INTRODUCTION WHAT IS eplan? eplan is a web-based electronic plan and document workflow solution that allows customers and City staff to initiate and complete the building permit application submission, payment, review, and approval process online as opposed to a manual, paper-based process. eplan creates an online virtual project work space that enables remote customers to share the same information at the same time; facilitating communication and increasing productivity. Here s what eplan does to enable online project information management: All shared project information (documents, drawings, etc.) is centralized in one location so it becomes visible, accessible and usable by everyone who has access to the project. The user friendly interface makes it easy for users at any technical skill levels to leverage the tools in eplan. eplan enables multiple-users access to the same information at the same time, enhancing team collaboration. Automation features ensure the quick distribution of important information. Tools for interacting with information, such as view and markups, online discussions, and group email, make interacting with information timely, meaningful and productive for the project team. Complete details of all workspace activity are recorded, comprising an audit trail for documents, emails, forms, annotations and markups, plus much more. HOW DOES eplan WORK? When an applicant submits a building permit application and pays the required fees through the City s portal, eplan will invite the applicant by email to upload the electronic drawings and all relevant documents. Building Department staff will then have access to review the plans and note deficiencies directly on the plans. The applicant will be notified when corrections are needed and the updated plans can be electronically resubmitted to the City for re-review. When the plans are approved, and all fees are paid, the applicant will have access to download the final approved building permit plans. For security, while a project is in development only those with an invitation to the project will be able to access information about it. 1. Customer submits online request for a permit application using the City of Markham portal and pays an initial non-refundable Pre-Application fee. 2. Applicant logs into eplan, opens the project, accepts task, uploads permit application package (forms, drawings and documents), and verifies task completion. eplan Applicant Handbook 1 Building Standards January 2018

3. Applicant completes Applicant Upload task triggering the pre-screen process. Note: if the Applicant Upload task is not completed within 20 business days of the online submission, then the project will be cancelled. 4. The application will undergo a pre-screen review to confirm that the drawings and documents uploaded comply with Markham s eplan Submission Standards. 5. Once accepted through the pre-screen process, the project becomes a permit application. At that time it is reviewed by an Application Administrator to confirm it is a complete application and the estimated permit fees will be determined. 6. Upon payment of the estimated permit fees, the application is forwarded to Plans Review. 7. Plans Reviewers perform plans review for compliance with the Building Code, and either approve or return the project for clarifications. 8. Applicant receives email notice with project status and instructions. If corrections are needed Upload corrected documents to send the project back for re-review. 9. The Application Administrator assigned to your project performs a final fee assessment. 10. Applicant receives notice of fee balance, if any. 11. After final payment is made, the Application Administrator electronically stamps final plan set and uploads plans into Approved folder in eplan. 12. eplan emails customer notice to download approved final plans, permit placard for posting and permit card. 13. Applicant to post permit placard and to keep plans containing eplan approval stamp on job site. WHAT TECHNOLOGY DO I NEED TO USE eplan? As a web-based system, eplan requires Internet Explorer Version 10 or greater running on a Windows operating system. Active X and Silverlight will also be needed and can be downloaded from the eplan login page. The Reviewer s changemarks and thumbnails in the project can only be viewed when using Internet Explorer. Other browsers can be used for eplan, just not for viewing the changemarks. If you are installing Silverlight on a Macintosh system, the following requirements must be met: Silverlight versions after 1.0 run only on Intel processor based Macintosh (not PCC processor) Minimum Intel Core Due 1.83-gigahertz (GHz) or higher processor with 512-MB of RAM Silverlight 5 requires Mac OS 10.5.7+ and Firefox 3.6+ or Safari 4+ Silverlight 4 requires Mac OS 10.4.11+ and Firefox3+ or Safari 3+ HOW DO I PAY FOR REVIEW FEES? The initial $100.00 Pre-Application Fee is paid online with the request for the permit application. Permit fees up to maximum value of $60,000 may be paid online via the City of Markham s online portal. Permit fees greater than $60,000 must be paid in person, at the City of Markham s Building Front Counter or Cashier in the Civic Centre. The counter hours are 8:00 am to 5:00 pm, Monday through Friday. eplan Applicant Handbook 2 Building Standards January 2018

