(SCE underneath its Barre-Ellis 220 kv transmission right of way corridor at Walnut Substation for a self storage facility. This amendment to SCE s application is in response to the inquiry of Administrative Law Judge (ALJ A. Kirk McKenzie concerning whether the Los Angeles County Fire Department (Department had approved of the proposed self storage facility in light of reports in the media that the Department was concerned about placement of structures within SCE s transmission corridors. ALJ McKenzie also requested Edison to confirm that it wishes to proceed with the application. In response to concerns raised by the Department, Valli Architectural Group, architect for the developer, described the proposed changes to be made to the project to address the Department s concerns in a letter dated July 31, 2007 (Exhibit A. 1

The first action was to eliminate one of the two buildings from the development due to concerns about the proximity of that building to overhead lines. The area that was occupied by this building was instead proposed to be used as an uncovered parking rental storage area for recreational vehicles. Second, the size of the remaining building was reduced to provide a fifty (50 foot clearance from the nearest transmission line. Third, to respond to concerns related to access for emergency vehicles being potentially affected by the transmission lines, and with the approval of SCE, the developer proposed the installation of a 26 foot wide paved driveway which passes around the transmission tower in the center of the site. This will allow for direct access to the building while avoiding the overhead transmission lines. The letter describing these proposed changes and a site plan were submitted to the Department. Plans with these changes identified were submitted to the Department, and the Department stamped those plans as approved, with the notation HVTL Approval only. Water and access conditions, and other FPD conditions may apply, on August 3, 2007. (Exhibit B. The developer has informed SCE that this is indicative of the Department s approval of general site design and building height and location in relation to the high voltage transmission lines (HVTL, and that if the CPUC approves the lease, the developer will then prepare construction and detailed building plans, including provision for water and access, and these plans will be routed to LACFD for final approval. (See Exhibit C. Based on the foregoing, this will confirm that SCE intends to continue forward with this application. 2
