, 2017, Call Control is no longer available to residence customers. The standard menu blocking choices Include: - Block all long distance calls; - Block all Operator assisted calls; - Block specific telephone number, prefix and/or area code - maximum of 10 individualized entries - Block all outgoing calls; - Allow the following exceptions to blocked calls - maximum of 10 individualized entries 6. Calls to the Emergency Service code 9-1-1 will not be restricted. 7. The subscriber may access Call Control from the telephone line equipped with Call Control, or remotely, through the use of a TOUCH-TONE telephone. B. REGULATIONS 1. Call Control may be provided subject to the availability of suitable Central Office facilities and capacity. Specifically, Call Control is offered only where the customer s location is served by a digital switch equipped with Advanced Intelligent Network (AIN) and Common Channel Signaling/Signaling System 7 (CCS/SS7) architecture and software. 2. Call Control is available for use with a Business Network Access lines, and when available, Residence or Business Network Access lines equipped with Integrated Services Digital Network (ISDN). It is not available with PBX Trunks, Semi-Public Telephone Service, Centrex Service, Customer Owned Coin Operated Telephone (COCOT) Service, Wide Area Telecommunication Service (WATS) lines, Off Premise Extensions, party line exchange services, or Automatic Call Distribution systems equipped with DID TrunkS. /1/ Effective June1, 2017, Call Control is no longer available to residence customers. Call Control does not relieve the customer of responsibility for calls charged to their telephone number(s). 4. Call Control will not be offered in areas where 9-1-1 is not available. 5. The Company shall not be liable to the customer or any other person or entity for damages of any nature or kind arising out of, resulting from, or in connection with the provision of the service, including without limitation, the inability to access the operator of any non toll free number for any purpose. C. RATES AND CHARGES 1. Regardless of the subscriber s local calling area, calls placed from an Call Control equipped network access line, via a predetermined access code, to the Call Control Point (located in Elgin, Illinois) to modify the service functionality, will be assessed the appropriate local usage charges as specified elsewhere in this guidebook. Access to the Call Control Point to modify service functionality placed from a network access line not equipped with Call Control will be provided via a toll-free number. 2. An Installation Charge is applicable when adding Call Control to an existing business access line. /1/ Effective June 1, 2014, Call Control is no longer available to residence customers. DESCRIPTION Toll Restriction Service is an optional service which provides customers with the capability to block originating calls being made to a destination outside the local calling area. Except as noted below, all calls beginning with 1+, 0+, 0-, 950, 101XXXX, 011+, 900/976 or 700 will not be allowed to complete. /1/ Calls will be allowed to complete to 911, 411, (Home NPA) 555-1212, and 1+800 toll-free calls. 0- calls will be completed by an operator only to emergency services such as Police, Fire, or ambulance in exchanges not served by 911. Customers subscribing to Toll Restriction Service attempting to dial a number outside their local calling area from a restricted line will reach a Company-provided intercept announcement. B. AVAILABILITY OF SERVICE Toll Restriction Service will be offered in all exchanges where facilities and conditions permit. 1+800 toll-free calls may be blocked in certain exchanges where facilities require it. C. REGULATIONS 1. Subscribing to Toll Restriction Service does not relieve customers of the responsibility for calls charged to their telephone number(s). 2. Toll Restriction Service is available on basic Residence Exchange Service lines and basic Business Exchange Service. 3. Toll Restriction Service may be canceled at any time without charge. 4. Toll Restriction Service will not be provided with PBX Trunks, Public or Semi-Public Telephone Service, Centrex Service, Customer Owned Coin Operated Telephone (COCOT) Services, Wide Area Telecommunications Service (WATS) lines, Off Premises Extensions, Automatic Call Distribution Systems equipped with DID Trunks or data services, including ISDN. 5. AVAILABILITY OF SERVICE Toll Billing Exception Service will be offered where facilities and conditions permit. C. REGULATIONS 1. Only calls that have access to WBI's Billing Validation data base can be blocked. 2. Toll Billing Exception Service is available on single party residence and business lines, with the exception of Combination Access Line Service. 3. Toll Billing Exception Service may be canceled at any time without charge. D. DESCRIPTION Extended Community Calling (ECC) Blocking Service is an optional central office service that restricts access to Extended Community Calling Service Areas as defined elsewhere in this guidebook. Restricted calls are directed to a central office announcement. B. TERMS AND CONDITIONS 1. ECC Blocking will be offered on basic Residence Exchange Service lines and basic Business Exchange Service. It is not available with PBX Trunks, Public or Semi-Public Telephone Service, Centrex Service, Customer Owned Coin Operated Telephone (COCOT) Service, Wide Area Telecommunications Service (WATS) lines, Off Premises Extensions, Automatic Call Distribution Systems equipped with DID Trunks or data services, including ISDN. 2.