eplan AND THE BUILDING PERMIT APPLICATION PROCESS OVERVIEW Building Standards Department The permit application process consists of four stages: Pre-Application, Application, Reviewed, and Issued. At any time, the Applicant may log in to the online portal to confirm the project s overall status or the status of individual review processes. PRE-APPLICATION Request a Permit Application Applicants submit a request for a building permit application using Markham s online portal. Please refer to the City of Markham s Guide to Building Permits for a description of the various permit types, and the required documents and drawings for each class of permit. A pre-application fee is due at the time of the online request. This is a non-refundable fee, which is credited towards the building permit fees assessed at a later stage. Once the Pre-Application Fee is paid, Applicants will receive an email invitation with instructions on how to upload the digital drawings and documents. All uploads must comply with the requirements outlined in the City of Markham s submission standards. Please refer to the City of Markham s eplan Submission Standards for Building Permits, Sign Permits, and Zoning Preliminary Review for more information on required file types, border standards, and file naming standards. Pre-Application Review Staff will be notified once the Applicant completes the Applicant Upload task and will conduct a pre-screening of your request. This is a cursory review of your uploaded drawings and documents to ensure that you have met the City of Markham s submission standards for electronic plans review. In the event that the submission does not comply, the Applicant will be notified by email that they have a Pre Screen Corrections Task to complete. Items to be corrected will be in the form of Checklists (see Page 22). APPLICATION Once the project passes the Pre-Application Review and is accepted it enters the Application phase. The Building Code timelines for complete application reviews are based on the date that the project enters the Application phase. eplan Applicant Handbook 3 Building Standards January 2018

Application Verification An Applications Administrator will review the submission to determine if it is considered a complete application in accordance with the Ontario Building Code (see City of Markham s Guide to Building Permits) and to estimate the building permit fees applicable to the project. The Applicant will be sent a notice via email that outlines the application s status as complete / incomplete, any missing drawings or documents, outstanding Applicable Law requirements, and the balance of building permit fees owing for the project. Once any outstanding building permit fees are paid in full, the project will be assigned to the plans examiners for their review. Plans Review Plans examiners will review the project electronically. During the review process, any comments or deficiencies identified during the review will be noted on the drawings as Changemarks. Once all required review groups have completed their review, the Applicant may receive an Applicant Resubmit task to address by responding to any deficiencies. Items that need to be addressed will be in the form of Changemarks. Changemarks are the graphical deficiencies associated with an individual plan. Changemarks are a type of markup that need to be resolved before the review of your application can be approved (see Page 23). If there are no deficiencies, your application will proceed to the Reviewed phase. REVIEWED Once all disciplines have approved the permit application, the project is forwarded to an Applications Administrator. At that time, the building permit fees originally assessed will be verified and the status of any Applicable Law requirements confirmed. A building permit cannot be issued until all Applicable Law is satisfied, and payment of all permit fees and development charges (where applicable) are made in full. A notice will be sent to the Applicant if any of the above-noted items are outstanding. ISSUED Once the permit is issued, the Applicant will be sent an email with instructions on how to access the approved drawings and documents, as well as PDFs of your permit card and permit placard. One set of approved documents and drawings are required to be printed (at a reasonable scale and in colour) and maintained available on site for City of Markham inspection staff. The permit placard is required to be printed and posted in a visible location on the site. GETTING STARTED BROWSER REQUIREMENTS 1. Web Browser Requirements You will need Internet Explorer (IE) version 10 or later. eplan (ProjectDox) runs on other browsers (Chrome, Firefox, etc.), however, you can only view reviewer changemarks in IE. 2. Disable Pop-Up Blockers Disable the browser s pop-up blockers. If eplan (ProjectDox) does not open after logging in, a popup blocker has prevented the main window from opening. 3. Install eplan (ProjectDox) Components At the login screen, click the Install ProjectDox Components link to install Activex (required) and Silverlight (optional) components. Note: ProjectDox is the software used for the electronic plans review portion of eplan. Both terms are used interchangeably in this Handbook. LOGGING IN FOR THE FIRST TIME To log into eplan please visit http://www.markham.ca/eplanlogin and select the Registered Services option. eplan Applicant Handbook 5 Building Standards January 2018

