East Capitol Street runs between Southern Avenue Southeast to the east and C Street Northeast to the west. The posted speed limit is 3 MPH. East Capitol Street at Southern Avenue NE Field Assessment Summary East Capitol Street is assumed to run in an east-west direction, and is classified as a principal arterial. East Capitol Street has two through lanes, a through and right lane, and a left turn lane eastbound, as well as two through lanes, a through and left lane, and a right turn lane westbound. Southern Avenue Northeast has one through and right lane and one through and left lane in each direction. This site has the following characteristics: This is a residential area with apartments and houses. There is roadwork in the northwest corner. The Capitol Heights Metro Station is in the southeast corner of the intersection. There is sidewalk on both sides of all four legs of the intersection. There are islands in the northeast corner, the southwest corner, and the middle of the west leg. There are concrete medians on all four legs. There is a break in the median on the south leg at the entrance to the metro station. The intersection has a traffic signal with pedestrian signals and crosswalks on all four legs. There is a slope downgrade northbound on the south leg. There are bus stops westbound on the west leg and east bound on the east leg. There is a bus bay for the bus stop on the east leg. Crash Data Analysis From the Accident Summary Report provided for the dates between January 1, 21 and December 31, 212, there were a total of 52 crashes at this location. A breakdown of number of crashes by collision type can be found in the chart on the next page. The most common types of crashes at this location were Right Angle (15 crashes), Left Turn (11 crashes), Rear End (7 crashes) and Fixed Object (7 crashes). Speed Data The 85 th percentile speed is much higher than the posted speed limit at this location. 2. Crash Data There was an elevated number of speed-related crashes at this location, including right angle collisions, as well as a high frequency (24 crashes) of injury-related crashes.
