Digital Economy and Society Development Strategy

STRATEGY 1: BUILD COUNTRY WIDE HIGH CAPACITY DIGITAL INFRASTRUCTURE Main Objectives Make Broadband Connection more Accessible Available Affordable Action Plan 1. Invest in broadband infrastructure. 2. revide infrastructure management plan. 3. Telecommunication state enterprise reformation. Goals 1. Nation wide internet coverage especially at schools, medical centers and economic areas. 2. Internet subscription fee less than 2% of national income per capita. 3. Cellular signal is available in all rural area villages. 4. Nation wide digital television and radio Signal Coverage. 5. Become one of the international data connecting hub. Project: Net Pracharat

STRATEGY 2: BOOST ECONOMY WITH DIGITAL TECHNOLOGY Main Objectives Drive new S-Curve Business Promote new and empower existing business with technology. Goals 1. Use innovation and technology to enhance production and services in every industry. 2. Promote the usage of digital technology in agriculture, industry and service SMEs. 3. Become one of the digital industry leaders in the region. Action Plan 1. Empower business sectors with new invention and technology. 2. Encourage new entrepreneur, especially in digital business. 3. Increase the business opportunity of farmer and local business owners. Project: Entrepreneur Digital Services Incorporate Satellite Technology for Agriculture Improvement

STRATEGY 3: CREATE A KNOWLEDGE-DRIVEN DIGITAL SOCIETY Main Objectives Promote Digital Technology Accessibility for all people. Promote equity in society with digital technology. Goals 1. All people, especially elderly, people living in rural area and disability people can access and benefit from digital technology. 2. 75% of the population have basic digital literacy within 5 years. 3. All people have access to education, medical and public services through digital technology. Action Plan 1. Raise opportunity and equity in digital technology accessibility. 2. Raise awareness in digital technology usage. 3. Create digital contents for learning purposes. 4. Increase education opportunity with digital technology. 5. Increase medical services opportunity with digital technology. Project: Online Government Services via Digital Community Centers

STRATEGY 4: TRANSFORM INTO DIGITAL GOVERNMENT Main Objectives Promote fast, connective, reliable and transparent government services. Goals 1. Government can provide fast and reliable sevices to people and business owners. 2. Have integrated government database for all government sectors to utilize in order to provide seamless service for people. 3. People can access government open data to promote transparency in government administration. Action Plan 1. Develope digital platform for egovernment services. 2. Promote better administration and good government with digital technology. 3. Create government open data platform to encourage citizen involvement in government administration. Project: Social Benefits Database National Data Sharing Platform

STRATEGY 5: DEVELOP WORKFORCE FOR THE DIGITAL ERA Main Objectives Equip everyone with digital literacy knowledge. Goals 1. General workforce have basic knowledge in digal literacy. 2. Produce sufficient skilled digital workforce to serve the industry. 3. Create new jobs and business solution with digital technology. Action Plan 1. Develop digital skills of workforce in all carreers. 2. Develop digital expertise in specific areas such as online marketing, big data and IOT. 3. Training Chief Information Officer (CIO) in organizations. Project: Digital Literacy Training and Test Program for Government Officers and People.

STRATEGY 6: BUILD TRUST AND CONFIDENCE IN THE USE OF DIGITAL TECHNOLOGY Main Objectives Update laws and standards to support digital economy. Confidence building in digital business investment. Enhance cyber security issues. Goals 1. Have updated laws, standards and regulations that support the growth of digital economy 2. Have data standards that consistent with international standards for purpose of connecting and performing transaction with other countries. 3. People have confident in all online transaction platforms. Action Plan 1. Develop platforms to support online business and transaction. 2. Rectify laws, standards and regulations related to digital economy. 3. Confidence building in online transaction an business.

FLAGSHIP PROJECTS: NET PRACHARAT Strategy 1: Building High Capacity Digital Infrastructure Net Pracharat project aims is to provide and increase coverage of high capacity digital infrastructure (Fiber Optic Broadband Internet) in rural areas. The government invest in the backbone and last mile network. Free Wi-Fi Hot Spots are also provided for people to use in certain areas.

FLAGSHIP PROJECTS: SMART CITIES Strategy 4: Digital Government Transformation by promoting smart services. First phase: Various cities have been chosen as prototypes to implement Smart City pilot projects. Second Phase: After an evaluation, the appropriate Smart City components will be used to create a framework for other cities. The criteria for selecting prototype cities 1) City Location 2) Population Growth Rate 3) Economy and Society Development Potential 4) Transportation Potential 5) Natural Resources and Climate

Pilot Project City PHUKET FLAGSHIP PROJECTS: SMART CITIES Phuket is an island located in the southern part of Thailand. The city is famous for its tourist attractions. Therefore, the government aim is to promote tourism and foreign investments in the city. (1) Smart City Platform Application for Tourists - Providing information such as restaurants, shops and hotels - Analyzing application usage to help in city management (2) Free Wi-Fi Service (3) Security CCTV (4) Water Pollution Sensors (5) ICT Skills Capacity Building (6) Local Startup Business Consultation Service (7) Policy Enforcement to Facilitate and Attract Investors in IT Business

FLAGSHIP PROJECTS: SMART CITIES Thailand s Eastern Economic Corridor (EEC) Thailand s Eastern Economic Corridor (EEC) is the special economic zone with investment privileges for ASEAN. The zone consists of 3 provinces: Chachoengsao, Chon Buri and Rayong. Digital Park, another important project, is also located in this area. The development plan emphasizes on the infrastructure and transportation because there will be numerous industrial estates residing in the area. Energy management and environment preservation are also important in order to create work-life balance for people living or working in the area. Current Transportation Expansion Plan are as follow: (1) High Speed Train (2) Double Track Railway (3) Deep Sea and Industrial Port Expansion (4) Motorway Construction