These instructions are for all individuals who have not used eplan. If you participated in eplan during the Soft Launch, you will need to follow these instructions as well. 1. If this is your first time using eplan or if you have used eplan during the Soft Launch Phase please select the Customer Sign Up button. 2. Fill in all mandatory fields and select the Sign Up button at the bottom of the page. This will send an email containing a Verification code that is required for completing the registration. eplan Applicant Handbook 6 Building Standards January 2018

3. Return to the Registered Services login page and select the Verify Your Email button. 4. Using the Verification Code that was sent to your email in Step 2, complete the mandatory fields and then select the Verify Your Email button. 5. Now that you have verified your email you can return to the login page by clicking the Sign-On button and sign in. eplan Applicant Handbook 7 Building Standards January 2018

LOGGING IN AFTER THE FIRST TIME After you have set up your password, log in to eplan using your email address and your confirmed password at http://www.markham.ca/eplanlogin. This URL is also included in all Task emails sent to you. This is the eplan Portal main application page. Here is where you can access all of your permit application information, submit a request for a building permit application, pay for permit fees, and access digitally submitted drawings with examiner comments where applicable. eplan Applicant Handbook 8 Building Standards January 2018

eplan PORTAL NAVIGATION BASICS MY APPLICATION PAGE NAVIGATION The eplan My Application Page contains all applications that were applied for using the digital eplan system. Apply for a New Application allows you to apply for a new building permit Pay for My Application allow you to pay for any outstanding application fees. Using this button will be especially useful if you have to pay for fees for multiple different permits View All Tasks will take you to the eplan digital review environment s home page where users are able to accept / complete assigned tasks, upload drawings, and see reviewer comments required for revision Details will open the permit / application folder where the user can upload drawings or documents, pay outstanding fees and view detailed permit / application status information The Building Permits List provides you with basic information about every application or permit that your account is linked to. You can sort your projects by Application Number, Address, Status or Application Date by clicking on the arrows adjacent to the column header. In the Personal Information section the user can update personal information like their email, phone number and primary address. Click on the plus sign (+) next to the Personal Header to view the contents of this section. eplan Applicant Handbook 9 Building Standards January 2018

PERMIT / APPLICATION DETAILS NAVIGATION To access an application or permit, click on the Details button next to that project. This will bring the user to the Permit / Application Details page displaying detailed project information. This area allows the user to pay for any outstanding application fees, access the uploaded drawings and view the detailed status of the project. Information is provided in the following sections: Application Information Address Information People Information Additional Information Outstanding Payment Details Process Details Lists the address, folder (application / permit) number, application type, sub type, work type, application / permit status, permit issue date, description and application date Lists the address of the project Lists the permit owner, applicant, payee and any professionals who have signed Commitment to General Review forms Various permit details, specific to the application type. The Update Additional Information button at the bottom of this section allows the user to modify the data provided. Note: changes will only be saved when the folder status is Pre Application. If you attempt to modify this section after Pre Application is complete, you will receive an error message indicating that your changes will not be saved. Lists the balance of permit fees owing. Clicking on the View/Make Payment button will allow the user to submit a payment. Lists all administrative and plans review processes for the application. After permit issuance, all inspection processes will be listed. The process status and the assigned City of Markham staff s email is included. eplan Applicant Handbook 10 Building Standards January 2018

REQUESTING A PERMIT APPLICATION Now that you have created an account you will be able to request a permit application from the Building Department. 1. Select the Apply for a New Application button located at the top of the eplan My Application Page. 2. Choose the appropriate application group (Building Permit), application type, sub type and work type from the provided lists. When complete select the Next button. (NOTE: If you are unsure which options you should select for your application please refer to our online Permit Guides or use the Need Wizard for New Application button at the top of the page). 3. Next search for the site address. If you are unsure of the exact address for the site please use the map button ( ) to select the property from a map. 4. Select the desired property from the populated Address Search Result list. Do not type the entire street address. 5. Confirm that the application type, sub type, work type and address information is correct then select Next. 6. Provide a detailed description of the project scope (Example: Finishing the basement of a single detached dwelling). Once complete select Next. 7. The next page is where you will input all of the project s detailed information. All fields that are marked with a red * are mandatory and will be required in order to proceed to the next step. Please carefully answer the questions and select the Next button when you have finished. 8. Next you will be presented with the option to pay for the submission s non-refundable Pre Application Fee of $100.00. You can choose to Pay Now which will add the permit fee to the Shopping Cart, or Pay Later which will take you to the final application summary page. (NOTE: If you choose the Pay Later option you will be unable to upload any drawings or documents until the pre application payment has been made. You can pay for the permit fee at a later date by selecting the Details button of the permit on the My Application Page.) eplan Applicant Handbook 11 Building Standards January 2018

9. Once the Pre Application Fee has been paid, you will have the ability to upload your required drawings and documents to eplan to be digitally reviewed. Login to your eplan account, and open the Details page for the submission. Select the eplan Upload Attachments/Drawings/Etc button. 10. Please refer to Pages 13-21 of this document for instructions on how to navigate the digital upload environment, upload required documents and drawings and accept / complete your tasks for discipline review. Files must meet the Markham Building Submission Standards and be uploaded to the following folders: a. Drawings All single sheet drawing files b. Documents Supporting documents (application forms, shop drawings, reports, calculations) c. Applicable Law Approval documents from external Departments or Agencies 11. The submission now enters the Pre Application stage of the process. Refer to the eplan and the Building Permit Application Process section of this document for more information. After project has completed Pre Application, an Applications Administrator will calculate the estimated permit fees and notify the Applicant by email. 12. The estimated permit fees MUST be paid in FULL before the permit is reviewed. If payment is not made within 2 business days of the invoice being generated, the application will be deemed incomplete and longer review timelines may apply. eplan Applicant Handbook 12 Building Standards January 2018

eplan DIGITAL REVIEW ENVIRONMENT NAVIGATION BASICS HOME PAGE NAVIGATION Main Tool Bar This group of buttons provides your primary navigation functions. Building Standards Department Back and Forward function much like the back and forward buttons in Internet Explorer, taking you to the screen you previously or subsequently viewed. Projects will take you back to the home page where your list of active projects and tasks are displayed Profile will take you to your User Profile, where you can edit your personal information or change your password. Reload will refresh the current page you are on Search allows you to search for a project based on the key information entered into the Project Info Page. It also allows you to search for keywords within a project. Help takes you to the eplan Help site. Use the index or search functions to find instructions on specific aspects of eplan. PROJECT NAVIGATION Access Project Link Recent and All Projects buttons Site Task List Navigation Buttons Project Search Project Search Field is a partial word search that will provide results that contain the words entered into the Search Field for any of the columns listed: Project, Description, Owner, and Status. For example, a search for Townhouse with the above projects would result in six of the fifteen projects displaying because these projects have Townhouse contained in the Description. Project Sorting Buttons allow you to choose which projects are being displayed from two options. All Projects will list all of the projects that you are assigned. The Recent Projects button will show the 15 most recently accessed projects with the most recently accessed always displaying at the top. Task List shows any tasks requiring action from you for all projects in a separate page. Navigation Buttons can be used to move to the first previous, next, or last page on the Project List and the Task List. The Active Projects List provides you with basic information about every project to which you are assigned. You can sort your projects by name (or number), description, owner or status by clicking the header of each of the columns. You can access a project by clicking on the project link which will direct you to the project s main page. The below table displays the sort capabilities: Column Sort by? Note: Hovering over a Project Name displays the date when the project was created. PROJECT OPTIONS TOOLBAR Each project has the Project Options Toolbar displaying the project related features. Project Info Tab displays basic project information. Topic and Notes allows for electronic conversations to be recorded between members of the project. Any member of the project has access to this feature at the project level. Team Mail allows for an email to be composed and sent from the project to project members. This is saved as part of the project. ACCEPT TASKS After you log in you will see your home page with your active projects listed at the top. By default, the list will open on Recent Projects, which displays the 15 most recently accessed projects sorted by most recent first. Clicking on the All Projects button will open a list of all projects that you are a member of. The bottom part of the screen will be your Task List. Click on the task name to accept the task. Click on the Project Name to enter the project and upload your updates. eplan Applicant Handbook 15 Building Standards January 2018

TASK EFORM Once you accept your task an eform will open. On this eform will be instructions to assist you in completing the task. Once code review is complete, you can also see what the reviewers have commented on each file in your project. You can filter comments by review cycle and see a thumbnail of the file and the changemarks along with comments the reviewer made. This thumbnail is a hyperlink which will take you directly to the file and zoom into the area of the changemark. At the bottom are three check boxes you must select in order to complete the task. Note: After following the instructions on the eform, you must complete the task by clicking on the appropriate button (e.g., Document Upload Complete / Resubmit to Markham) for the project to move to the next step in the review process. eplan Applicant Handbook 16 Building Standards January 2018

PROJECT INFORMATION PAGE Access the Project Information Page by clicking on the Project Info Tab button. The Project Information Page lists the following items relative to the project in a read-only format: Project Name and Description Location and Contact Information Project Status: Status of the overall project as determined by the administrator or workflow Status Info: Additional field available for entry by an administrator Archive: Selection of this check box by an administrator will remove the project from the user s active projects list Alert: Will display project alerts and messages Project Start / End: Project Start is the date the project was created (this is not editable) Versioning Enabled: Whether versioning has been enabled for this project (See section Versioning and File History, for more information) Email Template Path: Identifies the location of project specific email templates in the server configuration to be used by the project Project Member List: Displays the list of project members, their contact information and log in status Show Thumbnails: Whether file thumbnails display in the project eplan Applicant Handbook 17 Building Standards January 2018

PROJECT VIEW OPENING A PROJECT On the Active Projects List on the home page, click the link under the Project column to access the project view. Click the link to access the project The left side of the screen displays the folder structure of the project. The right side of the page contains an abbreviated version of project information and the Project Feature Tool bar in the upper right. Project Folder Structure Project Information PROJECT FOLDERS Navigation in the folder structure follows conventions typical in Windows: click a + sign to view a folder s subfolder; click a - sign to collapse the view back to a single folder. Note that the folder names are actually links: click on a folder name to view its contents. You can also expand or collapse the view by clicking on the links above the folder structure. Notes: About Page Loading. Page loading means that not all the contents of a list may load at first opening this results in faster loading of a screen. An example of this behaviour can be seen when viewing the list of files in a folder. With page loading, there may appear to be 20 files in the folder. However, when you scroll to the bottom and keep the mouse button depressed, another batch of 20 files will appear. If you continue this process, eventually all the files will be loaded. If your site is set for page loading, and you wish to select all the eplan Applicant Handbook 18 Building Standards January 2018

files in a folder, you will need to follow the above process until no more files load. Then you can click the check box to select all files in the folder. If a folder contains files, next to the folder name will be displayed a count of the files and a count of new files. VIEW PROJECT FILES To view project files, enter the project folder by clicking the folder name. The left side of the window will display the files within the folder. Use the expand and collapse icons +/- to display just the filename or the thumbnail for the folder or choose the +/- icons at the top of each file to collapse each file individually. By default, each file will be listed with a thumbnail, file name, upload date and time, file size, author (who uploaded the file), and relevant file action icons based on your permissions. To return to the folder view, click the View Folders button. To see a larger version of the thumbnail without opening the file, hover the cursor over the file. To view a large rendition of the file, left click on the file name or thumbnail image. The Viewer will launch and display the selected file. There are two modes for displaying the ProjectDox Viewer window: Set ProjectDox Viewer in right-side panel Set ProjectDox Viewer in separate window Select the radio button beside the viewing mode you prefer. Using the Viewer in separate window mode allows you to have multiple Viewer windows open simultaneously. Separate window mode can take advantage of multiple monitors: Viewer and eplan windows can be viewed and moved independently between monitors. TIP: Windows provides several methods for navigating between open windows. Depending on the version of the operating system you are using, these include: hovering over icons in the taskbar, or using keyboard shortcuts such as Alt-Tab or Windows-Tab. eplan Applicant Handbook 19 Building Standards January 2018

UPLOADING FILES You can upload files to any project for which you have Upload privileges by clicking Upload Files: The types of files that are allowed to be uploaded to the project are determined by a System Administrator. Refer to the City of Markham s Submission Standards for more information on required file types standards. If a file type is selected that is not allowed for the site you will either receive a message indicating the file type is not allowed, or when browsing to select the file you will not find it in the display of file types to be added to ProjectDox. There are two types of controls that allow files to be uploaded: ProjectDox Standard Upload Control single file upload ProjectDox Silverlight Upload allows for batch file upload (recommended) TIP: Files can be consolidated into.zip files to save on upload time to the eplan (ProjectDox) application. When the zip file is uploaded the ProjectDox application will unzip the file and process the files into the folder as individual single page files. Zip files cannot be retained in folders within the ProjectDox application. UPLOADING FILES USING SILVERLIGHT To upload files: 1. Use one of the two following methods: a) Click Browse to locate and select the files you would like to upload to the current folder. Click Open to select the file(s). b) Open a Windows Explorer window and use drag and drop to place the selected files into the control window (when using drag and drop to move files, the Add dialog box should be closed). When you have completed your selection, click Upload or to begin again, click Close Window. 2. Above is the Uploader dialog with files selected. You can delete selected files from the list by clicking the x to the right of the file size. 3. When the file uploading has completed, a dialog box appears. The publishing process will continue in the background until completed. UPLOADING FILES WITH eplan UPLOADER If Silverlight is not installed, you will be presented with the standard ProjectDox Upload control. This feature is restricted to the number of the files that can be uploaded and requires you to browse and select each file for placement in the upload dialog window. We highly recommend using the Silverlight upload control to allow for more efficient uploads to the eplan site. 1. From the Project page, select the folder where you want to upload your file. 2. Click the Upload Files button (next to View Folders). 3. The Upload dialog appears. 4. In the Upload Files area, click Browse... to locate and select the files you want to upload to the current folder. The maximum size file name is limited to 70 characters. 5. In the resulting dialog box, navigate to, and click to select the file to upload. 6. Click Open to add the file to the list of files to upload. 7. You ll be taken back to the Uploader dialog box. Click Reset Fields to clear all file selections, or Upload to upload the files to the project folder. 8. CHECKLISTS During the Pre-Application review of your project, the Applications Administrators will use Checklists to notify you of any deficiencies. Checklists are only used during Pre-Application. VIEWING CHECKLISTS Accept the Pre-Application Corrections Task to open the Task eform. Once the eform is open, click on the View Checklist Items button to open the Workflow Review Checklist Viewer, which contains a list of the corrections required to be made before the Pre Application can be approved. Notes: If you have not uploaded a new document or drawing in response to an item, you must indicate how you resolved the issue in the Applicant Response column in the Checklist Viewer before completing the Pre- Applications Corrections Task. eplan Applicant Handbook 22 Building Standards January 2018

CHANGEMARKS Changemarks are the graphical deficiencies associated with an individual plan. Changemarks are resolved by the Plans Examiner when you upload revised drawings addressing the issue. Note: When uploading revised drawings, you must use the same file name. VIEWING CHANGEMARKS You can view markups (changemarks) at any time. There are three ways that you can view markups (changemarks). Applicant Resubmit Task eform Accept the Applicant Resubmit Task to open the Task eform. Once the eform is open, click on the View Changemark Items button to open the Workflow Review Changemark Viewer, which contains a list of the changemarks made for each file. You can view the changemarks added for each review cycle individually or for all review cycles at once. The status of each changemark is noted on the left hand side. Click on the hyperlink of the Markup Name to open the drawing with the changemarks displayed. eplan Applicant Handbook 23 Building Standards January 2018

Notes: You must indicate how you resolved the issue in the Applicant Response box in the eform when you complete the Applicant Resubmit Task. File Markups Icon The presence of this icon means that there are changemarks (annotations) associated with the file. For more information about changemarks, see the Viewer help. From the Drawings folder, click on the Drawing thumbnail to display the drawing. Next, click on the file markups icon. The icon will only appear if there are markup layers on the drawing or document. Clicking on the File Markups icon will display a list of all the markups on that drawing or document. Select the View check box, then on the View / Edit button. Review Button From the Drawings folder, click on the drawing thumbnail to display the drawing. Select one or more markup layers to view (select multiples using the Shift or Control key on your keyboard). Press the OK button to display markups (changemarks). SEARCHING IN eplan Notes: Searches will only be performed in the projects, folders, markups, and topics and notes for which you have access permission. The home page has a simple search text box as shown below. To use the simple search, type the word or phrase you want to match and press Enter.
